Large-scale renovation of the road infrastructure continues in all districts of the region. 22.11.2025
Comprehensive work continues in the region to upgrade the road network. Repairs are carried out not only in cities, but also in rural areas. This approach is designed to reduce the gap in living standards between rural and urban residents and ensure equal access to high-quality infrastructure.Significant increase in fundingOver the past three years, the amount of funds allocated for road repairs has increased significantly.In 2022, 8.5 billion tenge was allocated for these purposes.In 2023-2024, financing was increased to 20 billion tenge annually.This year, 29 billion tenge has been allocated for the repair of more than 400 streets in 103 settlements, which is 3.6 times more than in 2022.In terms of financing of the road industry, the region is among the leaders of the country, ahead of other regions in some cases up to 9 times.Work in the regional centerSpecial attention is paid to the regional center. In 2024, 8.2 billion tenge was allocated for the repair of streets and courtyards in Kostanay, which is 1.7 times higher than last year and 3.6 times higher than in 2022.Repairs were carried out on 85 streets with a total length of 51 kilometers.Implementation of major infrastructure projectsWork is also underway in the region on the republican road network. On behalf of the Head of State, the implementation of the Center–West project has begun — a new route from Astana through Arkalyk, Torgai and Irgiz with access to the Trans-Caspian International Corridor.The new route will shorten the journey by 560 kilometers and provide transport connectivity to 13 settlements with a population of about 70 thousand people.The repair of the road from Arkalyk to the border with Ulytau region is being completed. At the same time, work is underway to restore the airport in Arkalyk.Results and impact on the economyIn general, 103 billion tenge has been allocated to improve the condition of roads this year, which is 40% more than in 2024 (73.8 billion tenge). A total of 1,300 kilometers of public roads have been repaired.The development of road transport infrastructure is already showing a positive effect. Astana, November 21, 2025 – The “Otandastar Qory” Non-Profit JSC with the support of the Ministry of Foreign Affairs of the Republic of Kazakhstan hosted the first Forum of Compatriot Scientists.The event aimed to engage foreign scientists in the country’s scientific and innovative development and to promote Kazakhstan’s intellectual potential on the international stage. The forum brought together forty scientists from various countries around the world, as well as more than one hundred Kazakhstani researchers and experts. During a trade and economic mission from Kazakhstan in Minsk, a $5 million contract was signed between the National Association of Oilseed Processors and the Belarusian company "Dary Polye Plus." How the Abay region is combating rising food prices: real violations and fines 21.11.2025
In the Abay region, intensive efforts to identify unjustified price increases on socially important food products are ongoing. Monitoring groups are documenting cases of entrepreneurs artificially inflating prices, violating legal requirements and misleading consumers.Recent inspections have once again confirmed instances of unjustified markups. In Semey, an individual entrepreneur purchased Barskie salt for 108 tenge per kilogram but sold it for 150 tenge. This difference resulted in a markup of 39 percent, more than twice the established norm.Another case was uncovered at one of the city's social pavilions. There, buckwheat was purchased for 175 tenge and Akmarzhan rice for 350 tenge per kilogram. They were sold for 220 and 440 tenge, respectively. The trade markup was 25.8 percent, a direct violation of the law. Following an inspection, the entrepreneurs were fined.In the city of Kurchatov, Department specialists discovered a repeat violation. An entrepreneur purchased Barakat rice for 480 tenge and sold it for 580 tenge per kilogram, allowing for a 20.9 percent markup. A fine of 19,660 tenge was imposed for the violation.The Department also reminds that every retailer is obligated to ensure accurate and up-to-date price tags on store shelves. Violations of these requirements are regularly recorded. Since the beginning of the year, 17 administrative fines have been issued for missing price tags, incorrectly indicating prices, or indicating prices in currencies other than tenge. The total fines amounted to 480,000 tenge.Monitoring is not limited to retail outlets. Electronic invoices are also being analyzed in conjunction with the State Revenue Committee. This mechanism allows for tracking the movement of socially important goods, identifying unnecessary intermediaries and unjustified price increases.Containing prices for essential goods is a priority of state policy. According to Article 9 of the Law "On the Regulation of Trade Activities," the trade markup on socially important food products must not exceed 15 percent. Violations are punishable by administrative penalties under Article 204-4 of the Code of Administrative Offenses of the Republic of Kazakhstan. For small businesses, the fine is 5 MCI, for medium-sized businesses 35 MCI, and for large businesses 150 MCI. For repeat violations, the fine doubles.Since the beginning of the year, the Department of Trade and Consumer Protection of Abay Region has issued 119 administrative decisions totaling 856,000 tenge for exceeding the trade markup by 15 percent. Холдинг «Байтерек» получил ключевую роль в реализации новой Программы макроэкономической стабилизации 21.11.2025
