Regional Akim Murat Ergeshbayev took part in a ceremonial event dedicated to the end of the academic year for graduates of School-Lyceum No. 15 named after Myrzabek Duisenov. The final stage of the national unified testing will take place from May 10 to July 10 at testing centers in the city of Kyzylorda, Aral, Kazaly, and Zhanakorgan districts. 9,250 out of 10,317 11th-grade graduates will participate in it.The effective organization of summer recreation for students is planned. This year, more than 170 thousand students will relax in summer health camps, about 150 thousand children will relax in school camps. A regional delegation took part in the 13th World Urban Forum 22.05.2026
A delegation from Kyzylorda took part in the 13th session of the World Urban Forum, held in the city of Baku, Republic of Azerbaijan. This international platform was organized with the support of UN-Habitat and dedicated to discussing issues of urbanization, urban planning, climate resilience, and modern infrastructure.The forum brought together over 20,000 delegates from more than 100 countries worldwide. Among them were heads of state and government, representatives of international organizations, and experts and specialists in the field of urban studies.The delegation from Kazakhstan also included representatives of the Kyzylorda region. They exchanged experiences in the direction of sustainable development of the region, updating urban infrastructure, and environmental initiatives.At the forum, Prime Minister of the Republic of Kazakhstan Olzhas Bektenov focused on the key priorities of urban development policy outlined by the Head of State Kassym-Jomart Tokayev. In particular, issues of forming a comfortable and safe environment for citizens, implementing digitalization and artificial intelligence technologies, water security, and climate resilience were widely discussed.Concurrently, the Urban Expo exhibition was held, where the national pavilion of Kazakhstan was presented to the participants. Issues of development and digitalization of the aviation industry were discussed 21.05.2026
At a Government meeting chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, issues of aviation sector development and digitalization, as well as the quality of facility construction in the regions were discussed. The region's akim, Murat Ergeshbaev, participated via a selector mode and delivered a report on the current operations of the "Korkyt Ata Airport".To recall, in 2024, with the support of the Head of State and the Government, a new passenger terminal of the "Korkyt Ata Airport", meeting international standards, was commissioned in the city of Kyzylorda. Today, the modern airport, capable of providing quality service to over 250 passengers simultaneously, handles 28 flights per week."Developing passenger transportation in the region is one of the main tasks. By April of this year, over 63 thousand passengers have been dispatched from 'Korkyt Ata Airport', which is an increase of 58.9 percent compared to last year. Furthermore, a digital management system has been implemented at the terminal, meaning all operations and processes can be carried out automatically. Recently, we signed a memorandum with 'Vana Holding' company on transferring 'Korkyt Ata Airport' to trust management. In this way, a logistics hub conforming to international standards is being formed.A special economic zone has been established near the airport. This important project is intended to give a new impetus to the socio-economic development of our region",- said the region's akim. Today, at a meeting chaired by the regional akim Murat Ergeshbayev, Nurlybek Bimurzayev, appointed as the head of the Department of Trade and Consumer Rights Protection for the Kyzylorda region, was introduced. The former head of the Department of Trade and Consumer Rights Protection for the Kyzylorda region, Erkasym Zhaibergenovich Suleimenov, was presented with an Honorary Diploma of the region in connection with his retirement.The regional akim instructed the new head to strengthen work on the constant monitoring of prices for socially significant food products and to prevent their unjustified increase.Nurlybek Shonzharovich was born in 1970 in the Kyzylorda region. He received his education in the specialty "Hydraulic Engineer" at the Jambyl Hydromelioration Construction Institute.Over the years, he held various positions in the companies "Turan-Petroleum," "Hurricane Kumkol Munai." The Public Council on Public Finance discussed the results of the work of the appeal commissions and the draft law on appraisal activities 14.05.2026
