Investment headquarters of Kostanay region: operational support for investors 07.03.2025
Kostanay region is actively working to attract investments and develop the manufacturing industry within the framework of the instructions of the Head of State. For this purpose, an Investment Headquarters has been established, which includes representatives of government agencies and businesses.The main goal is effective interaction with investors.The investment headquarters is designed to promptly resolve issues arising during the implementation of projects, without unnecessary bureaucracy. The most important task is to create a favorable investment climate and improve conditions for attracting capital to the region's economy.Today, at a regular meeting of the headquarters, 16 investment projects in such key areas as industry, agricultural processing and energy were considered.All investor issues have been studied in detail, ways of solving them have been identified, and government support measures have been outlined.Kostanay region is a promising investment platformThe region is actively developing and attracting new investors. On the eve of March 8, a festive concert dedicated to International Women's Day was held in Kostanay region. Kazakhstan and Cyprus Aim to Develop Cooperation 06.03.2025
Nicosia, March 6, 2025 – Within the framework of an official visit to the Republic of Cyprus, Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu held a meeting with the Minister of Foreign Affairs of Cyprus Constantinos Kombos.The parties discussed the main issues of bilateral cooperation in political, trade and economic, investment, cultural, and humanitarian areas.It was noted that regular meetings between the heads of foreign ministries of the two countries have given a significant impetus to the progressive development of relations between the two countries, as well as the strengthening of the relevant legal framework.The Kazakh Foreign Minister emphasized that the trade turnover between the countries last year increased 5 times compared to 2023, and the volume of Cypriot investments in 2024 amounted to 227 million US dollars. It was proposed to intensify business contacts in order to expand investment cooperation and further increase the volume of mutual trade.In turn, the head of the Foreign Ministry of Cyprus noted that Kazakhstan is a reliable partner of Nicosia in Central Asia. The interaction between the two countries within the framework of various international platforms, including the UN and the OSCE, was highly appreciated.The parties reached an agreement to consider the possibility of establishing an Intergovernmental Commission on Economic Cooperation, to increase the activities of the Cyprus-Kazakhstan Business Association, and to work on the opening of direct flights between countries.Following the talks, ministers confirmed their readiness for close and fruitful cooperation and the development of new initiatives in priority areas, including in the framework of the forthcoming presidency of Cyprus in the Council of the EU in the first half of 2026.During the visit, Foreign Minister of Kazakhstan met with the President of the Cyprus-Kazakhstan Business Association Costas Markides, with whom they discussed topical issues of economic cooperation, attracting Cypriot investments in Kazakhstan, as well as the prospects for the implementation of joint projects in various areas.It was noted that the deepening of partnership between the business communities of the two countries would be an important factor in the further growth of mutual trade and expansion of investment cooperation.In 2024, Kazakhstan-Cyprus trade turnover amounted to 7.1 million US dollars (exports – 6.2 million dollars, imports – 949 thousand dollars), which is 5 times more than in 2023. In the period from 2005 to the second quarter of 2024, the volume of Cypriot investments in the economy of Kazakhstan exceeded 4.8 billion dollars. The inflow of direct investments from Cyprus for 2024 amounted to 227.6 million dollars. Проект Закона о развитии столицы и городов республиканского значения был одобрен Мажилисом Парламента РК в первом чтении 05.03.2025
На пленарном заседании Мажилиса Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин представил проект Закона «О внесении изменений и дополнений в некоторые законодательные акты РК по вопросам развития столицы и городов республиканского значения». Проект разработан в соответствии с поручением Главы государства по улучшению условий для развития города Астаны и распространению передовых подходов на другие крупные города Казахстана.Заместитель Премьер-министра РК - министр национальной экономики Серик Жумангарин отметил, что документ направлен на решение ряда актуальных проблем в таких сферах, как земельные отношения, архитектура, строительство, миграция, реклама, экология и другие. Внесение изменений затронет 1 Кодекс и 6 законов, и включает несколько ключевых направлений.Одним из основных направлений является улучшение архитектурного облика городов, что требует решения проблемы хаотичного размещения наружной рекламы и вывесок. В проекте Закона предлагается утвердить единый дизайн-код для столицы и городов республиканского значения, расширить полномочия маслихатов для утверждения правил установки рекламных объектов, запретить распространение аудиорекламы на открытом пространстве и установить ограничения на размещение рекламы на тротуарах, велодорожках и улицах.