Today, Akim of the region Murat Ergeshbayev familiarized himself with the operation of the new combined heat and power plant built in the city of Kyzylorda with the direct support of the Head of State. The Turkish company «AksaEnergy» invested 215 billion tenge in the construction of the plant, which produces 240 megawatts of electricity and 277 gigacalories of thermal energy.As part of the project, 3 gas turbine units with a capacity of 185 megawatts, 1 steam turbine of 55 megawatts, 3 steam boilers, and 2 hot water boilers have been installed. The new plant is planned to be fully launched in August.After that, the Akim of the region visited the «Kyzylorda Combined Heat and Power Plant». Currently, 85 percent of the heat energy sources and 40 percent of the heating networks here are worn out. The station produces 67 megawatts of electricity and 355 gigacalories of thermal energy.Overall, it is planned to allocate 5.5 billion tenge for preparation for the upcoming heating season. With these funds, the modernization project of 8.7 kilometers of heating networks will be completed, and major repairs of gas turbine units No. 1 and No. 2 will be carried out. In addition, 1.3 kilometers of heating networks, 1 boiler house, 1 turbine, 10 autonomous boiler houses, and main and auxiliary equipment will be repaired.The Akim of the region also visited the institution «Kyzylorda Electric Distribution Networks». The institution manages 10,608 kilometers of electric networks and 2,058 substations, with a total transformer capacity of 1,350 megawatts.Following the tour of facilities ensuring the normal life of the population, instructions were given to the responsible heads of the sectors. Ministry of Finance: republican budget revenues were executed by 100.6% in the first half of 2026At the Government meeting, the results of the execution of activities for the first half of 2026 were considered. Deputy Minister of Finance of the Republic of Kazakhstan Yerzhan Birzhanov reported on the key results of budget execution and the main areas of work of the Ministry of Finance.Republican budget revenues excluding transfers amounted to 8.5 trillion tenge, or 100.6% of the plan. Compared to the same period last year, receipts increased by 1.7 trillion tenge, or 24.6%. Tax revenues reached 8.3 trillion tenge, which is 100.3% of the plan. Their volume increased by more than 29%, or 1.9 trillion tenge.Income growth is ensured by favorable external economic conditions, expansion of the tax base, growth of foreign trade activity, as well as improvement of tax and customs administration.One of the priorities of the Ministry of Finance remains the expansion of the legal economy. Within the framework of the "People's Accountant" campaign, more than 61 thousand taxpayers received consultations. Thanks to the "Clean Slate" initiative, penalties and fines in the amount of 9.3 billion tenge were written off for 19 thousand small and micro-businesses. In addition, during the reporting period, the activities of about 546 thousand individuals who were not previously registered were legalized. The number of business entities, taking into account the self-employed, reached 2.9 million, having increased by more than 499 thousand since the beginning of the year, and the number of VAT payers increased to 158.2 thousand. Also, the Government approved a comprehensive plan to counter the shadow economy for 2026-2028.Special attention is paid to the modernization of customs infrastructure and digitalization of customs processes. The flow of vehicles through the modernized checkpoints increased by 18% and reached about 900 thousand cars. The volume of customs payments amounted to 2.4 trillion tenge, which is more than 400 billion tenge higher than the same period last year."The modernization of checkpoints contributes to an increase in budget revenues, creates favorable conditions for fair business and strengthens the country's transit potential. The next stage will be the further digitalization of customs processes with the introduction of artificial intelligence technologies," said Yerzhan Birzhanov.State budget expenditures were executed by 98.2%, the republican budget - by 99.6%. 3.6 trillion tenge was allocated to pay pensions and benefits, 3 trillion tenge to support the regions, and about 1.3 trillion tenge to support the real sector of the economy.The efficiency of the state audit continues to improve. Since the beginning of the year, 541 audit events have been held to cover budget funds in the amount of 1.8 trillion tenge. Financial violations in the amount of 456 billion tenge were revealed, of which more than 318 billion tenge have already been eliminated. At the same time, a single analytical platform SMART AUDIT QAZAQSTAN is being developed.During the meeting, it was also noted that the digital transformation of the social sphere continues. It is planned to produce 20,000 components per year. 50 percent of the products manufactured at the plant will be supplied to the domestic market, and the remaining 50 percent will be exported abroad.Production projects are of great importance for diversifying the region's economy, creating new jobs, and increasing export potential.After this, the regional akim addressed issues related to the construction of the "Beineu – Sekseul" highway.As a reminder, at the V meeting of the National Kurultai, the Head of State instructed to accelerate the construction of the "Beineu – Sekseul" highway.In accordance with this, the