On July 17, 2025, the Ministry of Trade and Integration of the Republic of Kazakhstan hosted a training seminar on compliance with business etiquette, official behavior, and the prevention of corruption offenses among civil servants.During the seminar, the staff of the structural divisions were familiarized with the key norms of anti-corruption legislation, duties to prevent conflicts of interest, as well as the principles of openness, legality and conscientious performance of official duties.Particular attention was paid to the observance of ethical standards of behavior, including:a categorical ban on gambling and smoking in unidentified places during the performance of official duties;prohibition of appearing in public places in a state of alcoholic or other intoxication, which is unacceptable for a civil servant and damages the reputation of the civil service;preventing employees from being involved in the activities of destructive religious movements;prohibition of discrimination, harassment, and abuse of office.The participants also discussed specific measures to combat corruption in conducting inspections, interacting with citizens and behaving in the digital environment.Conducting such training events is an important element of the prevention of violations and the formation of a sustainable anti-corruption culture among the Ministry's employees.Source : https://www.gov.kz/memleket/entities/mti/press/news/details/1036143?lang=kk

По итогам первых шести месяцев 2025 года машиностроительная отрасль Казахстана продемонстрировала экономический рост, составивший 11,1%. Возможности дальнейшего ускорения темпов и раскрытия дополнительного потенциала сектора стали предметом детального обсуждения на заседании штаба по обеспечению экономического роста под председательством заместителя Премьер-министра – министра национальной экономики Серика Жумангарина.Машиностроение – один из ключевых секторов обрабатывающей промышленности, обеспечивающий почти 19% ее общего объема. Основные драйверы роста: производство автомобилей (+12,1%), железнодорожных и других транспортных средств (+7,1%), сельхозтехники (+1,3%), электротехники (+21,5%), компьютеров, электронного и оптического оборудования (рост в 1,7 раза), а также ремонт и установка машин и оборудования (+12%).Автопром: новые заводы и расширение модельного рядаАвтомобилестроение дает порядка 41% от объема машиностроения. Сегодня в стране работают два автозавода, выпускающих бренды JAC, Chevrolet, KIA, Lada, Jetour, Hongqi, Skoda, Hyundai и Genesis.В этом году в Казахстане будут введены в строй еще два новых предприятия – мультибрендовый завод в Алматы и завод KIA в Костанае. В Алматы планируется выпуск автомобилей таких брендов, как CHANGAN, Haval и CHERY.«Благодаря вводу в эксплуатацию новых мощностей в стране значительно увеличится объем производства автомобилей, собираемых по мелкоузловой технологии, что позволит расширить модельный ряд и укрепить позиции отечественного автопрома», — отметил вице-министр промышленности и строительства Олжас Сапарбеков.В 2025 году в Казахстане планируется произвести 147 824 автомобилей. Однако, как отметил вице-министр, у отрасли есть все предпосылки для превышения этого показателя.Дополнительный рост возможен при оптимизации процессов, связанных с выдачей сертификатов для отечественных товаропроизводителей.Вице-премьер Серик Жумангарин поручил Министерству торговли и интеграции принять меры для оперативной выдачи необходимой разрешительной документации, что позволит своевременно запустить серийное производство новых моделей и обеспечить загрузку мощностей.Железнодорожное машиностроение: курс на обновлениеЖелезнодорожный сектор занимает 13% в структуре машиностроения. В 2024 году в Казахстане произведено 125 локомотивов и свыше 2,7 тыс. вагонов на общую сумму 599,3 млрд тенге. Сегодня в этом сегменте работают пять производственных предприятий, расположенных в Астане, Петропавловске, Экибастузе и Атырау.С этого года начал работу завода «Stadler Kazakhstan» в Астане, запуск которого стал важным этапом в трансформации отрасли и расширении локализации.Для стимулирования обновления подвижного состава Министерство транспорта инициировало введение ограничений на эксплуатацию вагонов с продленным сроком службы. Соответствующий нормативный документ уже разработан и проходит процедуры согласования.Вице-премьер поручил Министерству национальной экономики ускорить решение процедурных вопросов, чтобы документ был принят в кратчайшие сроки.Электротехника и бытовая техника: развитие продолжаетсяОколо 9% общего объема машиностроения приходится на электротехническую продукцию. В 2024 году в Казахстане было произведено свыше 270 тыс. единиц бытовой техники. С этого года в стране стартует производство телевизоров и стиральных машин под брендом Samsung. Это значимый шаг в направлении импортозамещения, повышения локализации и расширения ассортимента продукции, выпускаемой на территории Казахстана. Сельхозтехника: 90% рынка обеспечивают отечественные производителиСельскохозяйственное машиностроение занимает около 6% в структуре отрасли. Сегодня в Казахстане самоходную сельхозтехнику производят 10 крупных предприятий. Благодаря действующей программе льготного лизинга отечественные производители обеспечивают до 90% потребностей внутреннего рынка по тракторам и комбайнам.В прошлом году в Казахстан зашли и сейчас усиливают свое присутствие финский SAMPO, китайский ZOOMLION и американский John Deere. По итогам первого полугодия в Казахстане произведено порядка 4 тыс. тракторов (+39,3%) и 441 зерноуборочный комбайн (+64,6%). Consultations of the Spokespersons of the Foreign Ministries of the SCO Member States Held in Beijing 17.07.2025