At the latest meeting of the Public Council under the Ministry of Finance of the Republic of Kazakhstan, participants reviewed the activities of the appeals departments and discussed amendments to the Law of the Republic of Kazakhstan “On Valuation Activities in the Republic of Kazakhstan.”The discussion was attended by the chairperson, members of the Public Council, and heads of the Ministry’s departments.During the meeting, the commission reviewed the performance results of the Internal Government Audit Appeals Department for 2025. Over the reporting period, 100 meetings were held, during which 621 objections regarding desk audits and 139 objections to audit reports were reviewed.It was noted that the commission’s work focuses primarily on ensuring an objective and transparent review of appeals and objections from audited entities, as well as on reducing the number of legal disputes. By the end of the year, most disputed issues had been resolved at the pre-trial stage, which made it possible to restore the rights of individuals and legal entities in 229 cases.Further measures were also discussed regarding the digitization of appeal review processes, the enhancement of the Appeals Commission’s capabilities, and the improvement of the quality of internal government audits.The Director of the Appeals Department presented the results of work on tax and customs disputes for 2024–2025 and the first quarter of 2026. The presentation noted that, to ensure transparency, 1,116 decisions have been posted on the official website of the Ministry of Finance, and an additional 732 decisions have been published on the business community’s online resources “Taxes in Kazakhstan,” “Accounting KZ,” the “PARAGRAF” information system, and the Kazakhstan Association of Customs Brokers (Representatives), while 377 representatives of taxpayers and foreign economic activity participants directly participated in the meetings.As part of a comprehensive set of measures, a list of criteria has been developed to identify invalid transactions for tax audits. In addition, 35 officials have been held accountable for violations committed during tax and customs audits, including 19 auditors, 5 department heads, and 11 division heads. Changes regarding VAT refunds, introduced into the Tax Code as well as the VAT Refund Rules, have also been announced, eliminating discrepancies in the legislation.The meeting also featured a presentation of the draft law “On Amendments and Additions to the Law of the Republic of Kazakhstan ‘On Valuation Activities’.” The draft law aims to implement the provisions of the General Approaches, ensuring the functioning of a single market for services free of barriers, exemptions, restrictions, additional requirements, and conditions, as well as to further improve legislation on valuation activities.In addition, the draft law contains other amendments regarding the clarification and optimization of provisions to ensure alignment with law enforcement practices, aimed at improving the legislation.The adoption of amendments regarding the establishment of a single market for property appraisal services will create conditions for Kazakhstani appraisers to enter the international market, expand opportunities for professional practice across the member states of the Eurasian Economic Union (EAEU), and enhance the international competitiveness of domestic specialists.Source : https://www.gov.kz/memleket/entities/minfin/press/news/details/1220464?lang=kk

Kazakhstan promotes the priorities of financing technologies of the future within the framework of the Shanghai Cooperation Organization Development Bank. Additional sources of financing for the economies and infrastructure projects of the SCO member states and partner countries were discussed on April 29-30, 2026 in the city of Xi'an (PRC).The event was attended by Vice Finance Ministers of the SCO member states and partner countries, as well as representatives of the SCO Secretariat. Our country was represented by Vice Minister of Finance Dauren Kenbeil, who took part in the second consultative meeting on the creation of the SCO Development Bank.During the meeting, key parameters of the future financial organization were discussed, including priority areas of financing and capitalization mechanisms.In his remarks, Dauren Kenbeil noted that the SCO Development Bank should become an institution focused on supporting next-generation technologies. Among the priorities identified are projects in the fields of artificial intelligence and biotechnology, as well as the development of mechanisms for the transfer of industrial and “green” technologies, including those from the People’s Republic of China. Special attention was paid to issues of non-sovereign financing, the formation of authorized capital using local currencies, and alternative financial instruments. Following the meeting, the parties agreed to continue high-level consultations. The next meeting is scheduled for May 28–29, 2026, in Bishkek (Kyrgyz Republic). The event also included a meeting with Liao Min, Vice Minister of Finance of the People’s Republic of China. They discussed the final procedures for issuing panda bonds on the Chinese market, as well as financing for the project to build a pumping and filtration station in Astana. An international anti-crisis congress on financial recovery and bankruptcy was held in Minsk 16.04.2026