Другим важным аспектом проекта является регулирование земельных отношений. Предлагается установить порядок переоформления прав на земельные участки, которые не могут находиться в собственности определенных лиц, а также внести изменения в Земельный кодекс, чтобы предотвратить манипуляции с земельными участками через аффилированные компании и обеспечить их использование для нужд города.В условиях урбанизации и миграционных процессов в крупных городах проект Закона предлагается утверждение норматива регистрации по месту постоянного и временного проживания на территории столицы, что означает, что маслихат будет определять минимальное количество квадратных метров на одного гражданина.Для улучшения доступности объектов городской инфраструктуры проект Закона предусматривает расширение полномочий маслихатов для утверждения правил обеспечения доступной среды для людей с ограниченными возможностями, а также установление норм для размещения защитных конструкций и регулирующих элементов в жилых районах.Проект также включает меры по сохранению «зеленого пояса» столицы, что имеет важное значение для защиты экологической обстановки города. Среди предложенных изменений - утверждение правил управления санитарно-защитной зоной и запрет на деятельность, которая может повредить экосистемам и ландшафтам зеленой зоны.Также в проекте предлагается улучшить регулирование работы штрафстоянок и расширить полномочия для их эффективного функционирования с учетом повышенных требований безопасности.Кроме того, проект Закона уточняет положения, касающиеся долевого участия в жилищном строительстве, устраняя лазейки, которые позволяли застройщикам обходить требования законодательства.Принятие данного проекта Закона позволит улучшить инфраструктуру городов, повысить доступность городской среды, а также создать безопасные и комфортные условия для жизни граждан. Kazakhstan confirms its commitment to its obligations under the OPEC+ agreement 04.03.2025
It took all necessary measures to implement its obligations in February.In the virtual meeting held on 3 March 2025, the eight OPEC+ countries which previously announced additional voluntary adjustments in April and November 2023 namely Saudi Arabia, Russia, Iraq, the United Arab Emirates, Kuwait, Kazakhstan, Algeria, and Oman reviewed global market conditions and the future outlook.Minister of Energy of the Republic of Kazakhstan Almassadam Satkaliyev reiterated that Kazakhstan remains fully committed to its obligations under the OPEC+ agreement, including the compensation mechanism. Kazakhstan Assumes Chairmanship of the Conference of States Parties to the Treaty on the Prohibition of Nuclear Weapons 04.03.2025
New York, 3 March 2025 – Kazakhstan has commenced its chairmanship at the Third Conference of States Parties to the Treaty on the Prohibition of Nuclear Weapons.In his address, the conference president, First Deputy Minister of Foreign Affairs of Kazakhstan, Akan Rakhmetullin, highlighted that despite the complex international situation, the number of supporters advocating for the total elimination of nuclear arsenals and the creation of a world free from nuclear threats continues to grow. He noted that this year marks 80 years since the atomic bombings of Hiroshima and Nagasaki and stressed the collective belief in the necessity of taking measures to ensure that such a tragedy never occurs again.Within the framework of the Treaty, Kazakhstan places particular emphasis on providing support to victims of nuclear testing, both within the country and in other regions of the world. In this regard, efforts to establish an International Fund to assist affected individuals and restore the environment have been acknowledged.The United Nations Under-Secretary-General and High Representative for Disarmament Affairs, Izumi Nakamitsu, welcomed Kazakhstan’s leadership of the conference, recognizing the country’s substantial contribution to the global nuclear disarmament process.Over the course of the week, the conference will host thematic debates featuring leading international experts in nuclear disarmament, along with comprehensive discussions on future directions of work. On the development of tourism in the Kostanay region 04.03.2025
Recently, interest in our country as a tourist destination has increased significantly and, accordingly, the range of services is increasing to attract more domestic and foreign tourists, because Kazakhstan is diverse in this regard - from snow and mountain peaks to sand dunes and endless steppes.Our region is no exception, the region has the potential for the development of ecological, health and pilgrimage tourism. Valuable historical and spiritual monuments have been preserved on the territory of the region, which serve as the basis for cultural and educational tourism.For 9 months of 2024, our region was visited by 160 thousand domestic and more than 9 thousand foreign tourists. The volume of services provided by accommodation facilities amounted to 2.6 billion tenge, an increase of 19.2% compared to the same period in 2023. More than 12 billion tenge have been invested in the tourism industry.Thus, one of the investment projects of interest to the industry is the construction of a tourist complex in the Amangeldy district, on the territory of which there will be a hotel, a Sak sauna, a pool with a fountain, playgrounds, copies of