В Атырауской области состоялся ряд мероприятий с участием вице-министра национальной экономики Республики Казахстан Ерлана Сагнаева, посвященных вопросам устойчивого развития, поддержки предпринимательства и привлечения инвестиций.Одной из ключевых площадок стало XII выездное заседание Парламентской комиссии по мониторингу реализации национальных целей и задач в области устойчивого развития под председательством Спикера Сената Парламента РК Маулена Ашимбаева. Центральной темой обсуждения стало устойчивое управление водными экосистемами Каспийского моря и реки Жайык в контексте достижения Целей устойчивого развития.Участники рассмотрели вопросы сохранения водных ресурсов, экологической устойчивости региона и интеграции принципов ЦУР в социально-экономическое развитие западных областей страны.Кроме того, в рамках рабочей поездки вице-министр встретился с представителями бизнеса Атырауской области.В ходе встречи с предпринимательским сообществом региона были представлены действующие меры государственной поддержки бизнеса, а также планы по дальнейшему совершенствованию делового климата. Мероприятие прошло с участием заместителя акима Атырауской области Марата Мурзиева.Сегодня в регионе функционируют 57,5 тыс. субъектов предпринимательства. За январь–апрель 2026 года объем привлеченных инвестиций составил 408,3 млрд тенге. До конца года планируется реализация 21 инвестиционного проекта общей стоимостью 717 млрд тенге.Как отметил Ерлан Сагнаев, Министерство национальной экономики последовательно работает над созданием благоприятных условий для развития малого и среднего бизнеса.«Министерство нацелено на создание максимально прозрачной и стимулирующей среды для МСБ. В текущем году в рамках инструментов господдержки Атырауской области уже выделено 10 млрд тенге, а также предоставлены кредитные гарантии на сумму 12,1 млрд тенге. Это реальные ресурсы, которые должны работать на расширение деловой активности и появление новых производств», — подчеркнул вице-министр.В ходе открытого диалога представители бизнеса подняли вопросы реализации региональной программы «Іскер аймақ», развития социального предпринимательства, совершенствования налогового законодательства, механизмов финансовой поддержки и расширения доступа отечественных производителей к государственным закупкам.Отдельное внимание было уделено вопросам развития промышленного сектора. На заседании Проектного офиса внедрения Налогового кодекса, прошедшем под председательством заместителя Премьер-министра  – министра национальной экономики Серика Жумангарина, Комитет государственных доходов презентовал проект нового сервиса в Кабинете налогоплательщика, который позволит работодателям производить расчеты и уплату обязательных платежей с фонда оплаты труда в одно нажатие.Вопрос упрощения механизма уплаты налогов и социальных платежей с фонда оплаты труда неоднократно поднимался предпринимателями и бухгалтерским сообществом и ранее рассматривался на площадке Проектного офиса.Сегодня работодатели осуществляют порядка 7-8 различных социальных платежей за работников, каждый из которых рассчитывается по отдельной методике. Новый сервис позволит автоматически рассчитывать все необходимые платежи с учетом действующих льгот и особенностей отдельных категорий работников, а также формировать и направлять платежные документы в банк.Благодаря интеграции с государственными информационными системами сервис сможет учитывать статус работников и применять соответствующие режимы расчета. Также предусматривается возможность ведения табеля рабочего времени, на основании которого будут автоматически производиться необходимые начисления.Ожидается, что внедрение сервиса позволит существенно снизить административную нагрузку на субъектов малого и среднего бизнеса, в том числе отказаться от необходимости представления формы 200.00.Как отметил председатель Комитета государственных доходов Жандос Дуйсембиев, использование сервиса будет полностью добровольным. На первом этапе механизм планируется внедрить для субъектов малого и среднего бизнеса, а в дальнейшем распространить и на крупные предприятия, после интеграции с бухгалтерскими системами.Сервис позволит автоматизировать расчеты по социальным платежам, минимизировать ошибки при заполнении документов и повысить прозрачность расчетов между работодателем и работником.Пилотный запуск сервиса планируется в сентябре текущего года. В случае успешной апробации его внедрение на постоянной основе предполагается с января 2027 года.Также на заседании рассмотрен вопрос расширения перечня доходов, не облагаемых индивидуальным подоходным налогом, в случае прекращения обязательств физического лица по кредиту в рамках Программы рефинансирования ипотечных жилищных займов.