Open dialogue of the Chairman of the Internal State Audit Committe with residents of the Pavlodar Region on audit issues 31.03.2026
Within the framework of the implementation of the "Hearing State" concept, the Chairman of the Internal State Audit Committee of the Ministry of Finance of the Republic of Kazakhstan Yerzhan Mynzhasarov held an online meeting with the population of Pavlodar region, during which he announced the results of the work and new approaches in the field of state audit. Alsoduring the meeting, he gave comprehensive answers to the questions that arose.The meeting was held in the format of an open dialogue, residents actively asked questions, including on remote checks.At the end of 2025, the audit covered 6.6 trillion tenge, financial violations were revealed for 462.4 billion tenge and more than 4.4 thousand procedural violations. At the same time, the number of inspections was reduced by 22%, and the volume of violations identified increased by 36%. This was made possible by an increased risk-based approach and the use of digital tools that improved audit accuracy.Particular attention is paid to the prevention of violations. Desk audits prevented attempts to increase the value of public procurement contracts by 57.5 billion tenge. A pilot was launched for a desk check of acts of work performed before payment.Online budget monitoring made it possible to stop the overstatement of planned government spending by 1.5 trillion tenge and identify fraudulent schemes by 1.5 billion tenge. The Ministry of Finance of the Republic of Kazakhstan continues systematic work on implementation of international standards for information disclosure in the field of sustainable development - IFRS S1 and S2. Today a meeting of the interdepartmental working group took place.Reference: IFRSs S1 and S2 are new international reporting rules. Thanks to which the business will be obliged to disclose the impact of the company's activities on the environment and society, as well as what climate threats can affect the business itself.The main issue on the agenda of the meeting was implementation of the Roadmap for the phased implementation of IFRS S1 and S2 in the Republic of Kazakhstan for 2027-2028. The document was prepared jointly with the United Nations Development Program and includes 37 activities that determine consistent steps to form a regulatory, institutional and methodological framework for the implementation of standards in Kazakhstan.During the meeting, the working group considered the parameters of the future application of standards, including the definition of the date for the start of mandatory application of standards, the establishment of criteria and thresholds for the selection of organizations to be subject to requirements, the formation of approaches to the audit of reports prepared in accordance with IFRS S1 and S2, as well as the development of measures to ensure compliance with standards."The introduction of IFRS S1 and S2 will be an important stage in the development of Kazakhstan's corporate reporting system. The Ministry of Finance has initiated amendments to the legislation on valuation activities, which should improve the quality of valuation services, open up new opportunities for Kazakhstani appraisers in the EAEU space, expand access to services for citizens and businesses, stimulating economic growth and investment. Anar Kaliyeva, Director of the Accounting Methodology, Audit and Evaluation Department of the Ministry of Finance of the Republic of Kazakhstan, told about why the reform is needed, what innovations await the market and how they will affect the investment climate of the country. - Why should we make amendments to the legislation in valuation activities?Today, propertyvaluationplaysakeyroleinpurchase and saletransactions,loans,investments, andlawsuits.Therefore, it is importantthat the proceduresareastransparent,predictable as possible andprotect the interests of bothbusinessesandcitizens.So, on December10, 2021, by Decision of the SupremeEurasianEconomicCouncilNo.23, GeneralApproachesto the conditions for carrying out evaluationactivitieswithin the framework of the functioning of the singlemarket of services(hereinafter referred to as GeneralApproaches) were approved.Inaccordancewiththeseapproaches, eachEAEUcountry is required to amenditslegislationonvaluationactivities.Andonlyaftertheparties have made appropriatechanges, it is planned to open a singlemarket for propertyvaluationservices.Inthisregard,we are amendingtheLaw"OnValuationActivitiesin the Republic of Kazakhstan"regarding the provision of propertyvaluationserviceswithin the EAEU by appraisers,bothKazakhstaniandappraisers from otherEAEUmember States.Appraisers of oneEAEUmember state will be able to carry out theiractivitieson the territory of otherEAEUmember States withoutbarriers,exemptions,restrictions,additionalrequirementsandconditions.Thismeansthat