The accumulated investment return in the long term significantly exceeds inflation and continues to grow 04.03.2025
The accumulated investment return from the foundation of the funded pension system in 1998 until February 1, 2025, with a cumulative total, amounted to 966.41% with inflation for the entire period of 837.99%.It should be noted that pension savings are long-term investments, and it is advisable to analyze the amount of investment income for a period of at least one year. Short-term (weekly, monthly, etc.) data are not indicative, since they depend on constant changes in the market situation. An analysis of investment activity based on the results of 12 months confirms this fact: as of February 1, 2025, the return on pension assets managed by the National Bank of the Republic of Kazakhstan (NBRK) and formed through compulsory, compulsory occupational and voluntary pension contributions, over the past 12 months, distributed to the accounts of contributors (beneficiaries), amounted to 15.66% with inflation of 8.90%.As is known, pension assets under the management of the NBRK and investment portfolio managers (IPMs) are invested in Kazakhstan and abroad on market terms in different currencies. When investing in certain instruments, both global and domestic factors are taken into account. In order to preserve pension assets and obtain profitability, the NBRK and IPMs diversify the investment portfolio: pension assets are invested in various financial instruments in a certain volume, taking into account the market situation. This is a widespread global practice. Pension funds around the world are constantly looking for attractive and profitable opportunities for investing and increasing pension capital.A significant share of pension savings, as a rule, is investment income. From year to year, not only the volume of pension savings increases, but also the share of investment income in it. For example, the net investment income accumulated since 2014 (after the merger of pension assets into the UAPF) as of February 1, 2025 amounted to KZT11.54 trillion (for comparison, as of February 01, 2024 it amounted to more than KZT8.6 trillion). Taking into account the payments made, the share of accumulated net investment income in the total amount of pension savings of Kazakhstanis as of February 1, 2025 is more than 40.9%, which demonstrates the significant role of investment activities in the structure of citizens' savings (as of February 1, 2024, this figure was 37.1%). However, investment income is a variable value, it depends on many factors, including the situation in the financial markets, the market value of securities, and changes in exchange rates. Therefore, due to changes in foreign exchange rates and the market value of financial instruments, the amount of investment income can be both positive and negative in a particular period. For example, since the end of last year, the dollar exchange rate has changed in a fairly wide range from 499 tenge to 530 tenge, then fell again to 500 tenge. As a result, positive or negative currency revaluation of pension assets was formed weekly, and contributors may observe a temporary decrease in the investment component of pension savings, as, for example, in January-February 2025.We also remind you that Kazakhstan has a unique guarantee of the safety of compulsory pension contributions taking into account the inflation rate. In cases of a decrease in return in a particular period, which affected the accumulated return of the contributor upon the occurrence of the right to payments, compensation for the difference is guaranteed by the state. The entire system of investment management and accounting of pension assets is transparent: each contributor has the opportunity to see their investment income in their personal account on the enpf.kz website or in a mobile application.Information on the investment management of pension assets of the UAPF and on the financial instruments in which the pension assets of the UAPF are placed is published on the official website of the UAPF (www.enpf.kz) in the section “Indicators/Investment activities”.A video commentary on the topic is presented on the БЖЗҚ ЕНПФ YouTube channel.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. The Fund also carries out accounting of target assets and target requirements, accounting and crediting of target savings (TS) to target savings accounts, payments of TS to their recipients in bank accounts, accounting for returns of TS in the manner determined by the Government of the Republic of Kazakhstan within the framework of the National Fund for Children program (More details at www.enpf.kz). Regions' protection measures during the flood period 04.03.2025
Preventive and engineering work is being actively carried out in various regions of the country to reduce the risk of flooding. To protect them, 576 kilometers of protective embankments and embankments have been built, 822 kilometers of drainage systems, canals and ditches have been repaired. 960 water-passage structures have been installed and replaced on road and rail routes. About 500 kilometers of 74 river beds have been dredged, banks have been strengthened, and channels have been cleaned. More than 3.5 thousand points have been prepared for the reception of victims, and life support equipment and state material reserve equipment have been identified in case of evacuation. All these measures are aimed at increasing public safety and minimizing damage from possible floods.  As part of preparations for the flood season, the republican command and staff exercise "Spring-2025" will be held in the central, northern and eastern regions of the country on March 6-7.  As part of preparations for the flood season, the technical readiness of water pumping equipment and practical water extraction equipment was checked on Lake Sairan in Almaty. Motor pumps, fire pumping stations, boats are in good condition, and personnel are provided with water protection suits and communication equipment. Almaty flood response team is ready to carry out tasks in the spring period.   Blasting operations have begun on rivers in the East Kazakhstan and West Kazakhstan regions.  