Государственные органы совместно рассмотрят действующие исключения из обложения доходов на предмет необходимости внесения дополнений, в том числе с учетом базового подхода по социальной карте семьи, а также наличия физических лиц, пострадавших вследствие мошеннических схем при выдаче кредитов.Кроме того, участники заседания поддержали предложение о возобновлении выдачи налоговыми органами сертификатов резидентства Республики Казахстан иностранным гражданам.Необходимость возврата к ранее действовавшему механизму связана с практическими вопросами, возникающими у банков второго уровня при определении налогового статуса иностранных клиентов и применении соответствующего режима налогообложения по банковским вкладам.Предложение банков второго уровня было поддержано участниками заседания.Source : https://www.gov.kz/memleket/entities/economy/press/news/details/1236819?lang=ru

During a control operation on price stabilization for socially significant food products in the Almaty region, violations of legislative requirements were identified by a number of large trade entities. In particular, individual entrepreneur "Omarov", LLP "Iceberg Distribution", and LLP "Ar Dias" purchased socially significant food products at low prices and sold them to other trade entities with an unjustified trade markup ranging from 17% to 86%.Based on these facts, unscheduled inspections were appointed. Following their results, administrative measures were applied to the violators and fines were imposed.Since the beginning of the year, as part of control measures against 171 trade entities, 643 administrative protocols have been drawn up for a total amount exceeding 3.4 million tenge. Of these, 467 protocols were issued for exceeding the maximum permissible size of the trade markup on socially significant food products, and another 176 for violations of the legislation of the Republic of Kazakhstan on the regulation of trade activities.Overall, since the beginning of the year, inspections have established that one retail chain, one wholesale trading platform, and 11 trade entities applied unjustified trade markups on socially significant food products ranging from 40% to 203.8%.Furthermore, as part of implementing Government instructions on regulating the activities of food markets and eliminating inefficient intermediaries, the regional commission conducted unscheduled inspections of 13 trade entities at the "Altyn Orda" market. Based on the inspection results, 7 inefficient intermediaries were removed from the supply chains.Currently, a list of producers and large suppliers in the region has been compiled. Work also continues on identifying and eliminating intermediary schemes through the analysis of electronic invoices.During the analysis of electronic invoices received from state revenue authorities, violations were also identified among a number of large trade entities engaged in the sale of socially significant food products. В Казахстане продолжается совершенствование системы привлечения инвестиций в рамках Концепции инвестиционной политики до 2030 года. Все действующие меры по привлечению инвестиций сохраняются, при этом внедряются новые механизмы для повышения эффективности работы с инвесторами. During the last winter-spring period, the situation in the region was stable. In 2024, protective dams were restored at 27 facilities in the region, and 13 facilities were repaired last year. Currently, 12 facilities have been identified that require repair and restoration.In this regard, it is necessary to repair the "Kumsai", "Koltogan", "Kyrash", and "Manap" reservoirs, reconstruct the "Zhideli" reservoir, and restore protective structures near the "Terenozek-Shagan" bridge in the Syrdarya district.Responsible specialists were instructed to repair the spillway and protective dam of the "Akshakyz" canal, the gates and dams of the spillway on the "Kalgandarya" section, and restore the protective dam on the "Korkyt Ata" section of the SyrDarya River.Additionally, specific tasks were given for the construction of a spillway on the canal supplying water to the "Kelintobe" main canal, and the restoration of protective dams on the "Rismash" section, near the "Bolashak" University.Currently, there are 6 industrial zones operating in the region. Last year, by a Government decree, the "Korkyt Ata" special economic zone was established in the city of Kyzylorda. В Казахстане продолжается рост инвестиционной активности. По итогам четырех месяцев 2026 года инвестиции в основной капитал увеличились на 6,7%, достигнув 4,9 трлн тенге, что превышает темпы роста экономики. При этом в 2025 году валовый приток прямых иностранных инвестиций составил 20,5 млрд долларов, увеличившись на 14,4% по сравнению с предыдущим годом. Об этом сообщил вице-министр национальной экономики РК Арман Касенов на пресс-конференции в СЦК.