Банк Развития Казахстана запускает программу на $1 млрд для поддержки проектов по добыче и переработке редкоземельных материалов 31.10.2025
АО «Банк Развития Казахстана» (дочерняя структура холдинга «Байтерек») объявил о запуске Программы финансирования проектов по добыче и переработке редких, редкоземельных и критических материалов на 2025–2030 годы. Общий объём программы составит 1 млрд долларов США.Новая Программа призвана стать инструментом реализации проектов горно-металлургической отрасли в области переработки редкоземельных металлов и критических материалов, в рамках стратегического курса Главы государства, озвученного в Послании этого года, в части развития и запуска высокотехнологичных производств.Ее цель – поддержка субъектов среднего и крупного предпринимательства, реализующих инвестиционные проекты в стратегически важной для экономики Казахстана отрасли.Среди ключевых преимуществ и условий Программы можно выделить минимальную сумму финансирования, которая в рамках таких проектов снижена до 5 млрд тенге в любой валюте – долларах, евро, юанях и других на срок до 20 лет, отмену комиссии за организацию и изменение условий финансирования, наличие льготного периода.Актуальность Программы БРК обусловлена стратегическим значением, которое имеет развитие сектора переработки редких и критических материалов для диверсификации промышленности Казахстана и интеграции страны в глобальные цепочки создания стоимости и торговли.Помимо этого, Программа напрямую способствует выполнению задач Комплексного плана развития отрасли редких и редкоземельных металлов на 2024-2028 годы.– Запуск Программы отражает стратегический фокус Банка на поддержку новых точек роста в экономике. Обязательным требованием для заемщиков отмечено подтверждение запасов по международному кодексу JORC. Перечень включает редкоземельные металлы (лантаноиды, скандий, иттрий), а также такие критические материалы, как литий, кобальт, вольфрам, германий, галлий, графит и другие востребованные для высоких технологий, «зеленой» энергетики и электроники.Реализация программы нацелена на создание импульса для стимулирования технологического и промышленного развития страны. Для БРК это означает расширение портфеля долгосрочных проектов в высокотехнологичных секторах, повышение качества инвестиций и устойчивости финансовых потоков. Металлургия и строительство не должны снижать темпы экономического роста - заседании штаба по обеспечению экономического роста 31.10.2025
На очередном заседании штаба по обеспечению экономического роста под председательством вице-премьера – министра национальной экономики Серика Жумангарина детально рассмотрели динамику обрабатывающей промышленности и строительной отрасли, где по итогам 9 месяцев темпы роста оказались ниже плановых.В обрабатывающей промышленности активными темпами растут машиностроение (+14%), химическая промышленность (+9,6%), производство строительных материалов (+4,7%), легкая промышленность (+9,4%), производстве резиновых и пластмассовых изделий (+6,1%), готовых металлических изделий (+15,2%). За январь-сентябрь рост обрабатывающей промышленности составил +6,2%, по итогам 10 месяцев прогнозируется около +6,3%. Основное замедление наблюдается в металлургии, на долю которой приходится порядка 40% обрабатывающей промышленности. Стоит отметить, что в 2024 году металлургия показала рекордный рост за последнее десятилетие – 6,9%, что сформировало высокую базу для нынешнего года. На штабе детально проанализировали причины замедления и обсудили меры по ускорению роста отрасли. В черной металлургии замедление в основном обусловлено снижением производства ферросплавов и стали. Из пяти ферросплавных заводов четыре снизили объемы производства из-за увеличенных в текущем году тарифов на электроэнергию. В частности, выпуск продукции уменьшен на предприятиях Карагандинской области, которые в ВРП региона занимают 0,9%. Дополнительное влияние на снижение оказали проводимые плановые капитальные ремонты на ряде предприятий отрасли.В цветной металлургии замедление темпа роста связано с переходом на шахтный метод работы на месторождении Васильковское и истощением собственных запасов.Серик Жумангарин поручил Министерству энергетики в короткие сроки проработать возможность внесения изменений в действующие документы для предоставления ферросплавным заводам электроэнергии по сниженным тарифам. По итогам 9 месяцев в машиностроении рост составил 14%. Новый импульс сектору дадут запуск производства легковых автомобилей на Astana Motors Manufacturing Kazakhstan.Химическая промышленность продолжает демонстрировать устойчивый рост на уровне 9,6%, который обеспечивается за счет увеличения объемов производства аммофоса (+55,4%), аммиачной селитры (+14,5%), цианида натрия (+5,4%), полипропилена (+50,5%), желтого фосфора (+12,6%) и серной кислоты (+7,3%).