National standards regulating the achievement of carbon neutrality in Kazakhstan have been adopted 10.11.2025
The Republic of Kazakhstan has taken an important step in sustainable development: its national standardization system has been expanded to include documents on climate change management and achieving carbon neutrality.KazStandard under the Ministry of Trade and Integration of the Republic of Kazakhstan has developed two new national standards:- ST RK ISO 14068-1 "Climate Change Management. Transition to Net Zero. Part 1. Carbon Neutrality"- ST RK IWA 42 "Guidance on Carbon Neutrality."Both standards are identical to the international standards ISO 14068-1:2023 and IWA 42:2022. Their adoption marks an important milestone in achieving the objectives outlined in Kazakhstan's Strategy for Achieving Carbon Neutrality by 2060. The adoption of these standards also strengthens Kazakhstan's role in global climate policy. They create a foundation for responsible emissions management and the implementation of science-based climate solutions.The new standards establish unified approaches and principles for all participants—environmental and analytical organizations, national and regional environmental monitoring centers, and environmental organizations. They cover key aspects of greenhouse gas emissions management: from estimating and reducing to offsetting residual emissions and climate reporting.Implementation of the standards will:- ensure alignment of the national MRV (monitoring, reporting, and verification) system with international practices;- increase the transparency and reliability of climate data;- strengthen the position of Kazakhstani companies in international markets;- promote the implementation of low-carbon technologies and innovations in industry.The development of the standards was carried out with the active participation of stakeholders, scientific institutions, and expert organizations, including the Kazakhstan Association of Regional Environmental Initiatives (ECOJER), the Kazakhstan Waste Management Association (KazWaste), the Eurasian Industrial Association, the Kazakhstan Association of Nature Users for Sustainable Development, as well as TC 103 on standardization "Greenhouse Gas Management" based at GREENORDA PROJECT LLP, and other organizations.The adopted standards will serve as a tool for integrating Kazakhstan into the international climate regulation system and support the transition to an environmentally sustainable economy.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1101998?lang=kk

В Астане состоялось XXVI заседание Межправительственной комиссии по сотрудничеству между Республикой Казахстан и Российской Федерацией (МПК). Казахстанскую делегацию возглавил заместитель Премьер-министра – министр национальной экономики Серик Жумангарин, российскую – заместитель председателя Правительства Алексей Оверчук.На МПК стороны обсудили широкий круг вопросов транспортного взаимодействия. В частности, рассмотрены перспективы увеличения объемов железнодорожных перевозок в связи с запуском в сентябре вторых путей на участке Достык – Мойынты и планируемым ростом транзита по маршруту Китай – Европа – Китай. Достигнута договоренность о совместной оценке перспективных объемов грузов, проходящих через казахстанско-российские пункты пропуска, а также о дальнейшем содействии развитию международного транспортного коридора «Север – Юг» для увеличения грузопотока в двустороннем и транзитном сообщении.Казахстанская сторона также подняла вопрос о проблемах казахстанских автоперевозчиков, связанных с изменениями в российском миграционном законодательстве, вступившими в силу с 1 января 2025 года. Согласно новым нормам, срок пребывания иностранных граждан без регистрации в России сокращен с 180 до 90 дней в течение года. Российская сторона выразила готовность содействовать скорейшему решению вопроса по возвращению прежнего срока пребывания казахстанских водителей, осуществляющих международные перевозки, до 180 дней.Отдельное внимание уделено вопросам агропромышленного комплекса. Стороны обсудили совместную работу по созданию новых конкурентоспособных сортов сельскохозяйственных культур с высокой урожайностью, устойчивостью к внешним факторам и улучшенными качественными характеристиками.Достигнута договоренность о расширении объемов взаимной торговли сельхозпродукцией и продовольствием. Российская сторона выразила готовность рассмотреть вопрос снятия фитосанитарных ограничений на ввоз из Казахстана семян льна и чечевицы, а также обеспечить возможность транзита зерна и зернобобовых с накоплением на территории России.В ходе заседания также обсуждены актуальные вопросы сотрудничества в сферах топливно-энергетического комплекса, финансов, нефти и газа, промышленности, атомной энергетики, стандартизации и метрологии, туризма, образования, связи и информационных технологий.