In the east, ice broke on the Ubi River in the Shemonaikha district, near the village of Verkhne Ubi. The thickness of the ice here was 60 cm. This flood-prone area is annually monitored by emergency services and local executive bodies. The total volume of the blasting amounted to 10,692 m. sq. m. The blasting operations are aimed at artificially weakening the ice. Ice breaking activities are carried out before the ice drift begins and will ensure safe passage of floodwaters in problem areas. Blasting operations will continue in the regions of the region.  In the west, the Emergency Response Team of the Emergency Situations Department and the military unit 20982 of the Emergency Situations Department continue to work on weakening the ice cover in the Urals water bodies in areas most prone to the formation of ice jams during spring floods. About 3,230 holes have been drilled in the ice, more than 910 meters of ice have been cut. For this purpose, ice cutting equipment, gasoline drills and other special tools are used. In addition, snow removal work is being carried out in the region. Currently, more than 503 thousand cubic meters of snow have been removed in the regions and the city of Uralsk.  Special working groups have been created in the East Kazakhstan region, which include representatives of local executive bodies, specialists from the Emergency Situations Agency, the Irtysh Basin Inspectorate for Regulation of Water Resources Use and Protection, and other interested bodies. Specialists will check the work and quality of preventive work on snow removal, cleaning of culverts and canals, inspect the condition of storm sewers, STS, the preparation of necessary material and technical means, analyze preventive work carried out by the population, and measures taken to ensure the safe passage of flood waters. In total, local executive bodies in the region cleaned 1,267 water supply structures, 19 canals with a length of 47.2 km and 173 ditches with a length of 106.8 km, 298 thousand cubic meters of snow were removed, 76.8 thousand bags were prepared. 9.2 thousand tons of inert materials and 285 tons of fuel were prepared.  As part of preparations for the flood season in East Kazakhstan, the Emergency Situations Prevention Department and the Digitization and Archives Department have created a digital map that allows you to monitor the level of water and water flows several days in advance. The system is integrated with the GIS module, displays forecasts on the map, which allows you to manage risks in real time. The map displays all areas at risk of flooding and data on the number of residents living in houses in the danger zone. Rescuers can monitor engineering work and preventive measures carried out in the region in real time and make their own adjustments. In the future, artificial intelligence will allow the system to be integrated with meteorological satellites, introducing automatic warnings to the population. Expanding functionality through interaction with other platforms, such as emergency services and mobile applications, will increase the efficiency of emergency response.  Military units of the Ministry of Emergency Situations have begun preventive measures in Almaty and Zhambyl regions, in Ulytau region.  The combined rescue battalion of the military unit of the Ministry of Emergency Situations No. 28237, which arrived in the Zhambyl region to carry out work to prevent and mitigate the consequences of spring floods, continues to ensure the strengthening of riverbeds and install protective embankments using special equipment. In the T. Ryskulov district, 3,000 bags were laid with total efforts. The Department of Emergency Situations of the Ulytau region, together with the military unit of the Ministry of Emergency Situations No. 52859, is carrying out flood prevention work in the villages of Taldysay and Karsakpay. Joint efforts are being made to reduce the risk of flooding: removing trees located in the Taldysay riverbed, clearing ice and snow masses in the area of the Karsakpay reservoir sluice, removing snow from houses in the risk zone, and cleaning the ditch system. In addition, local residents were explained safety measures and given recommendations on flood prevention.  Servicemen of the 28237th military unit of the Ministry of Emergency Situations are working in the city of Kaskelen, Karasai district, Almaty region, and in the village of Uzynagash, Zhambyl district. The personnel are carrying out work to clean watercourses, strengthen banks, and ensure the unhindered flow of meltwater. The work is carried out in close coordination with representatives of local executive bodies and emergency services.  In the Kostanay region, a modernized bulkhead dam was tested. The HESCO BARRIER modular design was used as a flood barrier to protect territories from flooding, strengthen soil, and prevent erosion.  The barrier is a metal mesh structure filled with natural materials - stone, gravel, or sand. The advantages of the structure include quick assembly, which makes it convenient to install in hard-to-reach places. The height of the installed barrier is 2 meters, but if necessary, it can be increased by stacking modules one on top of the other. During the testing, specialists studied all the features of this technology to determine the feasibility of its further use to protect settlements from flooding.     Source : https://www.gov.kz/memleket/entities/emer/press/news/details/949577

Over 1.5 thousand stores were covered during the monitoring, and 14 samples of imported products (snacks) of dubious origin were purchased for laboratory tests in terms of compliance with the technical regulations of the Customs Union.According to the results of the study, this product contains flavor enhancers (food additives): monosodium glutamate (E621), sodium guanylate (E627), sodium inosinate (E631), the use of which in production is not established by the requirements of the Technical Regulations. As the SEBC noted, excessive consumption of products containing flavor enhancers not only leads to constant overeating, which subsequently leads to obesity, but can also cause allergies, digestive disorders, and heartburn. Food labeling does not contain information about the name of the product, its quantitative composition, nutritional and energy value, date of manufacture and expiration date, storage conditions, location of the manufacturer, importing