Наибольшая доля строительных работ в этом году приходится на транспортную сферу - 21,3% (строительство дорог и автомагистралей, железных дорог и метро, мостов и туннелей), 20,5% – на промышленную (строительство систем водоснабжения и канализации, жилья). Около 5,6% занимают проекты по строительству газопроводов, линий электропередач, сетей теплоснабжения. Темпы роста отрасли остаются высокими: при показателе экономического роста за 9 месяцев в +14,9% по итогам 10 месяцев ожидается рост на +15,2%. Серик Жумангарин заслушал заместителей акимов регионов, где за 9 месяцев зафиксировано снижение темпов строительства, и поручил держать под постоянным контролем каждое промышленное предприятие и объект. В Шымкенте стартовала третья ежегодная выставка афганских товаров. Традиционно мастера Афганистана представляют в Казахстане кожаные и ковровые изделия, строительные материалы, сладости, сухофрукты, безалкогольные напитки, овощи и фрукты, драгоценные камни, ювелирные украшения и изделия ручной работы.Как отметил на открытии выставки вице-премьер – министр национальной экономики Серик Жумангарин, с каждым годом масштабы выставки растут: в этом году в Шымкент прибыли свыше 180 представителей афганского бизнеса.В этот же день в Шымкенте состоялся казахстанско-афганский бизнес-форум, собравший представителей государственных органов, отраслевых компаний и деловых кругов двух стран. «Афганистан – один из важнейших торговых партнеров Казахстана в Южной Азии. У наших стран есть обширный потенциал для развития сотрудничества как в двустороннем формате, так и в масштабе всего региона», — подчеркнул Серик Жумангарин, выступая на бизнес-форуме.Взаимная торговля между странами за прошлый год составила $545,2 млн, за 8 месяцев 2025 г. – $335,9 млн. Несмотря на некоторое снижение поставок отдельных товаров, в этом году отмечается увеличение объемов экспорта казахстанской пшеницы в 2,9 раза, подсолнечного масла – в 3,1 раза, а также увеличение поставок нефтепродуктов и грузовых автомобилей – на 100%.«По прогнозам, в этом году экспортный потенциал только пшеницы составит 9,6 млн тонн, Казахстан заинтересован в расширении экспорта качественного зерна, муки, риса и сахара в Афганистан. После завершения необходимых исследований ERG планирует присоединиться к геологоразведочным проектам в Афганистане.Гуманитарная миссия КазахстанаКазахстан продолжает оказывать гуманитарную помощь афганскому народу. Как было озвучено на форуме, в ближайшее время в страну отправится медицинская миссия из казахстанских врачей для оказания помощи пострадавшим от землетрясения. Ранее, в сентябре, в Афганистан был отправлен гуманитарный груз из 26 вагонов с продуктами питания, медикаментами, теплой одеждой и другими предметами первой необходимости. Напомним, что этот Трансафганский коридор с выходом на пакистанский порт Карачи в сочетании с проектом «Север–Юг» откроет выход к портам Персидского залива и Индии. В совокупности эти проекты формируют новую торговую ось Центральная Азия – Южная Азия (CASA).Также афганская делегация посетила площадку строительства Международного центра промышленной кооперации «Центральная Азия» (МЦПК) на территории Туркестанской области, где были представлены возможности для организации совместных инвестиционных проектов. На месте МЦПК уже ведутся работы по строительству дорог, подведению инженерной инфраструктуры и строительству производственных зданий. Almaty Becomes a Global Hub for Inclusion: World Congress WIC 2025 Kicks Off in the City 15.10.2025
Today in Almaty, the first World Inclusion Congress (WIC 2025) commenced. Seventeen companies from Kazakhstan, the UK, China, the USA, Poland, and Southeast Asian countries are participating in the exhibition. Support of Local Manufacturers and a Unified Improvement Style - Akim of Almaty Visits Enterprises and Facilities of the Zhetysu District 15.10.2025

In a single shift, the enterprise produces up to 8,640 linear meters of road and highway curbs, 15,840 meters of garden curbs, and over 1,800 square meters of paving stones. The total asphalt production capacity is 980 tons per hour.The company also has its own fleet—asphalt pavers, rollers, excavators, and other specialized machinery—enabling it to carry out a full cycle of road construction works.Next, the city mayor familiarized himself with the operations of the Concrete Products plant, which manufactures reinforced concrete structures, facade panels, and urban improvement elements. A factory for the production of interior doors will open in Almaty. 15.10.2025
