Ввод 19 млн квадратных метров жилья и инвестиционный рост самых густонаселенных областей Казахстана рассмотрели в Правительстве 14.03.2025
На очередном заседании штаба по обеспечению экономического роста под председательством заместителя Премьер-министра РК – министра национальной экономики Серика Жумангарина рассмотрели отрасль ЖКХ и инвестиционные показатели самых густонаселенных областей Казахстана – Алматинской и Туркестанской. Построить не менее 19 млн квадратных метров жилья – такая задача стоит в этом году перед Министерством промышленности и регионами. На заседании штаба было отмечено, что за первые два месяца 2025 года в Казахстане введены в эксплуатацию 1,9 млн квадратных метров жилья. Это на 6,8% ниже, чем за январь-февраль 2024-го. Из них 1,2 млн квадратных метров – в многоквартирных домах, 713 тыс. квадратных метров – в частных. Как отметил на заседании штаба зампредседателя Комитета по делам строительства и ЖКХ Министерства промышленности и строительства Канат Мынбаев, Отставание по темпам строительства обусловлено сезонностью, с наступлением тепла показатели будут компенсированы. В Алматинской области при объеме инвестиций в основной капитал в 2024 году в размере 980 млрд тенге (80% частных, 20% - бюджетных) KPI на 2025 год – 1,35 трлн тенге. По предварительным данным, объем прямых иностранных инвестиций в 2024 году составит $541 млн, KPI на 2025 – $532 млн. За два месяца этого года уже привлечено 89 млрд тенге инвестиций, что на 16% больше в сравнении с аналогичным периодом прошлого года. Основная доля инвестиций – внебюджетные средства. Наиболее привлекательными для вложений инвестиций в области являются промышленность (32%), недвижимое имущество (22%), транспорт и складирование (16%), образование (17%) . В настоящее время инвестпортфель области составляет 200 проектов на 6,3 трлн тенге с созданием 57 тыс. рабочих мест. Из них в 2025-м будут введены 35 проектов стоимостью 303 млрд тенге на 4,8 тыс. рабочих мест. На заседании штаба аким Алматинской области Марат Султангазиев поднял ряд проблемных вопросов, замедляющих реализацию инвестпроектов. Одна из них связана с корректировкой генплана Алатау, из-за чего 11 проектов, пять из которых уже находятся в активной фазе реализации, не могут получить разрешительные документы для проектирования и строительства. Вице-премьер дал поручение МПС разрешить этот вопрос в ближайшее время.Еще один проект – строительство рыбопромышленного комплекса – приостановил дальнейшие этапы расширения мощностей производства из-за уменьшения лимитов по инвестсубсидиям. После ввода в эксплуатацию 1 этапа на сумму 9,5 млрд тенге мощностью 1 тыс. тонн остальные 9 этапов стоимостью 70 млрд тенге приостановились из-за неясности с дальнейшим возмещением со стороны государства инвестиционных вложений. Вице-премьер поручил МСХ пересмотреть лимиты по проекту рыбной продукции, чтобы инвестор мог продолжить строительство комплекса. Также на заседании были рассмотрены вопросы выделения земельных участков, подведения инфраструктуры, строительства дороги к ряду туристических объектов Алматинской области.Туркестанская область активно развивается по кластерному типу. В настоящее время в регионе сформированы три крупных кластера – хлопчатобумажный (5 проектов на 197 млрд тг), кукурузный (увеличение объемов выращивания кукурузы на 30% к 2030 году и запуск крахмало-паточного завода) и мясной (5 проектов на 43 млрд тенге). В целом по области в портфель инвестпроектов на 2024-2027 год входят 145 проектов на 2,5 трлн тенге, с реализацией которых ожидается создание 20,3 тыс. новых рабочих мест и 100 млрд тенге дополнительных налоговых поступлений. Из этого числа в 2024 году уже реализованы 57 инвестпроектов на сумму 137 млрд тенге с созданием более 2,2 тыс. новых рабочих мест, в 2025-м ожидается ввод в эксплуатацию еще 57 проектов на 322 млрд тенге с 6,9 тыс. новых рабочих мест. Только в сельском хозяйстве запланированы 68 проектов на 423,7 млрд тенге, с созданием более 9,2 тыс. новых рабочих мест. По итогам заседания штаба Серик Жумангарин обратился ко всем регионам, поставив задачу своевременно выделять финансирование инвестпроектам из местного бюджета. Со стороны республиканского бюджета все запланированные трансферты также будут направляться в установленные сроки. «В этом году необходимо принять все меры для дополнительного экономического роста, выше ПСЭР. Для этого направляем 1 трлн тенге через холдинг Байтерек для кредитования крупного бизнеса и МСБ на 8 трлн тенге. Самое пристальное внимание – проектам переработки, дающим высокий ВДС. Минэкономики сделали для каждого региона декомпозицию по росту индексов физического объема каждой отрасли, МПС вскоре доведет до вас аналогичную схему по достижению объемов строительства жилья в 19 млн квадратных метров. Премьер-министр Олжас Бектенов провел рабочее совещание с руководством министерств экономического блока по вопросу исполнения поручений Главы государства в части обеспечения устойчивого роста и диверсификации экономики. Заслушан доклад заместителя Премьер-министра – министра национальной экономики Серика Жумангарина о проводимой работе и итогах социально-экономического развития страны за январь-февраль т.