The first solar power plant has been launched in Kostanay region 11.12.2025
A historic event in the field of energy development of the region took place in Kostanay region — the first solar power plant with a capacity of 22.6 MW, built by JSC Varvarinskoye, was commissioned in the area of B. Mailina. The project was implemented in accordance with the instructions of the President of the Republic of Kazakhstan to increase the volume of renewable energy and increase the share of "green" generation in the national energy system.The ceremonial launch of the facility was given by Akim of the region Kumar Aksakalov, emphasizing the importance of a new stage in the modernization of regional energy:"The launch of these power plants will significantly reduce the shortage of energy resources, create favorable conditions for attracting new investments and implementing major projects. Green energy is becoming a symbol of renewal, innovation and responsibility for the future of our region," said the head of the region.The region's first solar power plant: contribution to the economy and ecologyThe new solar power plant was built using modern technologies and highly efficient panels. This is the first facility of this scale in Kostanay region. The plant's capacity is 22.6 MW, which will provide electricity to thousands of households and enterprises in the region.The project has become a significant investment: 7.2 billion tenge has been invested in it, and 16 new jobs have been created on a permanent basis. Using solar energy will significantly reduce energy costs and reduce dependence on external sources. The production of clean energy will reduce the load on the traditional energy system and reduce carbon dioxide emissions, making the project an important contribution to environmental protection.Vitaly Nesis, Chief Executive Officer of Solidcore Resources, noted that the construction of the plant has become part of the company's decarbonization strategy.:"We strive to minimize the environmental impact of our production and at the same time increase its energy efficiency. The new solar power plant gives us this opportunity. It has become our contribution to the development of Kostanay region and an example of how responsible production can be innovative."More than 36,000 solar panels with a total area of over 98,000 m2 have been installed as part of the project. The annual output of the plant will be about 28.5 million kWh.Energy transition: the region accelerates the pace of developmentKazakhstan is consistently modernizing the energy system, and Kostanay region plays a key role in this process. Today, the region consumes 0.45 GW of electricity, while it produces only 0.12 GW. At the same time, 37% of its own generation is provided by two operating wind farms in Arkalyk and Kostanay region.The akim of the region emphasized:"Our goal is not just to increase the volume of electricity production, but also to create a sustainable, environmentally friendly energy system that will ensure the development of the region for many years to come."Six major renewable energy projects: the region is fully supplied with energyThis year, Kostanay region is implementing 6 major projects on the introduction of alternative energy in the amount of 560 billion tenge. Among them are four wind farms, solar and gas—piston power plants.Their commissioning will increase the volume of own electricity generation by 10 times — from 0.12 to 1.2 GW, which will completely cover the needs of the region.Of these six projects, two are being implemented by JSC Varvarinskoye:solar power Plant (SES),gas-piston power plant (GPP).Gas-piston power plant: a new stage of energy sustainabilityIn October of this year, construction of a 40 MW gas-piston power plant worth 14.3 billion tenge was started. After commissioning, the station will become an important element of maneuverable generation, ensuring the stability of the power system during peak loads.Both projects are implemented at the expense of the company's own funds.The electricity generated by the gas station will compensate for the instability of solar generation, providing the region's needs at night, in the morning and in the evening. Chinese Company Explores Participation in Kazakhstan’s Power Infrastructure Modernization Program 11.12.2025
Astana, December 10, 2025 – Alibek Kuantyrov, Deputy Minister of Foreign Affairs of the Republic of Kazakhstan, and Madiyar Sultanbek, Deputy Chairman of the Management Board of NC “Kazakh Invest” JSC, held a meeting with Li Jianjiang, General Manager of Zhongyoung Power (Yunxi) Group Co., Ltd. The company expressed interest in participating as an investor in the modernization of Kazakhstan’s power infrastructure.The Chinese side voiced interest in participating in the National Project “Modernization of the Energy and Utilities Sectors,” which identifies a broad range of facilities requiring renovation, upgrades, and modernization. Li Jianjiang emphasized that Zhongyoung Power is ready to consider various investment participation formats, including public-private partnership (PPP) mechanisms and tariff-based investment recovery models, in line with international infrastructure financing practices. The First Republican Forum of Student Assemblies was held in Kostanay 09.12.2025