Almaty, Kazakhstan – Construction of a major industrial complex for the production of interior doors is set to commence in the Almaty Industrial Zone. The plant's launch is scheduled for August 2026.The enterprise will be located on a 0.84-hectare site and will include production workshops with a total area of over 2.4 thousand square meters, raw material and finished product warehouses, an administrative building, and associated infrastructure.Upon launch, the complex will have a production capacity of up to 120,000 doors to meet market demand. The product range will include frame-and-panel (tsargovye) doors, painted doors, as well as models with modern finishes such as laminate, PVC, veneer, enamel, and anti-vandal films.Production processes will be organized in accordance with European Green Standards (EU Green Standards). The manufacturing will utilize eco-friendly materials and coatings free of carcinogens and non-carcinogenic, making the doors completely safe for installation in schools, kindergartens, and medical institutions.The finished products are aimed at both import substitution and export to Central Asian and Eastern European countries.The project is expected to create at least 25 new jobs. Anticipated tax revenues for the city budget are estimated at no less than 70 million tenge over five years.The project is being implemented by "Le porte M" LLP with financial support from "Almaty Finance" LLP – a subsidiary of the "Almaty" Social-Entrepreneurial Corporation. Financing of 280 million tenge has been provided for a term of up to 7 years at a 6% annual interest rate. The primary guarantor is "Absolyut Flor" LLP, an operating company and distributor for "Le porte M" LLP, which works with all major developers and companies across 16 regions and cities of Kazakhstan."The project is focused on developing local production and improving the quality of door products in the country. ALMATY – The outcomes of the Almaty Business-2025 program were presented by Berik Kusainov, Chairman of the Board of JSC "Almaty Finance," during a briefing at the Almaty Regional Communications Service.Berik Kusainov reported that in the first nine months of 2025, Almaty Finance and its microfinance organization "MFO Almaty" financed 70 projects to the tune of 9.8 billion tenge, which led to the creation of 793 new jobs. "Support was provided to entrepreneurs in a wide range of sectors, including manufacturing and processing, healthcare, education, social entrepreneurship, the creative economy, tourism, sports, and public services," he noted.Since the program's launch, subsidiaries and affiliates of "Almaty SPRC" have financed a total of 774 projects, with a combined value of 52.7 billion tenge, creating 6,168 jobs. The largest share of funding was allocated to projects in manufacturing and processing (32%), healthcare (14%), social entrepreneurship (9%), tourism (7%), the creative industry (7%), the service sector (6%), and education (5%). The program also financed the construction of 18 small industrial parks.A budgetary allocation of 25.6 billion tenge was leveraged through a revolving fund mechanism to secure total financing of 52.7 billion tenge. The Bostandyk and Alatau districts were the leaders in terms of the number of projects financed.Program Background:The Almaty Business-2025 program was approved in 2019 by the Almaty City Maslikhat. Its primary goals are to foster entrepreneurship and improve access to business financing. For its implementation, JSC "Almaty Finance" and its subsidiary "MFO Almaty" were established and integrated into the "Almaty SPRC" group of companies.The program provides preferential lending to micro, small, and medium-sized businesses (MSBs). Loans are offered for up to 7 years at annual interest rates of either 2% or 6%. The 2% rate is available to low-income large families, individuals with disabilities (Group I and II), families raising children with special needs, and residents of small industrial parks. Environmental Education in Zhezkazgan: Learning to Sort Waste 15.10.2025
Schools in Zhezkazgan continue an environmental initiative aimed at fostering a culture of waste separation. As part of the “Taza Qazaqstan” campaign and following the instruction of President Kassym-Jomart Tokayev to introduce a unified standard of environmental education, eco-boxes for separate collection of paper, plastic, and glass are being installed in educational institutions across the city.The project is implemented by Jasyl Damu JSC with the support of the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan. One of the schools where the eco-boxes have been installed is School No. 5 named after Kabden Shyngysov. Here, students are already actively sorting waste and sending it for recycling through the EcoQolday automated system, which connects citizens, waste collectors, and recyclers.In addition to installing eco-boxes, schools