Казахстанская делегация во главе с заместителем Премьер-министра – министром национальной экономики Сериком Жумангариным прибыла в Кабул с гуманитарной и деловой миссией. Казахстан направил народу Афганистана очередную партию гуманитарной помощи общим весом 318,8 тонны, а также группу казахстанских врачей для оказания медицинской помощи населению. В состав делегации вошли девять специалистов ведущих медицинских организаций Казахстана. В рамках Дней казахстанской медицины в Афганистане в течение недели они будут проводить консультации и оказывать практическую медицинскую помощь населению, проводить мастер-классы для афганских коллег.Как отметил Серик Жумангарин, гуманитарная помощь направлена по поручению Главы государства и является частью последовательной политики Казахстана по поддержке народа Афганистана. Общий вес гуманитарного груза составляет 318,8 тонны. Включает 1,867 тонны лекарственных препаратов (противовирусные, гипогликемические, гастроэнтерологические, сердечно-сосудистые, бронходилататоры и другие препараты) и медицинских изделий, 300 тонн сахара, 100 летних палаток, постельные принадлежности и другие предметы первой необходимости. Основная часть груза – 8 вагонов, была доставлена железнодорожным транспортом на станцию Хайратон в провинции Балх. Часть медикаментов прибыла авиатранспортом вместе с делегацией. Доставка гуманитарной помощи организована казахстанским агентством международного развития KazAID совместно с министерствами иностранных дел, по чрезвычайным ситуациям, здравоохранения и транспорта. «Мы рассматриваем Афганистан как одного из приоритетных и стратегически важных партнеров в регионе Южной и Центральной Азии. Мы уверены, что стабильный и процветающий Афганистан – это важное условие для мира и устойчивости всего региона. Очередная партия гуманитарной помощи, направленная нашей страной, это не просто акт поддержки, но и проявление солидарности, уважения и ответственности. Основные цели Регионального Центра – укрепление взаимодействия с международными организациями, координация международных и региональных усилий по реализации 17 целей устойчивого развития, развитие торгово-экономических связей и привлечение инвестиций. В целом, Центр ООН в Алматы может стать международной площадкой для формирования долгосрочной стратегии устойчивого развития Афганистана, с участием самих афганцев. Справочно:По данным ООН, сегодня около 30 млн человек из 45 млн населения афганцев нуждаются в гуманитарной помощи. Наша страна на протяжении более двух десятилетий оказывает гуманитарную помощь Афганистану, на постоянной основе – с 2021 года. За последние пять лет в страну направлены десятки тысяч тонн муки и продовольствия, лекарственных препаратов и медицинских изделий, палаток, предметов быта, теплой одежды и других товаров первой необходимости. Первая гуманитарная миссия Казахстана в Афганистане состоялась в ноябре 2025 года. На заседании Проектного офиса внедрения нового Налогового кодекса под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина рассмотрена одна из наиболее обсуждаемых норм нового Налогового кодекса – порядок применения льготы по НДС в отношении сельскохозяйственной продукции, продукции рыбоводства и промыслового рыболовства, использованных в целях облагаемого оборота по нулевой ставке.Речь идет о норме статьи 484 Налогового кодекса, предусматривающей уменьшение на 80% суммы НДС, относимого в зачет по такой продукции при экспорте. В ходе обсуждения с отраслевыми ассоциациями, сельхозтоваропроизводителями и экспортерами было отмечено, что сохранение возможности полного возмещения НДС по экспортным поставкам станет дополнительной мерой поддержки отечественных аграриев и позволит сохранить конкурентоспособность казахстанской продукции на внешних рынках.По итогам заседания Проектного офиса принято решение, что для экспортеров сельхозпродукции не будет применяться корректировка суммы НДС, относимого в зачет. То есть данная норма статьи 484 Налогового кодекса будет отменена. Обоснованность требований на возврат НДС будет подтверждаться налоговой проверкой с применением так называемого «методапирамиды», который позволяет проследить всю цепочку движения товара и уплаты налога – от сельхозпроизводителя до экспортера. При положительных результатах такой проверки экспортер сможет получить возврат ранее уплаченного НДС в полном объеме.Данное предложение будет включено в общий пакет поправок в Налоговый кодекс и внесено на рассмотрение Курултая. В случае его принятия соответствующие изменения будут применяться ретроспективно, с даты введения в действие нового Налогового кодекса.При введении нормы по корректировке зачетного НДС одновременно была расширена льгота для сельхозтоваропроизводителей: размер уменьшения суммы НДС, подлежащей уплате в бюджет, был увеличен с 70% до 80%. Поскольку принято решение сохранить ранее действовавший механизм возврата экспортного НДС, предлагается восстановить и прежний размер льготы – 70%.Параллельно Комитет госдоходов совместно с Нацбанком прорабатывает механизм использования цифрового тенге при возврате НДС. Завершить работу по его внедрению планируется уже в этом году. Данный инструмент ориентирован прежде всего на экспортеров и позволит существенно сократить сроки возврата НДС. При этом его применение носит исключительно добровольный характер: бизнес сможет выбирать между действующим порядком возврата НДС и механизмом использования цифрового тенге.   Как отметил Серик Жумангарин, при принятии решения были учтены предложения отраслевых ассоциаций, сельхозтоваропроизводителей и экспортеров. Systematic work on the development of housing construction and social infrastructure continues in Kostanay region. The Akim of Kostanay Region, Kumar Aksakalov, congratulated healthcare workers on their professional holiday. The head of state noted: "Healthcare is one of the key initiatives in the renewal of our country."This year, 133.2 billion tenge has been allocated to healthcare in the region, a 1.6-fold increase compared to 2022.Currently, 438 medical organizations operate in the region. They employ more than 13,000 specialists, including approximately 1,800 doctors. Over the past three years, 34 medical facilities have been built: two clinics, five outpatient clinics, 23 first-aid stations (FAPs), and four first-aid stations. They are equipped with ultrasound machines, laboratories, rehabilitation equipment, and physiotherapy devices, which were previously unavailable at the village level.Private investment has enabled the opening of the LifeClinic medical center and outpatient clinics in the Yubileiny microdistrict of Kostanay and in the town of Tobyl in the Kostanay district. A district outpatient clinic in the Zarechny residential complex of the Kostanay district will soon open its doors.Reconstruction of the outpatient clinic in the Zhitikara district has been completed. Following the renovation of the district hospitals in Arkalyk and Zhitikara, the renovation of the Arkalyk Medical College and the construction of feldsher-midwife stations in the Amangeldy and Dzhangeldy districts will begin this year.Two children's centers have opened in the region. One of them is the largest center for children with autism in the republic, as well as a rehabilitation center for children with disabilities.Renovations are underway at 34 healthcare facilities. 13.4 billion tenge has been allocated to strengthen the material and technical infrastructure of the region's medical institutions, a fourfold increase over the 2022 budget.A linear accelerator was installed for the first time at the oncology hospital. Fifty new ambulances were added to the Ambulance Service fleet. The level of medical equipment availability reached 90%.In 2025 alone, more than 300 doctors arrived in the region. The number of graduates from medical colleges in the region increased from 376 to 620. Over the past three years, the physician shortage has been reduced by 67% – from 312 to 101 specialists.Thanks to the work of these people in white coats, mortality rates have decreased over the past three years.