organization, or the presence of GMOs. There is also no declaration of conformity confirming the assessment of the product's compliance with the established safety requirements.Emergency response measures were taken for the specified product, which was withdrawn from sale. Notifications were sent to the trade facilities selling the specified foods about compliance with the requirements for accepting food products for sale with the mandatory presence of a declaration of conformity marked in accordance with the requirements of technical regulations. Currently, sanitary and epidemiological measures are being taken, including a ban on the import and sale of this product. In addition, information and explanatory work is being carried out, within the framework of which the population is advised to: purchase goods from verified retail outlets, pay attention to the packaging label, product labeling, which must indicate the name, composition, date of manufacture, expiration date, and storage conditions, and avoid ordering imported food products of dubious production from various marketplaces, as it is dangerous to purchase goods that have not undergone proper quality and safety control.Source : https://www.gov.kz/memleket/entities/dsm/press/news/details/949773
A barrier to illegal business: the Akim of the Akmola region has strengthened control over the use of subsoil 04.03.2025
Akmola region is one of the regions rich in natural resources. It has abundant reserves of widely distributed minerals, including gravel, sand, kaolin, clay, limestone, quartzite, and dolomite. However, in recent years, illegal exploitation of this wealth has become a serious problem. Some entrepreneurs have acquired quarries without the permission of local authorities and are extracting minerals on their own.Today, hundreds of deposits are being developed in 17 of the 19 districts of the region. In particular, the intensive construction of Astana is contributing to the increase in illegal subsoil use. In order to meet the high demand for construction materials, some entrepreneurs operate without documents and without control. This damages the state budget, prevents the creation of new jobs, leads to land degradation and environmental pollution. In this regard, the governor of the Akmola region, Marat Akhmetzhanov, instructed the administrative council to conduct a legal audit of the activities of all subsoil users.“The amount of damage caused as a result of the surveying has been determined, and law enforcement agencies are currently considering this data. In February 2025, three criminal cases were registered regarding the illegal development of minerals and the independent use of subsoil. All of these cases are associated with causing significant damage to the state,” the Akmola regional department of entrepreneurship and industry reported. In particular, illegal sand mining was detected in the Kabanbai Batyr rural district, near the Nura River. The entrepreneur worked without the necessary permits and delivered the sand to the cement plant. Three more entrepreneurs in the same area committed the same act.Currently, measures have been taken to terminate contracts with enterprises that do not have the appropriate documents. This is a legal step aimed at restoring order in the use of subsoil in the region.“Investigations are ongoing, law enforcement agencies will identify all violations and bring the guilty to justice. State bodies and local authorities will continue to fight against illegal mining in order to protect natural resources and ensure environmental safety,” the authorized state body said.In addition, during the inspection, it turned out that many companies were registered outside the region, which makes it difficult to control them. In this regard, a number of enterprises have been re-registered and switched to legal work.“Today, an inspection was conducted in 11 contract territories in the Akmola region, as a result of which four cases of illegal mining were identified. Among them are lands near the Kokshetau and Birzhansal districts. In total, the area of the 15 inspected territories amounted to 500 hectares. "17 million tenge was allocated for these works," the department added. The total economic loss amounted to 65 million tenge.Establishing order in the use of subsoil is not a problem that can be solved in one day. However, the measures taken are bearing fruit. The important thing is not only to stop violations of the law, but also to create open and fair conditions for honest entrepreneurs.Source : https://www.gov.kz/memleket/entities/aqmola/press/news/details/949888

Previously, this procedure was carried out with the participation of three experts. Also, during proactive external certification, the terms of providing public services will be reduced from three working days to one working day. This mechanism will be used in the pilot project for three nosological forms in cases of irreversible changes and disorders of body functions due to diseases, injuries and defects:– amputation and (or) absence of a limb;– Down syndrome (syndrome);– mucopolysaccharidosis in children. The document can be viewed on the "Open NPA" portal: https://legalacts.egov.kz/npa/view?id=15472789Source : https://www.gov.kz/memleket/entities/enbek/press/news/details/949894
330 million cubic meters of water were provided to wash away salt from fields in Turkestan region 04.03.2025
The "Kazsuchar" branch of the Turkestan region has sent 330 million cubic meters of water for desalination works this year. This is done to increase soil fertility and obtain a better harvest. To date, the winter desalination plan for the Maktaaral and Zhetysai districts has been implemented by about 80%. In the Maktaaral district, 34,456 hectares of land out of the planned 43,600 hectares have been cleared of salt. In the Zhetysai district, 42 thousand hectares of land out of 53 thousand hectares have been salted."The only way to get rid of soil salt is salting. In this case, it is very important to correctly determine the time and amount of salting, depending on the degree of salinity of the land and the mechanical composition of the soil. The branch plans to complete the pumping work in the first decade of March,” said Kazybek Bedebayev, director of the “Kazsuchar” branch of the Turkestan region.