Beijing, July 16, 2025 – The annual consultations of the information services of the foreign ministries of the Shanghai Cooperation Organization (SCO) member states were held at the SCO Headquarters. The event was attended by Aibek Smadiyarov, Chairman of the Committee of International Information of the Ministry of Foreign Affairs of the Republic of Kazakhstan.During the consultations, representatives of the SCO Secretariat summarized the outcomes of information-related activities over the past year. Lecture in a yurt: A campaign on the theme "A drug-free future!" was held in Zhambyl region 16.07.2025
An anti-drug campaign was held at the "Zhuldyz" summer children's camp in Merki district under the slogan "A future without drugs!" The event was jointly organized by the Drug Crime Prevention Department of the Zhambyl region and the Education Department of the regional akimat. A rich program of sports, art, and useful knowledge brought together dozens of children. A volleyball match between boys and girls, as well as a football tournament among boys, were held on the camp grounds. A drawing competition was also organized on the riverbank. During the unscheduled inspection, 132 cases were initiated against the testing laboratory of Kazliftconsulting LLP on the grounds of an administrative offense provided for in paragraph 2 of Part 1 of Article 415-1 of the Code of the Republic of Kazakhstan "On Administrative Offenses".According to the established facts, the laboratory carried out work to assess compliance with the requirements of the technical regulations of the Customs Union TR CU 011/2011 "Elevator safety" in terms of indicators not included in the approved scope of accreditation. This contradicts paragraph 5 of Article 14 of the Law of the Republic of Kazakhstan "On Accreditation in the field of conformity assessment", according to which the subjects of accreditation are required to perform work strictly within their accreditation and comply with the requirements of relevant regulatory documents."Compliance with legislation in the field of conformity assessment is especially important when it comes to the safety of technically complex facilities such as elevators. On July 15, at a Government meeting, Minister of Trade and Integration Arman Shakkaliyev reported on the results for the first half of 2025 in the field of trade. Following the results of the six months, the volume of trade increased by 8.4%, exceeding the planned figures (8%), and the total trade turnover amounted to 31.4 trillion tenge. Including wholesale trade increased by 9.2% and reached 21.2 trillion tenge, retail trade increased by 6.6%, amounting to 10.2 trillion tenge.The growth was driven by nine major product groups, which account for more than 45% of wholesale trade. Among them are oil and petroleum products, gas, household appliances, cell phones, pharmaceutical products, mechanical engineering, grain and tobacco products. The projected volume of sales of these goods by the end of the year is 26.4 trillion tenge, while special attention will be paid to ensuring this volume by increasing the share of domestic production.“All regions of the country have demonstrated positive dynamics in the first half of the year. The main contribution to the growth was provided by Almaty, Astana, Shymkent, Atyrau and Karaganda regions, which account for 72% of the total trade turnover,” said Arman Shakkaliyev.The leaders in terms of growth rates were Turkestan region (+69.3%), Akmola region (+45.4%) and Pavlodar region (+22.3%).The Ministry is systematically working to develop trade in three key areas. The first is the development of modern trade formats. Incentive mechanisms have been introduced and legislation has been amended. This year, 5.2 billion tenge is provided for the support of domestic trade entities. Active attraction of investments in fixed assets continues with a plan for 1,220 billion tenge. A nationwide pool of investment projects in the field of trade has been formed from 33 facilities for a total amount of 168.4 billion tenge. In parallel, the modernization of retail markets is being completed.The second direction is the development of electronic commerce. In the first half of the year, the volume of the e-commerce market grew by more than 10%, amounting to 1.5 trillion tenge in the retail segment. Of these, 1.3 trillion tenge is provided by the six largest marketplaces in the country.: Kaspi.kz , Hayk market, Forte, Jusan, Ozon and Wildberries. In the second half of the year, the drivers will be the launch of four dark store centers, the completion of the construction of two fulfillment centers, as well as the launch of a network of multimodal logistics centers of Kazpost.In addition, it is planned to launch an electronic B2B platform in the direction of Kazakhstan-China (in partnership with Kaspiy and Kazpost).The third direction is the reduction of shadow trade. The Ministry consistently implements measures for cataloging and traceability of goods. The National Classification of Goods (OCTRU) is being introduced, and the list of