Gasification of Kostanay region: coverage, plans and prospects 14.10.2025
To date, 84 out of 501 settlements in the region have been gasified (5 cities, 2 settlements of urban subordination: (village of Kachar of Rudny and village of Oktyabrsky city of Lisakovsk), as well as 77 rural settlements), which is 16.8%.The level of the gasified population in the region is 59.6% (492,302 out of 825,597 people). Access for the urban population is 77.1%, for the rural population 31.3%. Results of the EU-UN Joint Programme Supporting Children Returned from Conflict Zones was Reviewed in Turkestan 14.10.2025
Turkestan, 19 September 2025 – Turkestan hosted the final meeting of the Coordinating Working Group for phase two of the European Union (EU) and United Nations (UN) Joint Programme to support the states of Central Asia in reintegrating citizens who have returned from conflict zones. The meeting brought together representatives of the Ministry of Foreign Affairs of the Republic of Kazakhstan, relevant government bodies, the United Nations Children’s Fund (UNICEF), the EU Delegation to Kazakhstan, international organizations, and regional akimats (regional administrations). The participants approved priorities for further cooperation and for integrating successful practices into national child-protection policies and programmes.Speaking at the meeting, Ambassador-at-Large of the Ministry of Foreign Affairs of Kazakhstan, Stanislav Vassilenko, noted that the successful completion of the second phase confirmed the effectiveness of Kazakhstan’s partnership with UNICEF and the European Union. He emphasized the steady strengthening of the national child-rights protection system and Kazakhstan’s readiness to expand the exchange of best practices domestically and with international partners. The Ambassador recalled that Kazakhstan had returned more than 700 citizens, including 526 children, from conflict zones and provided them with comprehensive support for sustainable reintegration. Today, progress is clearly visible in the children’s own achievements: in Almaty Region, a teenager won 3rd place in the “Akbota” intellectual marathon; in Zhetysu Region, a school student took 1st place in the international “Pony” competition; and in Karaganda Region, a student won 2nd place at the international English Olympiad “English Vocabulary.” These stories attest to the effectiveness of inter-agency support and rehabilitation.Deputy Head of the EU Delegation to Kazakhstan, Aaro Ylitalo, underlined that cooperation with UNICEF and the Government of Kazakhstan is aimed at creating a safe and enabling environment for children who have experienced trauma. According to him, tangible positive changes in their lives are already visible, confirming the significance of joint efforts to protect human rights and ensure children’s well-being.UNICEF Representative in Kazakhstan, Dr. Rashed Mustafa Sarwar, emphasized that Kazakhstan is building a sustainable, child-sensitive system: “Our shared task is to ensure that every child, regardless of past experience, receives continuous, quality support and the opportunity to realize his or her potential.”Key results presented in Turkestan:Monitoring and Quality Assurance System (MQAS). The unified framework for monitoring the availability and quality of services for child returnees and their families has been updated and is being rolled out; data are collected through ethically safe tools with access for the competent authority. This enables evidence-based decision-making.Minimum Package of Services (MPS) of the child-protection system. A foundation for national standardization has been established: mandatory services at the local level, delineation of agency roles, unified quality standards, inter-agency protocols, and referral pathways. A system-maturity assessment indicates movement toward integration and stronger coordination.Workforce development and scaling of practices. In 20 regions, a pool of trainers on the trauma-informed approach has been formed; specialists of the Centers for Psychological Support (CPS) and Centers for Parental Pedagogical Support (CPPS) have been trained; supervisions and online consultations have been conducted; the capacities of guardianship and trusteeship bodies have been strengthened (over 500 staff trained). The case-management approach has been adopted at the national level for CPS.Innovative approaches to reintegration. In partnership with JSC “National Center for Professional Development ‘Orleu’” (NCPD “Orleu”), the “Stories Between Generations” method is being implemented: 10 master-trainers have been prepared, cascade webinars have been held for 250 teachers, and educational materials and monitoring tools for work with children have been developed.During the practical segment of the meeting, participants visited the Center for Psychological Support and the Family Support Center in Turkestan city, where they reviewed case management, violence-prevention efforts, and family accompaniment at the local level. On March 14 of this year, at the 4th meeting of the National Kurultai, the Head of State gave instructions on the implementation of the "Center-West" strategic project. To implement this project, the Ministry of Transport held a meeting to discuss the progress of the work.The new road will directly connect the capital with the country's western regions via Arkalyk, Torgai, and Irgiz. The route includes the construction of the Astana-Arkalyk and Torgai-Irgiz sections from scratch and the use of the existing road between Arkalyk and Torgai (which is in good condition).Equipment and personnel are currently being mobilized, temporary worker camps are being established, and topsoil is being removed. Environmental development of the region: nature conservation and implementation of modern solutions for a sustainable future 13.10.2025
