Ainura Izmailova, director of the Anti-Fraud Center of the National Payment Corporation, told about the work of the Anti-Fraud Center of the National Payment Corporation at the site of the Regional Communications Service of the city of Almaty.

The Antifraud Center platform was launched on July 22, 2024. It provides operational cooperation between financial organizations and criminal prosecution bodies to identify and prevent suspicious transactions.

The work of the center is based on the principles of centralized coordination, technological integration and partnership of the state with the participants of the digital market. The center not only reacts to already committed theft attempts, but also forms the basis for predictive detection of fraudulent schemes. The key mechanism is the exchange of data and the formation of nationwide "black" and "gray" lists, which allows blocking fraudulent operations at the early stages.

As of February 2026, the Antifraud Center registered 111,031 incidents, of which 90,346 were related to fraud. At the same time, 52% of information comes from internal affairs bodies, 48% from financial market participants. The most common schemes — false investment, false calls and fictitious online stores — form 67% of all recorded cases of fraud.

"Within the framework of strategic development for 2026-2028, it is envisaged to create a national anti-fraud unit aimed at preventing and investigating digital fraud, including operations with financial assets, cryptocurrencies and marketplaces," noted Ainura Izmailova.

Among the key areas of development are the creation of a single digital portal for the interaction of participants of the Anti-Fraud Center, the introduction of session anti-fraud for the analysis of user behavior, the strengthening of transactional monitoring in real time, the expansion of financial literacy programs and the implementation of joint information campaigns with state bodies.

It is expected that the Anti-Fraud Center will become a key element of the national infrastructure of financial security, combining the efforts of regulators, the financial sector and law enforcement agencies to protect citizens and businesses from digital fraud.