relevant ministry is currently determining the sources of project financing, and design and estimate documentation is being developed.780 billion 285 million tenge is being allocated for the construction of the road. The total length is 559 kilometers, of which 189 kilometers belong to the Kyzylorda region. One of them is the plant of the «Kazakh Camel» company for the production of camel milk powder worth 3 billion tenge.Despite the presence of camel milk processing enterprises in the country, there are very few plants producing dry powder on an industrial scale. Therefore, this project is a unique and important initiative,» — noted Murat Ergeshbayev.The production capacity of the enterprise is about 400 tons of products per year. The plant will create 23 permanent jobs.For the production of dry powder, up to 20 thousand liters of camel milk will be required daily, which will become an additional source of income for local residents engaged in animal husbandry. They will be able to deliver milk daily and receive a stable income.In order to expand sales markets, a long-term contract for the export of products to China has been concluded for a period of 10 years. As part of state support, the enterprise has been provided with a land plot of 1 hectare on the territory of the industrial zone. In addition, financing in the amount of 1.8 billion tenge is provided through the Industrial Development Fund for the purchase of necessary technological equipment from China.During the ceremony, regional prosecutor Rizabek Ozharov, representatives of the older generation Aitbay Kosherbay and Adilbek Aiymbetov delivered speeches. Akim of the region Murat Ergeshbayev made a working trip to the Aral district. He met with residents of the Koszhar rural district and inspected the work of the "Kamystybas" fish hatchery. The hatchery, with more than half a century of history, preserves valuable fish stocks and increases the natural population. Here, such gifts of the sea as carp, grass carp, and silver carp are bred. As part of the state order, 12 million fingerlings and 420 thousand two-year-old fry are raised annually and released into the Aral Sea and the SyrDarya River. This contributes to increasing the fish stocks of the region's water bodies. The Akim of the region gave specific instructions to the heads of responsible sectors on the efficient use of natural resources.On the territory of the Aral district, there are 18 sites of the Small Aral Sea, the SyrDarya River, and 17 lakes favorable for the development of fisheries. During a working trip to Zhalagash district, Akim of the region Murat Ergeshbayev visited the sown areas. He familiarized himself with the current state of the agro-industrial cluster project of the company «Harvest Agro», aimed at growing industrial hemp, corn, and soybeans, as well as their processing. A land plot of 22.5 thousand hectares from the Karaketken rural district has been allocated for the project. Of these, 5 thousand hectares are sown with corn, 2 thousand hectares — with safflower, and 142 sprinkler irrigation units are in operation. After the enterprise is put into operation, it is planned to process up to 60 thousand tons of industrial hemp, 70 thousand tons of corn, and 20 thousand tons of soybeans annually. The produced goods, in addition to meeting the needs of the domestic market, will also be exported to foreign countries.To date, 26.3 billion tenge of investments have been attracted, and 100 permanent jobs have been created. 50 units of machinery are involved in sowing and production work.Work is underway to increase the land area, water use limits, introduce a sprinkler irrigation system, lay electrical networks, and develop design and estimate documentation.It should be noted that this year a total of 185.8 thousand hectares have been sown in the region, of which grain crops account for — 89.7 thousand hectares, oilseeds — 6.1 thousand hectares, fodder crops — 73.2 thousand hectares, potatoes, vegetables, and melons — 16.8 thousand hectares. In accordance with the instruction of the Head of State, compared to last year, the rice area has been reduced by 10.9 thousand hectares. This year, rice has been sown and flooded on 70 thousand hectares.Of these, 31.3 thousand hectares have received top dressing, and 53.3 thousand hectares have been treated against weeds. Akim of the region Murat Ergeshbayev held a meeting with Director of Tansu Construction LLP Nikolay Kim, Deputy General Director of Vertex Holding LLP Irina Kenzhetayeva, Head of Capital Projects Department Mayra Usipbekova, and Chief Engineer of Astel-K LLP Bakhadyr Sadykov.The meeting discussed the progress of construction of the Presidential Library, designed to hold 600,000 books.As a reminder, at the beginning of this year, during the V session of the National Kurultai with the participation of Head of State Kassym-Jomart Tokayev, an instruction was given to build a modern library in Kyzylorda operating around the clock.The project is being implemented with sponsorship support from investor Eduard Ogay. The total construction cost is 20 billion tenge.The building area will be 13,000 square meters, and a land plot of 3 hectares has been allocated for its construction.The three-story building with a basement floor will house a conference hall, reading rooms, an electronic library, halls of regional history, periodicals, archival and rare collections, a world literature department, art galleries, a media laboratory, an exhibition