По итогам заседания главы делегаций подписали протокол XXVI заседания Межправкомиссии. and Reaffirming the importance of healthy economies that support the sovereignty, independence, and territorial integrity of our countries, Acknowledging the B5+1 as a vital business counterpart to the C5+1 diplomatic platform that pursues a regional approach to further increasing commercial ties among C5+1 countries, Have reached the following understanding:The C5+1 countries intend to promote prosperity, peace, and progress by increasing economic activities and engagement by taking the following actions:Commercial Environment Improve ease of doing business and encourage trade and investment through the implementation of regulatory reforms; November 7, 2025 – Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Alibek Kuantyrov held a meeting with Kumar Aksakalov, Akim of the Kostanay Region, during which the implementation of the Prime Minister’s instructions given at a special investment meeting, as well as mechanisms for attracting investments, implementation of promising projects, and development of the regional investment ecosystem were discussed.The parties reviewed the work carried out under the National Digital Investment Platform (NDIP), including issues related to supporting and monitoring investment projects, as well as improving transparency and efficiency in interactions with investors. They also discussed the calculation of indicators of foreign direct investment (FDI) and investment in fixed capital (IFC), including the methodology for their formation and accounting at the regional level. В рамках проекта «Развитие волонтёрства в сфере чрезвычайных ситуаций» в Астане прошли командно-штабные учения «Қыс–2025», направленные на проверку готовности города к возможным чрезвычайным ситуациям в зимний период.В мероприятии приняли участие добровольцы общественного объединения «Волонтёры Астаны LIDER.KZ», реализующего проект в рамках малого гранта Национальной волонтёрской сети.Во время учений они совместно с профессиональными спасателями отрабатывали алгоритмы действий в условиях зимних чрезвычайных ситуаций, осваивали приёмы оказания помощи населению и взаимодействия с коммунальными и экстренными службами. Практическая часть мероприятия прошла на территории Индустриального парка, где участники смогли закрепить полученные знания на реальных сценариях реагирования.Сотрудничество между волонтёрами и профильными службами в сфере предупреждения и ликвидации чрезвычайных ситуаций продолжает активно развиваться. Такая работа способствует укреплению культуры гражданской ответственности, повышению устойчивости общества и формированию эффективной системы общественной безопасности, в которой волонтёры выступают надёжными партнёрами государства. CART.IS showed where Kazakhstan can accelerate the digitalization of trade 07.11.2025
The results of a CART.IS study were presented in Astana, identifying areas where Kazakhstan needs to accelerate trade digitalization. The project is being implemented with the support of the European Union and the International Trade Centre.The meeting brought together representatives from the Ministry of Trade and Integration, QazTrade, government agencies, and international partners. The goal of the meeting was to determine how to make data exchange between agencies and countries faster, more transparent, and fully digital.The analysis covered 27 key services involved in foreign economic activity. Of these, 81% are already provided electronically, while only 19% remain paper-based. Furthermore, 15 government IT systems operate independently: only 11 services are connected to the interdepartmental electronic interaction system, while 14 still require integration.The study also found that 60% of cross-border procedures require digital integration with systems in other countries, primarily Russia, China, Azerbaijan, Uzbekistan, and Kyrgyzstan. The lack of such integration leads to document duplication and additional costs for businesses.Vice Minister of Trade and Integration Aidar Abildabekov noted that further simplification of trade procedures requires not just digitalization, but also the interoperability of government systems architectures. "The CART.IS initiative is not just an analytical exercise, but a practical tool that will help Kazakhstan make foreign trade faster, more transparent, and more predictable" he emphasized.The Ambassador of the European Union to the Republic of Kazakhstan, Aleska Simkic, noted that Kazakhstan has already established itself as a leader in digital transformation in the region. "The country is demonstrating impressive results in paperless trade and e-government development. This is a solid foundation for expanding economic ties with Europe" she said.The study also revealed that only five of the twelve participating institutions have their own digitalization departments. This finding highlights the need to strengthen institutional capacity and improve coordination between agencies. QazTrade Deputy Director General Nurlan Kulbatyrov added that the transition to completely paperless trade could increase Kazakhstan's trade turnover by 10-15% annually by reducing costs for businesses.The CART.IS analysis was conducted as part of the Ready4Trade: Fostering Prosperity through the Trans-Caspian Transport Corridor project, funded by the European Union and implemented by the International Trade Centre. The project aims to modernize trade procedures, develop regional connectivity, and support small and medium-sized businesses in Central Asian countries. The International Trade Centre is a joint agency of the World Trade Organization and the UN that helps businesses from developing countries enter global markets. В Алматы обсудили новые инициативы по усилению роли сельских акимов 07.11.2025