Спикер отметил, что международные рейтинговые агентства Moody’s, Standard & Poor's и Fitch регулярно подтверждают суверенный рейтинг Казахстана на уровне инвестиционной надежности.«Для привлечения инвестиций в Казахстан сформирована комплексная система сопровождения инвесторов, включающая зарубежные учреждения, центральные госорганы и региональный уровень. В каждом регионе сформированы инвестиционные программы, предусматривающие конкретные проекты, нуждающиеся в привлечении инвестиций. После отбора проектов проводится адресная работа по поиску инвесторов через зарубежные представительства Казахстана», –  подчеркнул вице-министр. В целях создания благоприятного инвестиционного климата реализуются механизмы защиты бизнеса. Внедрен «прокурорский фильтр», ограничивающий необоснованное вмешательство контролирующих органов. Для приоритетных проектов действует механизм Fast Track, позволяющий ускорить получение необходимых разрешений и мер господдержки. Для оперативного решения возникающих вопросов в каждом регионе функционируют региональные инвестиционные штабы, а также формируется Единый реестр проблемных вопросов инвесторов.Регистрация компаний доступна в онлайн-формате через портал eGov. Инвесторам предоставляются налоговые и таможенные преференции, инвестиционные субсидии, натурные гранты и другие меры господдержки, в рамках заключения инвестиционного контракта.В стране функционируют 18 специальных экономических зон и 67 индустриальных зон. Они обеспечивают инвесторов готовой инфраструктурой и льготными условиями для ведения бизнеса.«Одним из ключевых инструментов поддержки крупных проектов является Соглашение об инвестициях. Данный механизм позволяет инвесторам, реализующим проекты стоимостью не менее 7,5 млн МРП, получить комплекс мер господдержки и гарантии стабильности законодательства сроком до 25 лет. За 2025 год заключено 30 соглашений, в текущем году –  12 соглашений. In subsequent years, she worked at the same polyclinic as head of a department, district doctor, and deputy chief physician. The main objective of the UAPF is to accumulate citizens' pension savings and ensure their future payments. The Fund's services help citizens not only accumulate the necessary funds for a decent retirement but also actively participate in financial planning for their future. The UAPF provides various digital services to Kazakhstanis and continues to develop them, adapting to client needs. The 24/7 availability of the Fund's services on its website and mobile app is a key factor in increasing depositor interest.From January 1, 2026, to April 30, 2026, the Fund provided 21.5 million services to the population. Of these, 11.7 million were provided electronically, and 9.4 million were automated. Thus, the share of services provided in automated, electronic, and remote formats amounted to 98.8% of the total. A total of 267.4 thousand services were provided in person, including more than 260.3 thousand directly at the Fund’s offices.As a reminder, all pension accounts are opened automatically in the UAPF upon receipt of the first contribution. Targeted requirements are also automatically calculated for citizens of the Republic of Kazakhstan under 18 years of age, and target savings accounts (TSA) are opened to record and pay out target savings to adult recipients of target savings under the National Fund for Children program.During the reporting period, the total number of automatically opened individual pension savings accounts (IPSA) for all types of individual pension contributions (CPC), as well as notional pension savings accounts (NPSA) for recording employer’s compulsory pension contributions (ECPC) transferred by the employer from their own funds, and target savings accounts (TSA, opened to record and pay out target savings to recipients of target savings under the National Fund for Children program) amounted to 790,000.Receiving statements from IPSA, NPSA, and TSA remains the most popular service. Since the beginning of the year, 12.3 million statements have been issued for all types of accounts, 10.8 million of which were issued electronically and 1.3 million automatically. UAPF reminds that receiving account information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account information is available not only through the UAPF mobile app and personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a unified platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, it is still possible to receive information about the status of pension savings by mail by submitting a corresponding request to the UAPF address.In addition to receiving statements in their personal account on the website and in the mobile app, contributors (beneficiaries) have the opportunity to use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for the appointment of pension benefits in connection with the establishment of a disability of groups 1 or 2 indefinitely or in connection with reaching the age of fifty through voluntary pension contributions, tracking the status of a payment application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, etc. Over the past period, 32.2 thousand applications from contributors for the transfer of a portion of pension savings to the trust management of the IPM were accepted, most of which were in electronic format.During the reporting period, 38,400 applications for account details were received, 36,200 of which were submitted at the Fund's offices. When requesting a service from UAPF specialists, contributors typically receive additional consultations and advice on savings management. As part of outreach efforts, 20,500 road shows were held, attended by 413,000 people. The number of materials published in the media based on UAPF announcements amounted to 13.4 thousand. The number of inquiries received from contributors and beneficiaries through feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 159.0 thousand. As a reminder, any company can request an on-site presentation and consultation on the funded pension system by simply calling the call center at 1418 or contacting the Fund through the website or mobile app. UAPF consulting services are available through instant messengers (chatbot in WhatsApp and Viber at +7 777 000 14 18), the call center at 1418 (free call within Kazakhstan), on the corporate website enpf.kz, as well as on the official UAPF pages on social networks Instagram, Facebook, VKontakte, Telegram, Odnoklassniki.UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. В Министерстве национальной экономики РК состоялась встреча директора Департамента развития социальной сферы, правоохранительных и специальных органов Нургуль Жанназаровой с заместителем акима Аральского района, представителями общественного объединения «Поддержка инициативы» и «SDG Hub «Камбаш» Кызылординской области.Основной целью встречи стала презентация проекта «GLocal», который успешно реализуется в Аральском районе в рамках локализации Целей устойчивого развития (ЦУР).Нургуль Жанназарова обозначила ключевые приоритеты Министерства национальной экономики как координирующего органа по реализации ЦУР в Казахстане. Она также отметила положительный опыт аналогичного пилотного проекта, запущенного в прошлом году в городе Каркаралинске для повышения эффективности механизмов местного самоуправления.Представители Кызылординской области подробно рассказали о деятельности «SDG Hub «Камбаш» по поддержке сельских предпринимателей, взаимодействии с региональными институтами Европейского Союза и Программы развития ООН (ПРООН), а также готовности распространять опыт реализации ЦУР на сельском уровне.Кроме того, участники встречи презентовали ряд других социально значимых региональных инициатив. An environmental forum titled "EcoSchool: From Ideas to Action" was held in the Uzunkol district of the Kostanay region, aimed at fostering environmental culture among the younger generation, developing a caring attitude towards the environment, and promoting environmental initiatives.The event was held in the format of an interactive environmental quest, uniting schoolchildren from the district at thematic educational platforms. Participants had the opportunity not only to expand their knowledge in the field of ecology but also to apply it in practice.As part of the forum, special environmental stations were organized for students, dedicated to issues of biodiversity conservation, material recycling, and environmentally responsible behavior. The schoolchildren learned about the specifics of caring for houseplants, studied the conservation of the Central Asian tortoise as a representative of rare animal species, and participated in practical workshops on material recycling.Participants showed particular interest in creative and practice-oriented tasks, during which they made decorative brick tiles from recycled raw materials and learned about technologies for reusing household materials.Throughout the forum, participants demonstrated a high level of engagement, teamwork, and a desire to achieve the best results.
