Safe Summer: Fire Prevention and Water Safety Measures Discussed in Kostanay Region 03.06.2025
At the next meeting of the akimat chaired by the akim of the Kostanay region Kumar Aksakalov, the issue of the region's readiness for the fire season and swimming season was considered. The focus is on protecting the lives and health of citizens, especially children, as well as preserving the region's natural resources.Fire season: alarming statistics and decisive measuresWith the onset of summer heat, the number of fires in the region has increased sharply. Since the beginning of the year, 222 cases have already been registered, including three forest fires in the Zhitikarinsky, Sarykolsky and Auliekolsky districts and one steppe fire in the B. Mailinsky district."Fires do not occur on their own - in 90% of cases they are the result of human carelessness. Everyone should understand the consequences of their actions. One discarded cigarette butt can lead to a catastrophe for nature and people," Kumar Aksakalov emphasized.Since the beginning of the year, 132 administrative protocols have been drawn up, including 16 for violating fire safety regulations. 95% of the imposed fines have been collected, 35% of the amounts of claims for damages have been paid. Work to bring the guilty parties to justice will continue.Strengthening the material and technical baseIn the last two years, the material and technical base of forestry institutions has been significantly strengthened. This year, 3.5 billion tenge have been allocated for the purchase of equipment. It is planned to purchase 26 fire engines, 28 tractors and 36 small forest fire complexes, which will increase the staffing from 76% to 90%.Particular attention is paid to protective forest belts along highways - their length in the region is more than 1000 km. Responsibility for maintenance and fire safety measures is assigned to road owners. The danger of burning stubbleThe regional akim expressed concern about the continuing practice of burning stubble and straw in the fields:"This is not only a fire hazard, but also a crime against the soil. Humus burns, the upper fertile layer dies. It is necessary to consider the issue of a legislative ban on such burning," he noted.Swimming season: safety on water bodiesThere are 26 officially designated swimming spots in the region (8 public and 18 private beaches). However, about 230 unauthorized spots are used, which significantly increases the risk of accidents on the water."95% of accidents occur on unequipped beaches. The first incidents of this summer have already been recorded. Parents are required to ensure supervision of their children near the water," the regional akim noted.Since the beginning of the swimming season, 13 people have been brought to justice for violating safety rules on water bodies, and last year, by the end of the season, 45 violators were fined a total of 646 thousand tenge.Support for rescue servicesLast year, about 1 billion tenge was allocated to improve the material and technical base of the Department of Emergency Situations for rapid response to emergencies. All-terrain vehicles, quad bikes, and rescue boats were purchased, and a major overhaul of the water rescue station on the Tobol embankment in Kostanay was carried out.In 2024, the Department of Emergency Situations units have already saved more than 1,500 people, which is 46% more than in the same period last year.Specific instructionsThe regional akim instructed:•Akimats of cities and districts - to strengthen control over fire-fighting measures;•Take personal control over the creation of protective firebreaks;•Provide additional safe swimming areas;•Increase the number of raids and patrols near water bodies;•Conduct training for rescuers and survey the bottom of beaches;•Strengthen preventive work among the population."A fire is not just a fire. It is damage to people, nature and the economy. We must minimize risks. The same applies to recreation by the water. A safe summer is our common goal," Kumar Aksakalov summed up.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1010636?lang=kk
Transport and logistics - economic development vector Transport and logistics - economic development vector of Kostanay region of Kostanay region 02.06.2025
"The development of aviation and transport logistics is the key to the country's territorial connectivity and equal opportunities," President of Kazakhstan Kassym-Jomart Tokayev stressed, speaking at the National Kurultai.Today, as part of the discussion of the instructions given by the Head of State at a meeting of the National Kurultai in Kostanay, a round table was held on the development of the transit and logistics sector. Representatives of government, business and the public discussed the current state and prospects of the region's transport infrastructure. The region ranks first in the country in terms of the length of highways. In 2025, 104.7 billion tenge was allocated for the development of the road network, which is 42% more than last year. 1,200 km of roads and 382 streets in 103 settlements are planned to be repaired. Special attention is paid to access roads to villages: if 20 sections were repaired three years ago, then 80 this year."For the second year in a row, Kostanay region has received the most funding among all regions of the country for the repair of roads of regional and district significance," said Almas Yesenzholov, head of the Department of Passenger Transport and Highways.Active repairs of sites of national significance are underway, including Sarykol - the border of North Kazakhstan region, Uzunkol - Troitskoye, Bestobe - the border of Aktobe region, Arkalyk - the border of Ulytau region. After the completion of work on the last section, traffic is expected to increase from 150 to 2,500 cars per day.Of particular importance