7 ноября 2025 года в Алматы состоялось выездное заседание Общественной палаты при Мажилисе Парламента РК, в котором принял участие вице-министр национальной экономики РК Бауыржан Омарбеков.В центре обсуждения - проект Закона «О внесении изменений и дополнений в Закон Республики Казахстан «О местном государственном управлении и самоуправлении»», инициированный депутатами Мажилиса.В своем выступлении вице-министр отметил значимость проводимых реформ по совершенствованию системы местного самоуправления и остановился на ключевых положениях законопроекта.Местное самоуправление, подчеркнул он, является институциональной основой гражданской активности и важным механизмом формирования доверия и ответственности между государством и обществом.Развитие избирательного институтаВице-министр напомнил, что в 2021 году были введены прямые выборы акимов сельских округов. По состоянию на 1 ноября 2025 года избрано 863 сельских акима, а с момента запуска реформы проведено почти 3,5 тысячи выборов.Следующим этапом стало внедрение прямых выборов районных акимов. В 2022 году был принят соответствующий закон, в 2023 году прошли пилотные выборы, а с текущего года - постоянные.На сегодняшний день избраны 48 районных и 4 городских акима областного значения. В текущем году выборы прошли в семи регионах страны - в Северо-Казахстанской, Алматинской, Акмолинской, Кызылординской, Туркестанской и Абайской областях, а также в одном районе Восточно-Казахстанской области.Совершенствование законодательства30 июня текущего года в Мажилис внесены законопроекты, направленные на дальнейшее развитие избирательных процессов. Они предусматривают создание избирательных фондов кандидатами в акимы, запрет на финансирование вне этих фондов и другие поправки.Одной из ключевых задач остается повышение ответственности за выполнение предвыборных обещаний.Финансовая самостоятельность и новые источники доходовФинансовая независимость названа одним из ключевых условий эффективной работы избранных акимов.С момента введения бюджета IV уровня (с 2018 года) собственные поступления в сельские бюджеты выросли в 3,5 раза - с 32,2 млрд до 112,2 млрд тенге в 2024 году.Для дальнейшего укрепления финансовой базы предлагается расширить источники доходов за счет перераспределения налогов и сборов, включая плату за использование водных ресурсов, лицензии на отдельные виды деятельности и другие платежи.Обучение и цифровизацияВ 2025 году запущена программа переподготовки акимов сельских округов, направленная на развитие управленческих компетенций и инфраструктуры. Первая волна обучения охватила 1 784 акима, вторая - стартовала в сентябре и включает 428 участников.Кроме того, в пилотном режиме реализуется проект «Цифровое рабочее место акима», обеспечивающий доступ к государственным базам данных.Пилот охватывает 34 села в 17 регионах страны. Regional trade and consumer protection departments in the Republic of Kazakhstan continue to actively respond to citizen complaints, ensuring the restoration of their legal rights and interests.The Shymkent Department of Trade and Consumer Protection of the Ministry of Trade and Integration of the Republic of Kazakhstan received a complaint from citizen A., who purchased gold jewelry online. After receiving the item, the buyer discovered a defect and contacted the seller, demanding a replacement or refund. However, the seller refused to honor this legal demand.The consumer submitted a written statement to the Department, enclosing photographs and videos, a cash register receipt, and a copy of the claim letter. Based on the complaint, an unscheduled inspection was conducted in accordance with the Entrepreneurship Code of the Republic of Kazakhstan.The inspection found that the seller violated the procedure and timeframe for reviewing complaints stipulated by the Law of the Republic of Kazakhstan "On the Protection of Consumer Rights." Administrative measures were taken against the business entity under Article 190, Part 5 of the Code of Administrative Offenses. Following the inspection, the seller acknowledged the violation and refunded the buyer 95,000 tenge, fully satisfying the consumer's demands.A similar incident was recorded at a branch of a large retail chain in Shymkent. The customer discovered a discrepancy between the price on display and the amount indicated on the receipt—1,990 tenge versus 2,990 tenge.