19 ноября на заседании Правительства была представлена Программа совместных действий Правительства, Национального Банка и Агентства по регулированию и развитию финансового рынка на 2026–2028 годы. Документ определяет комплекс мер по макроэкономической стабилизации, снижению инфляции, расширению внутреннего производства и обеспечению устойчивого роста благосостояния граждан.  В этой программе особая роль отводится холдингу «Байтерек» как одному из главных инструментов экономической политики Правительства. С учётом необходимости значительного прироста инвестиций Холдинг совместно с банками второго уровня станет основным источником кредитов для реального сектора — как для инвестиционных проектов, так и для новых точек экономического роста и ключевых отраслей экономики.Правительство продолжит капитализировать Холдинг «Байтерек» на сумму 1 трлн тенге в 2026 году, чтобы расширять инвестиционные возможности и поддерживать приоритетные проекты в обрабатывающей промышленности и инфраструктуре. Со своей стороны Холдинг будет каждый год привлекать до 7 трлн тенге на финансовом рынке — как из внешних, так и из внутренних источников.В этом году Холдинг доведет общий размер господдержки до 8 трлн тенге. На сегодняшний день холдингом «Байтерек» оказана поддержка субъектам предпринимательства на общую сумму 5,7 трлн тенге. К примеру, из них около 1,7 трлн тенге направлено на поддержку порядка 9,6 тыс. проектов МСБ, а 860,3 млрд тенге — на поддержку 14 тыс. сельхозтоваропроизводителей. В результате было создано около 29 тыс. рабочих мест. Благодаря таким мерам ожидается прирост экономики на 1,3 процентного пункта.Холдинг будет увеличивать объемы кредитования, что даст бизнесу больше доступа как к оборотному, так и инвестиционному (долгосрочному) капиталу.В ближайшие годы Холдинг сосредоточится на проактивной инвестиционной работе — поддержке проектов, которые создают новые высокопроизводительные предприятия, увеличивают экспорт и снижают зависимость от импорта, усиливая развитие экономики. В результате будет сформирован пул из 15–20 крупнейших инвестиционных проектов в таких отраслях как ГМК, машиностроение, нефтегазохимия и химия, энергетика, туризм и пищевая промышленность, обеспечивающих наибольший мультипликативный эффект и способных существенно повлиять на качественное развитие отраслей и регионов.В агросекторе планируется активизация финансирования проектов по глубокой переработке продукции АПК. Это позволит увеличить долю переработанной продукции в АПК на 70%. Ежегодно в стране будут запускаться более 100 новых инвестиционных проектов и производств в перерабатывающей отрасли АПК.Для активизации инвестиционной деятельности в Холдинге будет создано единое инвестиционное окно — механизм, который позволит на одном месте проводить отбор проектов, правильно их структурировать, привлекать инвесторов, а также обеспечивать полное сопровождение и контроль хода выполнения.При этом Холдинг продолжит и расширит поддержку малого и среднего бизнеса. Для этого будут активнее использоваться гарантии по кредитам, а финансирование будет направляться на самые важные и нужные направления.Особое внимание уделят проектам по импортозамещению, поддержке отечественных производителей, а также развитию инфраструктуры в энергетике и транспорте. Такие проекты будут реализовываться через механизм «заказ на инвестиции» с учётом потребностей и особенностей каждого региона.Холдинг «Байтерек» усилит помощь компаниям, у которых есть экспортный потенциал, объединяться, находить новых трейдеров и продвигать свою продукцию на зарубежных рынках. Для продвижения продукции АПК на зарубежные рынки создается Фонд «ADAL».Также планируется усилить присутствие Казахстана на приграничных рынках. Это включает продвижение услуг компаний Холдинга — например, ипотечных продуктов Отбасы банка.Чтобы казахстанские производители могли успешнее конкурировать за рубежом, предусмотрено финансирование экспортных проектов в иностранной валюте. At the plenary session of the Senate of the Parliament of the Republic of Kazakhstan, the draft law "On the Republican Budget for 2026–2028" was presented. In shaping the country’s main financial document, strategic guidelines, state objectives, and priorities for socio-economic development were taken into account.The budget draft underwent extensive discussion in Senate committees and working groups. As a result of joint efforts, additional funds were reallocated to priority expenditures. Specifically, 28.5 billion tenge were directed toward regional development, including infrastructure projects, and 57.7 billion tenge toward strengthening transport logistics. These measures aim to improve the population’s quality of life and enhance the country’s transit potential.Special attention was given to the fact that this budget is being formed for the first time under the new Budget Code. Systemic changes have been introduced, including strategic and medium-term planning, mandatory budget reviews to assess spending efficiency, and a shift toward investment discipline. Every project is now subject to evaluation for socio-economic impact and risk analysis.The expenditure part of the budget remains socially oriented. In 2026, 10.8 trillion tenge are allocated to the social sector, of which 6.8 trillion tenge are earmarked for social payments and 4 trillion tenge for human capital development. Reforms include the digitalization of benefit payments, optimization of healthcare funding with an expanded compulsory health insurance package, and increased financial autonomy for cultural institutions.For the development of the real sector, 3.6 trillion tenge are allocated, including funding for infrastructure, core industries, agriculture, manufacturing, and business support measures. A separate priority is strengthening national security: expenditures for the security sector in 2026 will amount to 3.1 trillion tenge, or 1% of GDP.According to Deputy Minister of Finance of Kazakhstan Abzal Beisenbekuly, who presented the draft law in the Senate, cooperation with Parliament enabled savings of 68 billion tenge in budget funds. Administrative expenses were reduced from 15% to 12%.