On December 8-9 of this year, the First Republican Forum of Student Assemblies was held, dedicated to the 30th anniversary of the Assembly of the People of Kazakhstan. The event was attended by Akim of Kostanay region Kumar Aksakalov, Deputy Chairman of the Assembly of People of Kazakhstan Marat Azilkhanov, representatives of the Ministry of Science and Higher Education, the Ministry of Education of the Republic of Kazakhstan, leaders of the organization "Assembly of Zhastars", heads of student assemblies of universities and colleges of the country. The Forum has become a platform for sharing experiences and promoting new opportunities for the student community, as well as for strengthening unity and harmony among students. To date, more than 100 student assemblies have been established in Kazakhstan at universities and colleges, which actively participate in the activities of the Zhastary Assembly organization and contribute to the formation of future leaders of the country. In Kostanay region, young people receive comprehensive support: real conditions are created for their development and self-realization. Following the instructions of the Head of State, over the past three years, 27 educational facilities, 35 sports facilities, 37 health facilities, 6 cultural facilities have been built in the region, more than 4,000 jobs have been created, and housing has been commissioned in 15,000 apartments. Government programs on preferential housing purchase are being implemented to support young people. Since 2022, the Kostanai Zhastary program has been in operation, for which about 6 billion tenge has been allocated — thanks to it, 344 families of working youth celebrated housewarming. Otbasy Bank will continue to issue preferential loans in the amount of 1 billion tenge allocated this year. Additional education for young people is provided by open Higher Schools of mechanical engineering, metallurgy and mining, economics and construction, energy and information systems. Already, 55-70% of workers in new industries are young people under the age of 35, and this trend will only intensify in the future. Akim of the region Kumar Aksakalov noted: "The future of Kazakhstan is in the hands of talented and patriotic youth. We must create all the conditions for their energy, creativity and desire for development to benefit society and find practical implementation." In recent years, the region has demonstrated consistent positive growth in key development areas. Gross regional product (GRP) increased by 18.8% over three years, rising from 4.2 trillion tenge in 2022 to 5 trillion tenge in 2024. This growth rate confirms a strengthening economy and expanding production.The manufacturing industry also achieved strong results. Production volume in the sector increased from 1.6 trillion tenge in 2022 to 2.1 trillion tenge in 2024, representing a 28% increase. This demonstrates the active modernization of production facilities and the expansion of export potential.The influx of foreign investment continues. The region has attracted $1.5 billion in foreign direct investment. In 2023 alone, this figure amounted to $397.8 million, in 2024 – $402.2 million, and in 2025, the volume is planned to increase to $667.5 million. Growing investor interest confirms the region's attractiveness as a platform for large-scale projects.The improved economic situation is accompanied by increased labor efficiency. Productivity increased by 28%: from 8 million tenge per employee in 2022 to 10.2 million tenge in 2024.The regional budget also increased significantly – from 441.8 billion tenge in 2022 to 686.6 billion tenge in 2025, an increase of almost 1.6 times over previous figures. The budget increase opens up new opportunities for infrastructure development, the social sphere, and major investment projects.Transport and Logistics Complex: A New Growth DriverOne of the key projects shaping the region's future development is the construction of a modern international transport and logistics complex, costing 63.8 billion tenge. Intensive construction and installation work is underway at the site, with leading contractors handling the project.The complex will be capable of handling up to 400,000 containers per year, equivalent to over 11 million tons of cargo. Doha, December 6-7, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Bakayev participated in the Doha Forum 2025, held in the capital of the State of Qatar.Recognized as one of the leading global platforms for high-level dialogue on international affairs, the Forum brought together more than 5,000 participants from 162 countries, including heads of state and government, ministers, heads of international organizations, representatives of academia and the business community, as well as civil society institutions.This year’s Forum was held under the theme “Justice in Action: beyond promises to progress,” focusing on advancing the principles of justice through diplomacy, sustainable development, and inclusive governance. This was announced at a briefing by the head of the Department of Agriculture and Land Relations of the Akimat of Kostanay region, Ibrahim Bekmukhamedov. Growth is ensured through the modernization of farms, the introduction of modern technologies and government support.As of November 1, 2025, the number of major farm animal species has increased.According to the results of ten months, 53.4 thousand tons of meat, 205.7 thousand tons of milk and 319 million eggs were produced in the region. It was noted that especially dairy production increased by 9.4% compared to 2024.There are 17 large dairy farms in the region, and meat farming, horse breeding, sheep breeding, pig breeding, and poultry farming are also developing. Feedlots with a total capacity of 38,000 heads continue to operate. In addition, meat exports have increased — more than 2,300 tons of products have been shipped abroad since the beginning of the year.Over the past two years, 20 billion tenge has been invested in the industry.