Ecology in Kostanay region is designated as one of the strategic priorities.Urban development and increased municipal waste generation require careful attention to the environment. In this regard, separate collection, sorting, disposal and recycling of waste is being introduced in the field of municipal waste management.Thus, separate waste collection (plastic, glass, paper, bulky, mercury-containing waste, waste from electronic and electrical equipment) has been introduced in 61 settlements, where more than 2,100 special containers have been installed.Waste sorting is carried out in 29 settlements. The sorting process is carried out by manual sorting and on 7 waste sorting lines. In the region, 14 private companies process recyclables and produce 17 types of finished products (geogrid, geotextile, geocomposite, geocapes, polyethylene gas and water pipes, cable pipe, polymer-sanded paving stones, manholes, rubber chips, egg trays, cinder blocks, pyrolysis fuel, PVC panels, inert material, plastic boxes, gas tanks made of plastic).If a few years ago the volume of waste recycling was insignificant, today there is significant progress: the share of solid household waste recycling increased from 1.8% in 2017 to 21.1% in 2024. Thus, the indicator has increased almost 12 times, which is a significant step towards ensuring the environmental safety of the region.At the same time, in order to develop the sphere of municipal waste management by private enterprises, 3 projects totaling 0.5 billion tenge were implemented in 2024-2025 through preferential loans from Damu Entrepreneurship Development Fund JSC and Industry Development Fund JSC. By the end of this year, the implementation of 2 projects totaling 0.8 billion tenge will be completed. Ashgabat, September 15-17, 2025 – The 11th Meeting of the High Level Working Group on the Caspian Sea Issues (HLWG) was held in Ashgabat.The delegations of the Republic of Azerbaijan (led by Samir Sharifov), the Islamic Republic of Iran (led by Kazem Gharib Abadi), the Republic of Kazakhstan (led by Zulfiya Amanzholova), the Russian Federation (led by Nikolay Udovichenko) and Turkmenistan (led by Myrat Atajanov) took part in the meeting. The meeting was chaired by the head of the Turkmen delegation Myrat Atajanov.The parties continued the discussion on the methodology for establishing straight baselines in the Caspian Sea. Astana, September 17, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov held a meeting with Christophe Kamp, the OSCE High Commissioner for National Minorities, who has arrived to Kazakhstan on a visit to participate at the VIII Congress of Leaders of World and Traditional Religions.During the meeting, the parties discussed the development of multilingual education, the expansion of the participation of national minorities in the socio-economic life of the country, as well as their involvement in public administration processes.Deputy Minister Issetov informed the OSCE representatives about the ongoing political reforms, economic and social transformations in the country aimed at improving the well-being of the citizens, including national minorities.In his turn, Christophe Kamp particularly noted Kazakhstan’s unique experience in strengthening interethnic harmony and upholding the linguistic and cultural rights of national minorities. Implementation of Investment Project in Pharmaceutical Sector was Considered at Kazakhstan’s Foreign Ministry 13.10.2025
Astana, September 17, 2025 – Chairman of the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan Gabidulla Ospankulov held a meeting with Chairman of the Board of the Chinese company “Cheng Tian Run Kang Medical Limited,” Li Shu-he.The investor expressed an intention to implement a project in Kazakhstan on the cultivation and processing of industrial hemp with a permissible tetrahydrocannabinol content (not exceeding 0.3%), which complies with international standards and excludes psychoactive properties of the plant. The resulting raw materials are planned to be used for the production of pharmaceuticals, dietary supplements, as well as textile industry products. In addition, the investor showed interest in implementing a project in the field of meat processing.Chairman Ospankulov noted that the development of projects in pharmaceuticals and deep processing of agricultural raw materials corresponds to the priorities of Kazakhstan’s investment policy. He emphasized that the state is ready to provide the necessary support, including facilitation measures and coordination with relevant government agencies.For his part, Li Shu-he stressed that Kazakhstan offers favorable conditions for the implementation of projects in the processing of agricultural raw materials. Astana, September 15, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Arman Issetov held a meeting with Martin Roger, Undersecretary for Political Affairs of the Ministry of Foreign Affairs of the Republic of Estonia.During the meeting, they discussed a wide range of issues, including the deepening of bilateral cooperation in the political, trade and economic, investment, and cultural-humanitarian areas.Deputy Minister Issetov emphasized that Estonia is an important and reliable partner of Kazakhstan in the Baltic Sea region. In particular, both parties noted their interest in further developing the traditionally friendly relations between the two countries.The diplomats agreed to consider new practical steps to expand trade, economic ties and implement investment projects.