in the city are carrying out extensive environmental education activities. Teachers and volunteers successfully explain to students — in an engaging and accessible way — why it is important to separate waste, save resources, and care for the environment. Eco-lessons, interactive games, quizzes, and paper and plastic collection campaigns have been held, helping children put their knowledge into practice. Students show particular interest in examples of how recycled materials gain a “second life” — turning into furniture, decorative items, and elements of urban landscaping.A competition among schools has also been announced for collecting waste through the EcoQolday system. The educational institution that collects and sends the largest amount of waste for recycling will receive valuable prizes. Organizers note that such initiatives not only strengthen environmental culture but also develop a sense of collective responsibility, instilling in children the habit of caring for nature.The “Taza Qazaqstan” campaign has become an important step in promoting environmental education in the country. Утверждены новые правила компенсации имущественных потерь субъектов МСБ в результате ЧС природного характера 14.10.2025
Министерство национальной экономики утвердило правила компенсации имущественных потерь для субъектов малого и среднего бизнеса, пострадавших от чрезвычайных ситуаций природного характера. Документ имеет бессрочный характер. Приказ, подписанный заместителем Премьер-министра – Министром национальной экономики 26 сентября 2025 года, вступает в силу с 11 октября.Согласно правилам, учет пострадавших предпринимателей будет осуществляться региональными комиссиями при акиматах. На них возложены функции по формированию списков субъектов МСБ, определению размеров компенсаций, рассмотрению заявок на возмещение ущерба, а также контролю за приемом документов. В отдельных случаях комиссии могут направлять дела на дополнительную экспертизу.Компенсации подлежат стоимость утраченного имущества (здания, автотранспорт, оборудование), товарно-материальных ценностей (ТМЦ), а также расходы на восстановительные работы. Исключение составляют случаи, когда имущество было застраховано в соответствии с законодательством.Для ТМЦ с суммой ущерба до 10 млн тенге компенсация будет рассчитываться на основании данных органов государственных доходов о среднемесячном обороте или доходах предпринимателя. В случае несогласия с предложенной суммой ее размер может быть определен посредством судебно-бухгалтерской либо судебно-товароведческой экспертизы.Если ущерб превышает 10 млн тенге, а также по оборудованию и объектам недвижимости, размер компенсации будет определяться на основании отчетов об оценке утраченного имущества, дефектных ведомостей и проектно-сметной документации.Заявления на компенсацию будут приниматься Региональными комиссиями в течение 180 календарных дней с момента наступления чрезвычайной ситуации. В Сенате обсудили новые подходы к межбюджетным отношениям 14.10.2025
В Сенате Парламента Республики Казахстан состоялась встреча с представителями государственных органов по вопросам формирования трансфертов общего характера на 2026–2028 годы. Под председательством главы Комитета по финансам и бюджету Султанбека Макежанова в обсуждении приняли участие депутаты Сената и представители государственных органов. С основным докладом выступил первый вице-министр национальной экономики Азамат Амрин, отметив, что с учетом подходов нового Бюджетного кодекса разработан проект закона «Об объемах трансфертов общего характера между республиканским и областными бюджетами, бюджетами городов республиканского значения и столицы на 2026–2028 годы».«Документ разработан в соответствии с нормами нового Бюджетного кодекса. Новые трехлетние трансферты общего характера направлены на решение основных задач, поставленных перед правительством, в том числе по расширению финансовой самостоятельности регионов, выравниванию доступности социальных благ и государственных услуг для населения», - добавил первый вице-министр.При этом он подчеркнул, что прогнозы доходов местных бюджетов осуществлялись с учетом изменений, предусмотренных в рамках новых Налогового и Бюджетного кодексов.«Увеличение доходов обеспечивают такие нормы, как увеличение ставок акцизов, введение прогрессивной ставки индивидуального подоходного налога 15% для доходов, превышающих определенный уровень, передача из республиканского бюджета в местные бюджеты отдельных налогов, сборов и пошлин, введение дополнительной категории доходов с целевой направленностью "Специальные поступления". In Astana, within the framework of the Extended conference on the results of the implementation of cooperation projects, the signing of the Joint agreement on the extension of the Program «Partnering in Business with Germany» for 2026–2028 took place. This event became an important stage in the development of bilateral cooperation aimed at supporting small and medium-sized enterprises, expanding partnership ties, and exchanging experience between the business communities of Kazakhstan and Germany.The program «Partnering in Business with Germany» has been implemented for fifteen years on the basis of a Joint statement between the Ministry of National Economy of the Republic of Kazakhstan and the Federal Ministry for Economic Affairs and Energy of Germany. The Ministry of National Economy has submitted lists for the application of special tax regimes for discussion 14.10.2025