г.Рост ВВП за отчетный период составил 5,4%. Улучшение динамики наблюдается в производстве товаров и в секторе услуг. Проводимая работа по раскрытию промышленного потенциала позволила нарастить объем промпроизводства на 5,7%.В обрабатывающей промышленности показатель составил 8,9%. Среди ключевых отраслей отмечены машиностроение (18,2%), производство продуктов питания (13,1%), строительных материалов (21,6%) и металлических изделий (20,1%), химическая промышленность (9%). В горнодобывающей промышленности показатели роста на уровне 4,1%.Высокие темпы сохраняются в строительстве, где объем работ составил 408,1 млрд тенге, ИФО – 112,8%. В сфере торговли динамика роста составила 6%, услуги транспорта и складирования выросли на 21,3%. В целом отмечен высокий вклад предприятий оптовой торговли, реализующих зерно, семена и корма для животных (рост в 5,8 раз), фармацевтические товары (на 44,6%), автомобили и легкие автотранспортные средства (на 38,8%). Перевозки зерна увеличились на 43%, достигнув 2,4 млн тонн. Проект Закона о развитии столицы и городов республиканского значения был одобрен Мажилисом Парламента РК в первом чтении 05.03.2025
На пленарном заседании Мажилиса Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин представил проект Закона «О внесении изменений и дополнений в некоторые законодательные акты РК по вопросам развития столицы и городов республиканского значения». Проект разработан в соответствии с поручением Главы государства по улучшению условий для развития города Астаны и распространению передовых подходов на другие крупные города Казахстана.Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин отметил, что документ направлен на решение ряда актуальных проблем в таких сферах, как земельные отношения, архитектура, строительство, миграция, реклама, экология и другие. Внесение изменений затронет 1 Кодекс и 6 законов, и включает несколько ключевых направлений.Одним из основных направлений является улучшение архитектурного облика городов, что требует решения проблемы хаотичного размещения наружной рекламы и вывесок. В проекте Закона предлагается утвердить единый дизайн-код для столицы и городов республиканского значения, расширить полномочия маслихатов для утверждения правил установки рекламных объектов, запретить распространение аудиорекламы на открытом пространстве и установить ограничения на размещение рекламы на тротуарах, велодорожках и улицах.Другим важным аспектом проекта является регулирование земельных отношений. Предлагается установить порядок переоформления прав на земельные участки, которые не могут находиться в собственности определенных лиц, а также внести изменения в Земельный кодекс, чтобы предотвратить манипуляции с земельными участками через аффилированные компании и обеспечить их использование для нужд города.В условиях урбанизации и миграционных процессов в крупных городах проект Закона предлагается утверждение норматива регистрации по месту постоянного и временного проживания на территории столицы, что означает, что маслихат будет определять минимальное количество квадратных метров на одного гражданина.Для улучшения доступности объектов городской инфраструктуры проект Закона предусматривает расширение полномочий маслихатов для утверждения правил обеспечения доступной среды для людей с ограниченными возможностями, а также установление норм для размещения защитных конструкций и регулирующих элементов в жилых районах.Проект также включает меры по сохранению «зеленого пояса» столицы, что имеет важное значение для защиты экологической обстановки города. Среди предложенных изменений - утверждение правил управления санитарно-защитной зоной и запрет на деятельность, которая может повредить экосистемам и ландшафтам зеленой зоны.Также в проекте предлагается улучшить регулирование работы штрафстоянок и расширить полномочия для их эффективного функционирования с учетом повышенных требований безопасности.Кроме того, проект Закона уточняет положения, касающиеся долевого участия в жилищном строительстве, устраняя лазейки, которые позволяли застройщикам обходить требования законодательства.Принятие данного проекта Закона позволит улучшить инфраструктуру городов, повысить доступность городской среды, а также создать безопасные и комфортные условия для жизни граждан.