architectural monuments: the Taj Mahal, the Egyptian pyramids, the Eiffel Tower.In addition, there will be objects aimed at preserving the historical values of Kazakhstan: the Wall of National Memory and a museum.The center for the development of ecological tourism in the region is the Naurzum State Nature Reserve, included in the list of UNESCO cultural heritage sites. The reserve was founded in 1931, its flora and fauna include 687 species of plants, 318 species of birds and 45 species of mammals.For ecotourists, there are 6 excursion trails and routes, the total length of which is 185 km.At the same time, in order to further develop tourism in the region, work is underway to improve the service sector, including air transport infrastructure.Thus, to bring it into line with international standards, the reconstruction of the runway and terminal of JSC International Airport Kostanay was carried out. Now we accept aircraft with a maximum takeoff weight of up to 200 tons, the area of the airport terminal has been expanded, which has increased the capacity of the arrivals hall, a telescopic ramp has been installed for departing and arriving passengers.The restoration of the airport of the city of Arkalyk is forthcoming. It is planned to repair the runway, build a terminal, purchase meteorological and radio equipment, special equipment.Also, within the framework of the international agreement concluded between the Republic of Kazakhstan and the Czech Republic, in the territory of the southern region of the Kostanay region - a historical habitat - it is planned to reintroduce 40 Przewalski's horses.In June 2024, the first 7 Przewalski horses were brought to the Alibi reintroduction center located in the Amangeldinsky and Dzhangeldinsky districts.Thus, the region is systematically working on developing transport infrastructure, implementing investment projects, which, together with a diverse tourism potential, will attract not only domestic but also foreign tourists. The accumulated investment return in the long term significantly exceeds inflation and continues to grow 04.03.2025
The accumulated investment return from the foundation of the funded pension system in 1998 until February 1, 2025, with a cumulative total, amounted to 966.41% with inflation for the entire period of 837.99%.It should be noted that pension savings are long-term investments, and it is advisable to analyze the amount of investment income for a period of at least one year. Short-term (weekly, monthly, etc.) data are not indicative, since they depend on constant changes in the market situation. An analysis of investment activity based on the results of 12 months confirms this fact: as of February 1, 2025, the return on pension assets managed by the National Bank of the Republic of Kazakhstan (NBRK) and formed through compulsory, compulsory occupational and voluntary pension contributions, over the past 12 months, distributed to the accounts of contributors (beneficiaries), amounted to 15.66% with inflation of 8.90%.As is known, pension assets under the management of the NBRK and investment portfolio managers (IPMs) are invested in Kazakhstan and abroad on market terms in different currencies. When investing in certain instruments, both global and domestic factors are taken into account. In order to preserve pension assets and obtain profitability, the NBRK and IPMs diversify the investment portfolio: pension assets are invested in various financial instruments in a certain volume, taking into account the market situation. This is a widespread global practice. Pension funds around the world are constantly looking for attractive and profitable opportunities for investing and increasing pension capital.A significant share of pension savings, as a rule, is investment income. From year to year, not only the volume of pension savings increases, but also the share of investment income in it. For example, the net investment income accumulated since 2014 (after the merger of pension assets into the UAPF) as of February 1, 2025 amounted to KZT11.54 trillion (for comparison, as of February 01, 2024 it amounted to more than KZT8.6 trillion). Taking into account the payments made, the share of accumulated net investment income in the total amount of pension savings of Kazakhstanis as of February 1, 2025 is more than 40.9%, which demonstrates the significant role of investment activities in the structure of citizens' savings (as of February 1, 2024, this figure was 37.1%). However, investment income is a variable value, it depends on many factors, including the situation in the financial markets, the market value of securities, and changes in exchange rates. Therefore, due to changes in foreign exchange rates and the market value of financial instruments, the amount of investment income can be both positive and negative in a particular period. For example, since the end of last year, the dollar exchange rate has changed in a fairly wide range from 499 tenge to 530 tenge, then fell again to 500 tenge. As a result, positive or negative currency revaluation of pension assets was formed weekly, and contributors may observe a temporary decrease in the investment component of pension savings, as, for example, in January-February 2025.We also remind you that Kazakhstan has a unique guarantee of the safety of compulsory pension contributions taking into account the inflation rate.