the valuationcarried out inourcountrywill be recognizedinothercountries of the Unionwithout the need for repeatedprocedures.Such a step will greatlysimplify cross-bordercooperation,allowbusinesses to savemoneyonvaluation,make the marketmoreattractivetoinvestorsandcreateconditionsfor the freemovement of capital. The Ministry of Finance of the Republic of Kazakhstan, together with Professional Accounting Organizations, is implementing the nationwide campaign “People’s Accountant” starting January 5, 2026. The campaign is aimed at supporting entrepreneurs and improving the quality of accounting and tax reporting.The campaign will run until June 30, 2026. Its main format is free offline consultations at the offices of the State Revenue Departments in regional centers, as well as in the cities of Astana, Almaty, and Shymkent.In January–February, consultations are held three times a week (Monday, Wednesday, Friday) from 10:00 to 13:00. Starting from March 2026, they will be held twice a week. The schedule and addresses are published on the official websites and social media pages of the Committee of State Revenues (KGR), Regional State Revenue Departments (DGR), and Local State Revenue Departments (UGD). Kazakhstan Improves 55% of Public Financial Management Indicators — PEFA Assessment 31.01.2026
Kazakhstan has improved its performance in 17 out of 31 areas under the international PEFA (Public Expenditure and Financial Accountability) framework, a globally recognized standard for assessing public financial management. The results were presented at a roundtable marking the launch of the Public Expenditure and Financial Accountability (PEFA) Assessment report. The event was attended by the Minister of Finance of the Republic of Kazakhstan, Madi Takiyev; Najy Benhassine, World Bank Division Director for Central Asia; and Utsav Kumar, Asian Development Bank (ADB) Country Director for Kazakhstan.The Government of the Republic of Kazakhstan, with the support of the World Bank and ADB, has completed the Public Expenditure and Financial Accountability (PEFA) assessment. The assessment provides an objective evaluation of the budget process, transparency, accountability, and the efficiency of public resource use in line with international standards.Compared with the previous assessment conducted in 2018, Kazakhstan has made notable progress. The share of indicators with the highest rating (‘A’) increased from 16% to 39%, while 94% of indicators received a rating of ‘C’ or higher, which represents the baseline level.“Kazakhstan’s progress since 2018 demonstrates responsible public financial management,” said Najy Benhassine, World Bank Division Director for Central Asia. “The next phase of reforms will involve using the results of this assessment, including its climate dimension, to update the country’s public financial management strategy, further improving the efficiency of public spending and its benefits for citizens.”The evaluation covered key components of the public finance system, including budget planning and execution, revenue and expenditure management, public procurement, internal and external audit, as well as fiscal transparency and reporting.Among the system’s strengths highlighted in the report are stronger fiscal discipline, effective budget execution, and transparent revenue management. The assessment also placed special emphasis on the strategic allocation of resources. International experts noted improved alignment between medium-term budgeting and strategic plans, as well as the enhanced role of key performance indicators (KPIs) in resource allocation. An internal control and audit system aligned with international standards now covers nearly all government expenditures, ensuring compliance with financial regulations.“The assessment demonstrates Kazakhstan’s continued progress in improving the transparency and accountability of its public financial management system, while also identifying areas for further improvement, including competitive procurement, debt management, and access to information. Stronger public financial management strengthens the nation—where transparency empowers citizens, accountability builds public trust, and development progress becomes more resilient and impactful,” said Ruth Farrant, Director, ADB Procurement, Portfolio and Financial Management Department. A milestone achievement was the country’s first PEFA assessment incorporating a climate component (PEFA+Climate), reaffirming Kazakhstan’s commitment to the goals of the Carbon Neutrality Strategy until 2060 and its international climate obligations. This work was coordinated by the Ministry of Ecology and Natural Resources.“Kazakhstan will continue to pursue macroeconomic stability and effective public financial management despite global uncertainty. Our priorities include further strengthening transparency, improving credit ratings, boosting investor confidence, and attracting long-term investment to support economic growth.