The Ministry of National Economy of the Republic of Kazakhstan presented draft government resolutions under the new Tax Code. The following were submitted for discussion:a list of types of activities for which the application of the special tax regime (STR) based on a simplified declaration is prohibited;list of types of activities for which the use of the STR is permitted for the self-employed.These documents were developed in pursuance of Articles 718 and 723 of the Code and are aimed at streamlining the application of special tax regimes, increasing transparency and supporting entrepreneurship.Prohibition listThe simplified tax return system combines elements of two existing regimes: the simplified tax return and the retail tax.The following people will not be able to use this mode:- business entities whose income exceeds 600 thousand MCI (2,359 billion tenge) per year;- legal entities with a shareholding of other companies of more than 25%;- organizations where the founders or participants simultaneously participate or are founders in other legal entities on the STR;- non-profit organizations;- taxpayers (individuals, sole proprietors) who are founders or participants of a legal entity applying a special tax regime;- participants of the SEZ, «Astana Hub»;- taxpayers working under joint activity agreements.The list of prohibited sectors includes industries associated with large businesses: manufacturing, construction, subsoil use, the activities of natural monopolies, wholesale trade, retail in areas larger than 2 000 square meters, telecommunications, the Internet and IT, financial and insurance services, professional agency and consulting services, R&D, etc.Of the 1 111 CEAs, the restriction will affect 795 types of activities (70% of CEAs), but in terms of taxpayers, only about 30%.The main reason is that a significant portion of transactions in these areas (more than 76% of total turnover) are transactions with large businesses that use the generally established regime: in construction - 99,9%, in subsoil use - 98,7%, in transport and warehousing - 96,7%.Who will retain the right to a simplified regime?It is proposed to maintain a simplified regime for approximately 300 types of activities aimed at the population:- retail trade in areas up to 2000 sq. m (including pharmacies);- retail trade by mail order or via the Internet, network marketing, as well as other retail trade outside of stores;- accommodation, catering, housing rental and transportation services;- light and food industry;- passenger transportation;- services in the field of pre-school and additional education, medical and social services;- household and construction work for the population;- creative industry, sports, culture;- agriculture.As a result, approximately 70% of all taxpayers will retain the simplified tax system. Small businesses focused on B2C will continue to operate under the simplified tax system, while larger businesses will transition to the general tax system.At the same time, taxpayers with a turnover of up to 40 million tenge per year will not be VAT payers when switching to the general regime.The document will reduce the unfair use of the STR, improve administrative efficiency, fairly distribute the tax burden, and create more favorable conditions for small businesses.Permit list for the self-employedA separate resolution of the Government of the Republic of Kazakhstan proposes to establish a list of activities available to self-employed individuals without registering as individual entrepreneurs, without employees, and with an income of up to 300 minimum monthly calculation indices (MCI) per month. The Senate approved the law on regulation of e-commerce 14.10.2025