gallery, children's spaces, a coworking center, a food court, a restoration workshop, and a printing house.Currently, contracts have been signed with the contractor Tansu Construction LLP, which is carrying out construction and installation works, author supervision by Astel-K LLP, and technical supervision organization SJS Kazakhstan LTD.All technical conditions have been obtained to provide the facility with the necessary engineering and communication infrastructure. Today, regional akim Murat Ergeshbayev met with representatives of the Turkish company TIMFOG Engineering, Yaylali Cengiz, Eyup Sevenjan, and Koksal Salih, to discuss the construction of modern greenhouse complexes, diversification of the agricultural industry, and the implementation of investment projects. In accordance with the Head of State's directive to reduce import dependence in the national food market, the region prioritizes the development of the agricultural sector."Kyzylorda Region is an agro-industrial region with high potential for partnership and investment. Although rice cultivation is the primary agricultural sector, the region's natural and climatic conditions are also favorable for potatoes, vegetables, melons, and fruit and berry crops.Developing fruit and vegetable production at an industrial level is one of our promising areas. Together with experienced companies like TIMFOG Engineering, we are ready to implement new investment projects. Today, the 34th session of the regional maslikhat was held with the participation of the regional akim, Murat Ergeshbayev. The session was attended by the chairman of the regional maslikhat, Murat Tleumbetov, heads of law enforcement agencies, deputies, and representatives from relevant sectors. The agenda covered 10 key issues.In his report on the regional budget execution, the regional akim noted the work done to address the most pressing issues, improve the quality of life of the population, and implement large-scale infrastructure projects.He analyzed key macroeconomic indicators and summarized the results of the past five months."Since 2022, approximately 2.4 trillion tenge of investment has been attracted to the region. This year, approximately 790 billion tenge of investment is planned, of which 261 billion tenge has already been spent.To diversify the economy, 48 investment projects worth 1.9 trillion tenge are planned for implementation over the next three years, creating over 10,000 new jobs.Construction of 14 major projects will begin this year, with four currently underway, and groundbreaking for two projects. Work on two greenhouse complexes will begin in the coming days. The remaining six projects are planned to begin by the end of the year",- said the regional akim.With the special support of the President and the Government, a 300-bed multidisciplinary hospital and the Kyzylorda Arena multifunctional sports complex will be commissioned this year. By the end of the year, 10 settlements will be connected to gas, bringing the region's gas supply to 85 percent. This year, 2,400 apartments are also planned for those on the housing waiting list.Regarding the first item on the session's agenda, additional presentations were made by Saken Myrzabek, head of the regional department of economy and finance; Musa Kaldarbekov, chairman of the regional audit commission; and Balzhan Shamenova, chair of the standing committee of the regional maslikhat.The session considered amendments to the regional budget and development plan, and heard reports from the heads of the departments of veterinary science, community development, and physical education and sports. Today, Prime Minister Olzhas Bektenov chaired a meeting of the Council for the Transition to a Green Economy under the President of the Republic of Kazakhstan. The agenda included issues of waste management, the implementation of the "Taza Kazakhstan" concept, and improving energy efficiency in industry and construction. Murat Ergeshbayev, Akim of the region, participated in the meeting via videoconference.The region is systematically working to improve energy efficiency and reduce environmental impacts as part of the Green Economy Transition Concept.Last year, modern energy-saving technologies were introduced in 280 km of electrical networks and 87 substations. This year, modernization of 605 km of electrical networks and 190 substations continues. Additionally, 8.7 km of heating networks have been upgraded and covered with special insulating materials. This has significantly reduced losses in the heating system.Developing renewable energy sources is also a priority in the region. A five-day power plant with a total capacity of 148 megawatts is currently operating. The launch of one wind farm and three solar power plants is planned for the future.In the first quarter of this year, 17 waste management facilities collected 67,000 tons of solid municipal waste, of which 23,000 tons were recycled. Nine projects aimed at waste sorting, recycling, and disposal are being implemented with funding from Zhasyl Damu JSC.To attract investment in the industry and implement advanced technologies, two major investment projects are being implemented with the participation of international companies. Specifically, a plant for sorting, recycling, and disposal of 300,000 tons of solid municipal waste per year using South Korean technology is being built, as well as a plant for the production of 240 million glass containers per year using German technology.