is the project of a new highway from Astana through Arkalyk, Turgai and Irgiz with access to the Trans-Caspian route. This road will shorten the route between the central and western regions of the country by 560 km and increase Kazakhstan's competitiveness in international logistics. The effect of these projects is obvious. First of all, it is the creation of favorable conditions for faster and more convenient movement of goods and passengers. In turn, this will contribute to economic recovery along the entire route, as the emergence of high-quality road infrastructure will certainly lead to increased business, trade and service sector growth. In addition, the access of the highway to the Trans-Caspian International Transport Route will allow Kazakhstan to strengthen its position in international logistics chains. This is especially important in the context of the changing global economic situation, when countries need to quickly adapt to new trade relations and routes.Business representatives emphasize the importance of developing roadside services and multimodal logistics."Our region, as a whole, will be at the center of the transit flow. Its geographical location makes it one of the main transit hubs between Central Asia and the countries of the Eurasian Economic Union. These projects are already having a positive impact on the competitiveness of Kostanay manufacturers' products, especially in the agricultural sector, mechanical engineering and processing," said entrepreneur Valery Susarenko.Entrepreneurs also note positive changes in the field of international transportation. The simplification of the permit issuance procedure made it possible to reduce the processing time from a week to one day, which greatly facilitated access to foreign markets, especially for agricultural and machine-building enterprises. Reducing the cost of transportation by up to 30% has increased the competitiveness of Kostanay products.Digitalization of logistics processes continues to evolve — further implementation of integration solutions within the framework of the Authorization Information Base (IDB) is expected, which will accelerate transit and increase transparency of operations. The participants of the round table agreed that it is the synergy of government and business that is a key factor in the sustainable growth of the region's transport industry.- The construction of a new highway announced by the Head of State, which will connect Astana, Arkalyk, Turgai and Irgiz, will be an important step in the development of logistics throughout the country. Along with mechanical engineering, ferrous metallurgy and processing of agricultural products, this area will become the fourth strategically significant area of economic development for the Kostanay region," said Akim of the region Kumar Aksakalov.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1009878?lang=kk

The implementation of the "Taza Kazakhstan" program was discussed in Kostanay region 29.05.2025
A working meeting on the implementation of the republican environmental program "Taza Kazakhstan" was held in the Akimat of the Kostanay region under the chairmanship of the regional akim Kumar Aksakalov. The program was initiated by the Head of State and is aimed at improving the quality of life of the population, raising environmental culture and creating a comfortable urban environment.Interim results of 2024As Kumar Aksakalov noted, in 2024, a significant amount of work was carried out within the framework of the program in the Kostanay region:327 squares and courtyards were improved;354 unauthorized landfills were eliminated;more than 133 thousand trees were planted;13.5 thousand new street lamps were installed - street illumination was increased from 80% to 90%;71 apartment buildings were reconstructed;362 emergency and abandoned buildings were demolished.Budget and priorities for 2025The work continues this year.12.7 billion tenge has been allocated for the implementation of measures to improve the region's populated areas in 2025, which is 12% more than last year.Of these:more than 44% are aimed at landscaping, developing parks and squares;over 30% - for major repairs of apartment buildings, including replacing roofs, updating facades and balconies. The Akim of the region emphasized the need to adhere to uniform approaches to the architectural appearance of buildings and the urban environment:"We should abandon the flashy colors of facades and give preference to a calm, restrained palette - gray-brick and beige tones. It is important to create mini-squares and green areas within walking distance of residential areas, and use any free areas for improvement."Feedback and Involvement of ResidentsSpecial attention at the meeting was paid to the issue of informing and involving the population in the implementation of the program.During the analysis, it was found that in five districts of the region there are no citizen requests via the Telegram chatbot "Taza Kazakhstan". This indicates weak information coverage and low activity of the population."Akimats should not perceive the lack of applications as an indicator of well-being. On the contrary, this is a signal of insufficient work with the population. Citizen involvement is a key indicator of the effectiveness of the program," said Kumar Aksakalov.A systematic approach is the basis for the resultThe akim of the region emphasized that the implementation of "Taza Kazakhstan" is not a one-time event, but a systematic and strategic work that requires the personal participation of leaders at all levels. At the end of the meeting, Kumar Aksakalov instructed the akims of cities and districts to take special control over the implementation of all activities and ensure an open dialogue with the population.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1007444?lang=kk
