В МНЭ обсудили пути усиления антикоррупционной политики 28.04.2025
В Министерстве национальной экономики РК состоялось рабочее совещание, посвящённое вопросам противодействия коррупции. Организаторами мероприятия выступили Министерство совместно с Агентством РК по противодействию коррупции.Совещание прошло в рамках курса на повышение прозрачности и усиление внутреннего контроля в государственных органах. В дискуссии приняли участие представители Департамента Агентства РК по противодействию коррупции по области Жетісу, сотрудники Комитета по регулированию естественных монополий МНЭ РК, а также специалисты территориальных подразделений. Представитель антикоррупционного агентства по области Жетісу напомнил присутствующим о базовых понятиях коррупции, её формах и ответственности, предусмотренной законодательством. Отдельно он подчеркнул важность профилактики, рассказав о расширении перечня коррупционных нарушений и ужесточении санкций за их совершение.Особое внимание было уделено разъяснению задач государственной антикоррупционной политики и механизмов её реализации на местах.Руководитель аппарата МНЭ РК Олжас Сыздыков, выступая перед участниками, акцентировал внимание на персональной ответственности всех государственных служащих - не только руководителей, но и специалистов рядового состава. Новые подходы в развитии регионов обсуждены с акимами Абайской, Павлодарской и Восточно-Казахстанской областей 28.04.2025
В городе Семей заместитель Премьер-министра Канат Бозумбаев провёл совещание по вопросам социально-экономического развития Абайской, Павлодарской и Восточно-Казахстанской областей. В мероприятии приняли участие акимы указанных регионов, представители профильных министерств и партии Amanat.Основной темой обсуждения стало внедрение новых подходов в реализации региональной политики. Вице-премьер подчеркнул, что приоритетом государственной поддержки должно стать сокращение разрыва между регионами. В этой связи центральное финансирование будет сосредоточено на развитии социальной и экономической инфраструктуры в отстающих областях.С докладом на совещании выступил Вице-министр национальной экономики РК Бауыржан Омарбеков. Он представил планы по реализации 102 инвестиционных проектов на общую сумму 6,5 трлн тенге до 2028 года. Проекты охватывают ключевые отрасли - агропромышленный комплекс, горно-металлургическую промышленность, переработку и туризм. Особо подчеркнута необходимость развития обрабатывающих производств, кластеров малого и среднего бизнеса, а также туристических зон, таких как Катон-Карагай, Баянаул, Зайсан, Алаколь и Шульбинское водохранилище.Отдельное внимание было уделено проекту «Ауыл аманаты», направленному на комплексное развитие сельских территорий и повышение уровня доходов сельчан. В рамках проекта завершён скрининг сёл с определением их специализации.По информации вице-министра, в 2023–2024 годах на реализацию проекта «Ауыл аманаты» из республиканского бюджета было выделено 104 млрд тенге: 2,1 млрд – области Абай, по 2,5 млрд - Восточно-Казахстанской и Павлодарской областям. В 2025 году предусмотрено дополнительное финансирование в объёме 50 млрд тенге, из которых 1 млрд направят в область Абай, 3 млрд - в ВКО и 2 млрд - в Павлодарскую.Дополнительно, в рамках программы «Ауыл – Ел бесігі» в 2022–2024 годах трём регионам было выделено порядка 60 млрд тенге на реализацию более 600 инфраструктурных проектов. При Министерстве национальной экономики сформирован новый, четвертый состав Общественного совета. Казахстан и Афганистан усиливают сотрудничество: гуманитарная помощь, торговля, геологоразведка и совместные проекты 25.04.2025
В ходе визита казахстанской делегации в Кабул, глава делегации заместитель Премьер-министра – министр национальной экономики Серик Жумангарин передал афганской стороне вторую половину гуманитарной помощи от народа Казахстана народу Афганистана, состоящую из лекарственных средств, а также встретился с заместителем Премьер-министра этой страны Абдулом Гани Барадаром.Казахстан – крупнейший поставщик гуманитарной помощи для Афганистана в ЦАНачиная с 2021 года, Казахстан направил в Афганистан десятки тыс. тонн муки, продовольствия, лекарств, предметов быта и теплой одежды. Более того, в марте этого года в Алматы открылся региональный центр ООН по Целям устойчивого развития для стран Центральной Азии и Афганистана. Как отметил Серик Жумангарин на встрече с Абдулом Гани Барадаром, основная цель создания регионального центра – активизация социально-экономического и делового сотрудничества стран ЦА с Афганистаном. Страны Центральной Азии выразили поддержку казахстанской инициативе. Товарооборот в $3 млрд за счет диверсификации Казахстан входит в десятку основных торговых партнеров Афганистана. Традиционными казахстанскими товарами поставок являются зерно и мука. В 2024 г. отмечен значительный рост экспорта казахстанского сахара на рынок Афганистана – 143 тыс. тонн, что в разы больше чем в 2023 г. (19,1 тыс. тонн). Есть потенциал в наращивании поставок кондитерских и мучных изделий на афганский рынок. Казахстан также заинтересован в поставках ранних афганских овощей на рынки столицы.В конце прошлого года страны подписали дорожную карту по увеличению товарооборота до $3 млрд. Учитывая, что территория Афганистана имеет огромный потенциал по добыче различных полезных ископаемых, достичь заявленных объемов взаимных инвестиций планируется за счет разведки и добычи ресурсов месторождений Афганистана. Есть большой интерес казахстанского бизнеса вкладывать средства в поиск перспективных участков недр. 14 апреля в Афганистан прибыла группа специалистов-геологов, инженеров из Казахстана, которая, при поддержке Министерства горнодобывающей промышленности и нефти Афганистана, посетила ряд месторождений. Как отметил вице-министр промышленности и строительства РК Иран Шархан, специалисты отобрали 130 кг проб руды в провинции Нуристан с потенциальных месторождений с содержанием бериллия, свинца и цинка. Теперь для более детального анализа в лабораториях пробы будут направлены в Казахстан, и, после получения результатов, казахстанская сторона готова приступить к более глубокому формату переговоров для дальнейшей разработки месторождений.