labeled product items is expanding. Together with the Ministry of Finance and Kazakhtelecom JSC, the integration of the national catalogs of CNT and ECT is being completed. Medical infrastructureMedical and preventive care is provided to the population of the region by 27 inpatient institutions (16 district hospitals, 9 city hospitals, 2 rural hospitals), the Regional Center for Phthisiopulmonology, the Center for Mental Health, the Emergency medical Station, the Center for the Prevention and Control of AIDS, the Blood Center, 6 polyclinics, 40 outpatient clinics, 73 paramedic and obstetric centers, 286 medical centers, 1 department of primary obstetric and gynecological care, 1 base of special medical supplies, 2 medical colleges, 2 orphanages, 1 rehabilitation center.New facilities and modernizationIn 2023-2024, as part of the implementation of the National Project "Modernization of Rural Healthcare", the construction of 25 primary health care facilities has been completed - 5 outpatient clinics, 19 paramedic and obstetric centers, and 1 medical center.     Among them, an outpatient clinic in the village of Moskovskoye, Kostanay district, equipped with an ultrasound room, a rehabilitation room, diagnostic equipment (SMAD, holter, ECG, etc.), now most medical services are available directly on site, without the need to travel to the district center.     In 2024, at the expense of private investments by ECO CITY KZ LLP, a polyclinic for 250 visits per shift was built in the city of Tobyl to ensure the immediate availability of high-quality medical care using modern methods.In 2025, polyclinic No. 6, built with private investment funds, will be commissioned in Kostanay.     Major repairs of healthcare facilitiesFrom 2022 to 2025, capital repairs covered 20 healthcare facilities for a total amount of 5.7 billion tenge. As part of the Auyl - El Besigi program, the building of the paramedic and obstetric center in Elizavetinka village, Beimbeta Mailina district, underwent major repairs, the repair cost is 52.6 million tenge. Design and estimate documentation has been developed for the overhaul of 12 healthcare facilities for a total amount of 18.8 million tenge. In 2023, the building of the department of the Kostanay Regional Mental Health Center in Arkalyk was completely renovated in the amount of 426.5 million tenge, the buildings of the Fedorovskaya District Hospital in the amount of 328.7 million tenge, the FAP in the village of Karasu in Amangeldy district in the amount of 38.5 million tenge, the 3-storey building of the Rudnenskaya City Multidisciplinary Hospital" in the amount of 520.5 million tenge. In 2024, as part of the Auyl - El Besigi program, the FAP building in the village of Krasnaya Presnya, Mendykara district, was overhauled in the amount of 36.7 million tenge, the Stepanovsky FAP building in Mendykara district in the amount of 35.7 million tenge, and the FAP building in Novotroitsk, Karabalyk district, in the amount of 40.9 million tenge. In 2025, the building of the therapeutic building of 3-5 floors of the Kostanay Regional Center of Phthisiopulmonology is undergoing major repairs in the amount of 294.7 million tenge. The active implementation of the republican environmental program "Taza Kazakhstan", initiated by the President of the country K.-Zh. Tokayev in April 2024, continues. The main goal of the initiative is to create an ecological culture, raise awareness among citizens and improve the state of the environment in the regions.On July 14, 2025, large-scale environmental events were held in two settlements in Kostanay region as part of the Taza Kazakhstan program.In the village of Karabalyk, Karabalyk district, an action was held to clean the banks of the Toguzak River, organized by the State Institution "Youth Resource Center of the Department of Internal Policy of the Akimat of Karabalyk district". The event was attended by about 50 people, including youth activists, volunteers and local residents.The main goal of the campaign was not only to restore sanitary order in the coastal area, but also to educate young people to respect nature and develop habits of environmentally responsible behavior. There is already a good tradition in the village of Karabalyk to hold regular clean-up days, plant trees and improve the territory, involving schoolchildren, students and all concerned residents in this process. The event was attended by residents of the city, employees of public utilities, volunteers and fighters of "Zhasyl El".During the campaign, work was carried out on cleaning the territories of apartment and private houses, whitewashing trees, and mowing grass. Special attention was paid to the cleaning of squares, alleys, parks and coastal areas of reservoirs. A significant part of the work was carried out by the forces of Zhasyl El, which became a vivid example of how young people can effectively participate in improving the urban environment.The environmental events held in the Karabalyk district and the city of Arkalyk have become another proof that residents of Kostanay region are actively involved in the implementation of the Taza Kazakhstan initiative, making a tangible contribution to improving the environmental situation in their settlements.— Today's actions are not just garbage collection, it is a demonstration of the unity of society in striving for a clean future.