Chaired by the Speaker of the Senate of the Parliament of the Republic of Kazakhstan Maulen Ashimbaev meeting of the Chamber of Deputies was held in, during which deputies reviewed the law on e-commerce and voiced parliamentary inquiries.During the meeting, senators considered the Law «On Ratification of the Protocol Amending the Treaty on the Customs Code of the Eurasian Economic Union of April 11, 2017». As noted by the deputies, ratification of the Protocol will create a legal framework for regulating e-commerce, improve customs administration of e-commerce goods, strengthen oversight of compliance with technical regulations and the safety of imported goods, and increase budget revenues through the collection of customs duties and taxes.«The protocol defines the procedure for crossing the customs border for goods purchased on foreign online platforms. In this regard, it introduces the concept of «e-commerce operator» and a new type of customs declaration - the e-commerce declaration. The document also contains other provisions aimed at improving customs administration. The Ministry of National Economy: Kazakhstan's economy is showing steady growth 14.10.2025
According to Arman Kasenov, Vice Minister of National Economy of the Republic of Kazakhstan, GDP growth in the first eight months of this year was 6,5%, including 8,8% growth in the real sector and 5,1% in services. The best performing sectors were transportation, construction, trade, mining, manufacturing, and agriculture.«Fixed capital investment increased by 14,3% to 11,5 trillion tenge. Its powers enable investors to expedite and simplify all necessary procedures. Regional Investment Headquarters have been established.«For investment projects in priority sectors worth over 54 million dollars, the opportunity has been provided to conclude an Investment Agreement, which guarantees the stability of the legislation of the Republic of Kazakhstan for a period of up to 25 years. This instrument provides a flexible and individualized approach to structuring various government support measures», - the speaker noted.Furthermore, to fully support the investment cycle from investor search to project completion, work has been carried out to regulate the «investor journey», which will be tracked on the National Digital Investment Platform. A mechanism has been introduced to minimize pressure on businesses from regulatory government agencies, requiring all restrictive decisions regarding investors to be approved by the prosecutor's office. The digital card of business was presented at the Ministry of National Economy at a meeting chaired by Deputy Prime Minister – Minister of National Economy Serik Zhumangarin.The digital card of business, developed by NCE «Atameken», is a modern information and analytical platform with dashboards, predictive models, and transparent statistics. It will allow for the formation of an up-to-date picture of entrepreneurship development, assess the effectiveness of support measures, analyze investment activity, and provide state bodies with the necessary tools for making informed decisions.According to the chairman of the presidium of NCE «Atameken» Raimbek Batalov, the new system will be integrated with state and departmental databases, which will ensure an objective analysis of the state of entrepreneurship in the country. The project is being implemented within the framework of the National Development Plan until 2029 and is fully funded by NCE «Atameken».For business, the DCB provides access to data on state support measures, regional priorities and their specialization, the implementation of investment projects, mandatory requirements by type of activity, as well as on product demand. Such information will help entrepreneurs plan their development, find new niches, and build effective strategies.For the state, the digital card will become a tool for monitoring priority industries and the implementation of investment projects, a system for analyzing supply and demand, a source for an objective assessment of the business climate and the effectiveness of state support, as well as a means of controlling the counter-obligations of business.Today, small and medium-sized businesses provide about 40% of GDP and almost half of the country's employment, and the DCB should contribute to the further growth of these indicators through accurate analytics and systemic interaction between the state and entrepreneurs.Currently, NCE «Atameken», together with state bodies, is working on the implementation of the Digital Card of Business on the QazTech platform. On September 18, 2025, in Aktau, the first meeting dedicated to the localization of the Sustainable Development Goals (SDGs) at the regional level took place. The event brought together deputies of maslikhats of various levels and became an important step in promoting national priorities for sustainable development.The meeting was initiated by the Ministry of National Economy of the Republic of Kazakhstan and the United Nations Development Programme (UNDP).