Новые торговые дома в Казахстане и АфганистанеДля активизации обозначенных в дорожной карте мероприятий Серик Жумангарин предложил заместителю Премьер-министра Афганистана открыть торговый дом Казахстана в Кабуле. Абдул Гани Барадар поддержал это предложение, отметив, что афганская сторона желала бы открыть свой торговый дом в Казахстане. Также с казахстанской стороны предложено рассмотреть возможность поставки казахстанских автобусов производства ТОО «QazTehna» в случае заинтересованности афганской стороны. Новые торговые дома будут способствовать активизации взаимных инвестиций по разным направлениям сотрудничества. В этот же день Серик Жумангарин встретился с министром связи и информационных технологий Афганистана Наджибуллой Хаккани. Он отметил, что казахстанские компании проявляют интерес к участию в строительстве инфраструктурных и телекоммуникационных проектов в Афганистане. Draft Concept of Kazakhstan's regional policy for 2025–2030 published for discussion on the «Open legal acts» portal 22.04.2025
The Ministry of National Economy of the RK has presented a draft Government Resolution, which includes the Concept of Regional Policy for 2025-2030. The document defines the key directions for the country's regional development, aimed at achieving balanced territorial growth and enhancing the quality of life for citizens.Regional development takes into account their specific features: large cities form economic growth centers, while small towns and rural territories require additional measures to improve infrastructure and create jobs. Access to quality education, healthcare, and transport varies across regions, which creates an additional burden on local budgets and requires support from republican funds.The draft Concept is aimed at stimulating the even development of infrastructure, supporting small and medium-sized businesses, raising the standard of living in the regions, and reducing the income gap between urban and rural areas. It is planned to modernize utility networks, roads, schools, and hospitals, as well as develop non-resource industries, attract investments, and delegate more powers to local authorities. An important place in the strategy is allocated to environmental issues, including increasing green areas in cities and improving water and air quality.By 2030, a significant improvement in access to clean water, modernization of the road network, construction of new schools and hospitals is planned. Заместитель Премьер-министра – министр национальной экономики Серик Жумангарин встретился с Чрезвычайным и Полномочным Послом КНР в Республике Казахстан Хань Чуньлинем.Серик Жумангарин тепло приветствовал дипломата, поздравив с началом работы в Казахстане. Он выразил уверенность, что многолетний опыт Посла, в том числе в Министерстве коммерции КНР, послужит укреплению стратегического партнерства между странами. «Отношения между нашими странами достигли качественно нового этапа, отражающего высокий уровень доверия и стратегического партнерства. В целях увеличения объемов экспорта мясной продукции вице-премьер предложил рассмотреть возможность признания принципа регионализации в ветеринарии для снятия действующих ограничений на экспорт. «Большинство экспортеров говядины и свинины находятся на территории северо-западных и центральных областей Казахстана, где все еще действуют ограничения по ящуру. Хотя с момента ликвидации болезни прошло уже более двух лет. По итогам проведенных ГТУ инспекций животноводческих предприятий и аудита ветеринарной службы Казахстана мы просим снять действующие ограничения, в рамках принятого казахстанской стороной принципа регионализации болезней животных. Major investment projects of KEGOC, Kazakhtelecom and Samruk-Energo were considered at the headquarters for economic growth 17.04.2025
The operational headquarters for ensuring the country's economic growth, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, reviewed the investment projects of the country's major energy and telecommunications operators - KEGOC JSC, Kazakhtelecom JSC and Samruk–Energo JSC – through the prism of their contribution to the gross value added (GVA) of the economy of Kazakhstan.KEGOC: large-scale infrastructure projects and domestic contentKEGOC JSC is currently implementing two key projects – strengthening the electric grid of the Southern zone of the EPS of Kazakhstan and the unification of the Western Zone with the EPS. Within the framework of these projects, 66,7 billion tenge is planned to be disbursed in 2025. The funds will be used for construction and installation work, purchase and supply of equipment, development of design estimates and other activities.Nabi Aitzhanov, Chairman of the Board of KEGOC, noted that 92% of supplies of materials and equipment are carried out by domestic manufacturers, and the share of local content in the construction of substations reaches 64%. This means a significant contribution of projects to the country's GVA.«KEGOC» JSC implements long-term projects for the sustainable development of the unified electric power system of Kazakhstan. These include the phased reconstruction of the existing 95 220-500 kV high–voltage lines with a total length of more than 8.5 thousand km, a project to increase the transit potential and capacity of the EPS of Kazakhstan, aimed at meeting the electricity needs of the south of Kazakhstan. Strengthening of Astana's electricity supply, construction of a substation in Karaganda and a 500 kV overhead line from Astana to Karaganda, a 500 kV overhead line Karaganda – Zhezkazgan - Kyzylorda – Shymkent, strengthening of the Western Energy Hub through the construction of 500 kV lines from Kabatan substation – Beineu substation – Mangystau substation with a length of 800 km.The final stage will be the project to merge the Western Zone with the EPS of Kazakhstan, designed until 2035. The company is also considering projects for the construction of infrastructure facilities in the Almaty region for the development of the cities of Konai, Alatau and agglomeration.
