Construction of a bitumen plant discussed in Atyrau region 08.06.2025

The cost of the project is 3.6 trillion tenge, the capacity is 1.25 million tons of polyethylene, the opening is scheduled for 2029, it will create 800 jobs.• The plant for the production of butadiene and its derivatives is a joint project with Tatneft. Construction is planned to begin in the second half of 2025. The cost of the project is 408.4 billion tenge, the capacity is 388 thousand tons, the launch is in 2027, 800 jobs.• The plant for the production of terephthalic acid and polyethylene terephthalate — a strategic partner is being sought. The cost is 720 billion tenge, the capacity is 620 thousand tons, the launch is in 2028, it will also create 800 jobs. The volume of chemical industry output in the region for the first three months of the current year amounted to 47.7 billion tenge, which is 17.7% more than the same period last year (5.9 billion tenge).A number of production facilities have also been launched, creating over 400 jobs based on polypropylene processing:• extrusion geosynthetic films (Intago LLP);• medical syringes (MedStarExport LLP);• household utensils (Turan Plast West LLP);• polypropylene and polyethylene bags (Kazchem LLP, Grand Materik LLP).In addition, projects are being implemented to create about 500 jobs for the production of:• stretch hood film, staple fiber, geotextiles, geomembranes, geogrids, plastic pallets and canisters.Serik Shapkenov noted that the region annually hosts a forum of petrochemical producers, which helps establish new partnerships and expand sales markets.To support domestic polypropylene processing, the Forsazh program has been introduced, which allows entrepreneurs to purchase raw materials at reduced prices. Under this program, agreements have been concluded between KPI and 114 enterprises from 15 regions of the country. Bridges in Kyzylorda are set to undergo reconstruction 24.04.2025
The Akim of Nurlybek Nalibayev has reviewed the ongoing reconstruction efforts for the bridges spanning the Shirkeyli, Zhanadariya, and Syzdyk canals. The general contractor, TOO Zhylu 21, is currently working on the bridge over the Shirkeyli canal, where beams and slabs have been installed, concrete structures are being painted, and the bank supports are being reinforced. A workforce of 20 individuals and 5 pieces of equipment are engaged in this project. Meanwhile, the same contractor is also involved in cleaning, concreting, and leveling the channel of the Syzdyk canal, with 12 workers assigned to this task. Additionally, the reconstruction of the bridge over the Zhanadariya canal is being handled by TOO Best Stroi Grup Engineering, where workers are delivering building materials, pouring concrete, and painting the structure. The Akim of the region visited the site of the Korme Zaly center, where construction work continues. Then the head of the region got acquainted with the construction of a complex for the production of bakery, confectionery and pasta. As part of the state support, the facility was provided with 5 hectares of land, and funds were allocated for the installation of utilities. The first stage of the project will be implemented this year; 80% of the work has been completed to date. More than 30 workers and over 10 units of equipment are involved in the construction. The construction of a new stadium continues on the left bank of the city. The installation of metal structures of the stands is underway, external stained-glass windows are being erected. Work is underway to install heating and water supply systems, electrical and ventilation networks. In parallel, the adjacent territory is being improved. The construction of a physics and mathematics boarding school is nearing completion. A meeting was held under the chairmanship of regional akim Nurlybek Nalibayev to discuss the results of the heating season, preparations for the upcoming heating period, and issues related to providing the population with drinking water.It was attended by akims of cities, districts, and heads of relevant industries. The head of the region emphasized that administrators of budget programs and heads of thermal power facilities must establish headquarters to prepare for the upcoming heating season and approve an action plan by May 1, 2025. They should develop design and estimate documentation for converting social facilities to gas by July 1 and begin creating necessary coal reserves from July. They must also work on the supply of liquid and solid fuel and monitor the prices specified in contracts with suppliers. The second stage of providing multi-apartment residential buildings in Kyzylorda with hot water must be carried out efficiently and completed before the start of the heating season. The Head of State has instructed that 100% of the population should have access to drinking water by the end of 2025. The region has allocated the necessary funds to support settlements not connected to the centralized water supply system. The akims of the Aral and Kazaly districts must complete drinking water supply projects in a timely and high-quality manner. A meeting was convened by the Government today to address concerns regarding fire safety training and measures for flood prevention. Nurlybek Nalibayev, the regional Akim, participated in the meeting virtually. Following the Government's discussions, the regional leader conducted a subsequent meeting where he provided directives to the relevant industry officials concerning the topics that were discussed."According to statistics, 90% of emergency situations in the country occur as a result of fires. Given the dry and windy climate of our region, the risk of the occurrence and rapid spread of steppe fires is extremely high.To prevent steppe fires, constant monitoring and prompt action are necessary. Most forest and steppe fires occur due to non-compliance with fire safety rules by the public and businesses, as well as a lack of responsibility. Local farms must notify forestry agencies in advance before clearing land. Fire prevention measures must be strictly controlled. Due to natural and human factors, there is a high risk of dry grass fires along main and inter-district roads, as well as in crop areas. Strengthening control in forest areas and on agricultural lands is essential. Comprehensive measures to prevent floods are being implemented in the region. Ice drift began on the rivers on February 14, and they were completely cleared in March. The water level in the rivers was managed by diverting water into main canals and lakes. Efficient water use and ensuring safety in flood-prone areas are important. The issues discussed at today's meeting are relevant. They must be kept under strict control and addressed promptly," N. Nalibayev noted.It should be noted that 15 fire trucks, 10 drones, and 65 permanent fire brigades are involved in preventing forest fires. Over the past three years, funds have been allocated to strengthen the material and technical resources of the region's forestry services. This year, plans include the purchase of 62 units of equipment and about 80 tools. A reserve has been prepared for extinguishing forest and steppe fires, and 15 observation towers are on permanent duty. Additionally, 135 responsible organizations equipped with special equipment have been assigned to 29 potentially dangerous flood zones. They have 410 units of special equipment and 1,234 personnel at their disposal. There is a sufficient material and technical reserve to combat floods, including 129.7 tons of fuel, 95,110 bags, and other materials.
