First Deputy Minister of Foreign Affairs of the Republic of Kazakhstan Yerzhan Ashikbayev held a meeting with Andrei Mikhnev, Regional Director for Central Asia of the World Bank, and Zafar Khashimov, Country Manager of the International Finance Corporation in the Republic of Kazakhstan.During the meeting, the parties discussed the current state and prospects of cooperation between Kazakhstan and the World Bank Group, including the preparation of a new Country Partnership Framework with Kazakhstan for 2026-2031.First Deputy Minister Ashikbayev emphasized the strategic nature of Kazakhstan’s cooperation with the World Bank Group, which has remained one of the country’s key international partners for many years, supporting the implementation of infrastructure projects and socio-economic reforms. At a Government meeting chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, Akim of the Kostanay Region, Kumar Aksakalov, reported on the work done in the field of housing construction in the region.The region planned to build 500 thousand square meters of housing by 2025. By the end of the year, 517.4 thousand square meters of housing (5,420 apartments) were built and commissioned. The plan was exceeded. This year, it is planned to commission 520 thousand square meters of housing."Modern, high-quality residential buildings are being constructed not only in cities but also, for the first time, in district centers. This improves the standard of living and employment opportunities for residents of the regions," noted Kumar Aksakalov.In 2025, 548 rental apartments were purchased for citizens in need of housing, amounting to 7.6 billion tenge.To improve housing affordability, the construction of credit housing continues.In 2025, through the issuance of securities worth 12.1 billion tenge, 18 apartment buildings with a total area of 67.5 thousand square meters were commissioned.Otbasy Bank, under state programs, issued 1,046 loans at preferential rates of 2% and 5%, and under the "Nauryz" program — 736 loans. The total loan amount was 30.7 billion tenge.To provide additional support to citizens on the housing waiting list, an agreement was signed with Kazakhstan Housing Company in November 2025 for the implementation of rental housing with the right to purchase."To provide housing for young specialists, the 'Kostanay Zhastary' program is being implemented. Over three years, 344 loans amounting to about 5 billion tenge have been issued. Предварительные итоги работы Проектного офиса внедрения Налогового кодекса рассмотрели на 8 заседании под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина.Всего на заседаниях Проектного офиса уже рассмотрено 60 вопросов, связанных с имплементацией норм Налогового кодекса. В частности, в сфере здравоохранения уже завершается работа по внесению в подзаконные акты изменений, касающиеся применения НДС при импорте лекарств и медицинских изделий и освобождения от НДС орфанных и социально значимых лекарств. 13 февраля этого года принят приказ Министерства здравоохранения об установлении предельных цен на лекарства и медизделия без учета НДС.Министерства промышленности и строительства, энергетики, финансов, Комитет по регулированию естественных монополий и Самрук-Казына прорабатывают изменения в правила закупок в части приобретения товаров, работ и услуг у налогоплательщиков, применяющих специальный налоговый режим на основе упрощенной декларации. Речь идет о механизмах, направленных на соблюдение налогового законодательства, производственных процессов и поддержание конкурентной среды без увеличения затрат со стороны квазигосударственных компаний. Единую основу для разработки соответствующих изменений, исходя из идеологии Налогового кодекса, формирует Министерство национальной экономики.Остальные вопросы, касающиеся администрирования «с чистого листа», смены налоговых режимов, финансового сектора, работы ИСНА и другие были решены в оперативном порядке.В перечень вопросов, требующих внесения изменений в Налоговый кодекс, вошли:Применение вычета по ИПН при изменении группы инвалидностиРазмер налогового вычета зависит от группы инвалидности (5000 или 882 МРП). При изменении группы в течение года возникает вопрос о размере применяемого вычета.Предлагается закрепить норму, согласно которой при изменении группы инвалидности в течение года применяется максимальный вычет – 5000 МРП, по принципу «поглощения» (ст.404 НК), и внести уточнение в редакцию нормы.Отмена требования по выписке ЭСФ по вознаграждениям по займамОбороты по вознаграждениям по кредитам, займам и микрокредитам освобождены от НДС (ст.474 НК). Однако из-за редакционных неточностей формулировки они не включены в перечень операций, по которым не требуется ЭСФ.Предлагается исключить требование по выписке ЭСФ по таким операциям и применить норму ретроспективно с 1 января 2026 года.Расширение перечня сведений, не относящихся к налоговой тайнеПредлагается исключить из налоговой тайны сведения:о суммах социальных платежей;о задолженности по социальным платежам;отдельные регистрационные данные налогоплательщика.Изменения направлены на цифровизацию администрирования и упрощение исполнения социальных обязательств. Требуется корректировка ст.45 НК.Подтверждение ввоза ГСМ для авиации при освобождении от НДСНК освобождает от НДС импорт ГСМ для воздушных перевозок (ст.479). Однако действующая формулировка может требовать подтверждение ввоза дипломатическими представительствами, что относится к другому подпункту статьи.Предлагается внести уточнение в норму, чтобы исключить возможные разночтения.Освобождение от акциза экспорта энергетических напитковВ настоящее время экспорт подакцизных товаров освобождается от акциза. Однако при давальческой переработке акциз возникает у переработчика при передаче готовой продукции владельцу сырья, даже если товар затем экспортируется.Предлагается освободить от акциза такую передачу продукции, если она предназначена для последующего экспорта. The results of the sketch project competition were summarized in Kostanay, which involved 3rd and 4th-year students of the Kostanay Construction College. The competition aimed to support the creative and professional potential of future specialists in the fields of architecture, construction, and design.Participants were tasked with developing conceptual solutions for real urban spaces. This format allowed students to go beyond the academic curriculum and apply their acquired knowledge in practice by proposing ideas for urban environment development.Projects in several areas were presented as part of the competition. One of them was the creation of an eco-quarter — a concept for improving a site at the intersection of Abay Avenue and Baimagambetov Street. Students proposed options for transforming the area into a modern public space with a square and elements of ecological improvement.Participants also presented developments in the field of smart urbanism. The projects involved creating small architectural forms using modern technologies, as well as navigation systems for more comfortable orientation in the urban environment.A separate area of the competition was dedicated to conceptual ideas for integrating residential complexes with social facilities and implementing environmental solutions into urban infrastructure.The submitted works were evaluated by a jury, which included specialists in urban planning and architecture. In the Denisovsky district, as part of the republican campaign "Snow Landing," volunteers assisted a lonely pensioner, showing care and attention to the older generation.The main goal of the campaign is to support elderly people, fostering a culture of mutual assistance and mercy in society. The initiative also aims to increase youth activity and popularize traditions of respect for the older generation.During the event, active youth from the district visited a pensioner living alone and helped clear snow from her yard and the adjacent area around her house.
