Организация экономического сотрудничества и развития (ОЭСР) представила отчет «Ответственное ведение бизнеса для обеспечения устойчивой инфраструктуры в Казахстане, Монголии и Узбекистане», в котором проанализирована степень интеграции принципов ответственного ведения бизнеса (ОВБ) в национальные стратегии устойчивого развития трёх стран. Казахстану в документе уделено особое внимание как стране, добившейся значительного прогресса в институционализации стандартов ОВБ, на системном уровне включившей их в свою социально-экономическую повестку.По оценке экспертов, Казахстан демонстрирует всесторонний и межсекторально согласованный подход к реализации принципов ОВБ. Национальная стратегия охватывает критически важные направления: охрану труда, экологическую модернизацию, декарбонизацию, развитие человеческого капитала и стимулирование участия бизнеса в ESG-повестке.В отчёте подчёркивается, что достигнутый прогресс во многом обеспечен системными мерами Правительства Республики Казахстан, направленными на поддержку отечественных производителей, развитие малого и среднего бизнеса, а также на укрепление устойчивых механизмов экономического развития.В качестве ключевых инициатив Казахстана, получившими положительную оценку ОЭСР приведены несколько критериев:Безопасность труда. Казахстан демонстрирует значительные усилия в снижении производственного травматизма и создании безопасных условий труда. С 2019 года реализуется концепция Vision Zero, направленная на достижение нулевого уровня производственного травматизма и смертности. С 2024 года внедряется цифровая карта мониторинга условий труда, позволяющая обеспечить прозрачность и контроль за соблюдением стандартов безопасности на предприятиях. Дополнительно утверждена Концепция безопасного труда на 2024–2030 годы, которая служит системной основой для профилактики профессиональных рисков и внедрения культуры охраны труда.Экологическая модернизация. Важным элементом устойчивой инфраструктуры стало внедрение механизмов перехода к экологически чистому производству. Предприятия, применяющие наилучшие доступные технологии (НДТ), освобождаются от уплаты экологического налога на выбросы. При этом государство предоставляет как финансовую, так и техническую поддержку в модернизации производств, включая субсидирование инвестиций, упрощение процедур и консультационное сопровождение.Развитие возобновляемой энергетики. Казахстан стимулирует инвестиции в проекты по использованию возобновляемых источников энергии (ВИЭ). С 2016 года для таких проектов действуют налоговые льготы, а с 2020 года — полное освобождение от НДС и таможенных пошлин на импортируемое оборудование. Помимо фискальных стимулов, предусмотрены гранты в размере до 30% от объёма инвестиций, что делает рынок ВИЭ более привлекательным для инвесторов.Программа «Тариф в обмен на инвестиции». Этот механизм направлен на возмещение затрат инвесторов в сфере инфраструктуры и энергетики через регулируемые тарифы. Программа обеспечивает предсказуемость возврата инвестиций, способствуя привлечению частного капитала в модернизацию энергетических и коммунальных систем.Развитие человеческого капитала. Учитывая значимость кадрового обеспечения для устойчивого роста, 2025 год в Казахстане объявлен Годом рабочих профессий. Основной акцент сделан на профессиональное обучение и повышение квалификации специалистов в приоритетных секторах: энергетике, строительстве, водоснабжении и транспорте. Эти меры способствуют укреплению институционального и трудового потенциала в критически важных отраслях инфраструктуры.Существенная часть анализа в отчете ОЭСР посвящена деятельности АО «Фонд национального благосостояния «Самрук-Қазына», который признан ключевым институциональным механизмом продвижения принципов ответственного ведения бизнеса (ОВБ) и устойчивого развития в Казахстане. Фонд рассматривается как катализатор перехода государственных предприятий к ESG-ориентированным практикам, демонстрируя высокий уровень институциональной зрелости и управленческой последовательности. Его деятельность направлена не только на обеспечение возврата инвестиций в стратегическую инфраструктуру, но и на реализацию социальной миссии по укреплению локальной промышленности и предпринимательства.Среди приоритетных инструментов реализации этой повестки выделяются: заключение долгосрочных контрактов с отечественными поставщиками; системное вовлечение субъектов малого и среднего бизнеса в производственные цепочки дочерних компаний; стимулирование развития отечественных компетенций и локализация ключевых элементов инфраструктурных проектов. Подход фонда способствует формированию устойчивой экономической базы и расширению участия частного сектора в реализации стратегических задач.Особое внимание уделяется внедрению корпоративных стандартов в области прав человека, антикоррупционного комплаенса, экологического управления и оценки рисков, что отражено в политике устойчивого развития и корпоративном кодексе Фонда. «Самрук-Қазына» также ежегодно раскрывает данные в сфере нефинансовой отчетности и направляет не менее 7% чистой прибыли на социальные и благотворительные программы. Такая комплексная модель управления получила позитивную оценку ОЭСР и рекомендована к распространению в других структурах государственного сектора как пример эффективного институционального подхода к реализации принципов ОВБ.Наряду с признанием достигнутого прогресса, ОЭСР формулирует ряд рекомендаций по углублению политики ОВБ. Среди них — усиление координации между министерствами, особенно с участием Национального контактного центра; развитие процедур должной осмотрительности в добывающих отраслях; поддержка трудовых прав в рамках реализации Концепции безопасного труда; продвижение экологических стандартов через расширение применения НДТ (Наилучшие доступные технологии) и возможное внедрение системы торговли квотами на выбросы.Кроме того, предлагается расширить антикоррупционные меры с вовлечением гражданского общества в сфере инвестиций в инфраструктуру, внедрить устойчивые критерии в практику государственных закупок, а также активизировать инструменты устойчивого финансирования. Казахстану рекомендуется масштабировать модель, применяемую Фондом «Самрук-Қазына», на весь государственный сектор, включая те активы, которые находятся вне его управления. Therefore, we are creating a high–quality and professional rehabilitation environment for them," the governor of the region said.The center will be equipped with medical equipment worth more than 1 billion tenge at the expense of the Public Fund "Kazakhstan Khalkyna", which will also build 3 sports grounds.An additional 50 million tenge was allocated from the regional budget for furnishing furniture, inventory and other household needs.The building has been adapted for people with limited mobility: ramps, lifting devices have been installed, doorways have been widened, adapted bathrooms and showers have been equipped.Cohabitation of children with their parents or accompanying persons is also provided. The center will employ specialists: a rehabilitologist, a traumatologist, a psychiatrist, a pediatrician, a speech therapist, a defectologist, a psychologist, as well as instructors in physical therapy and water therapy.The center is scheduled to open in August this year.The new facility is for strong and athletic youthThe next point of the akim's visit was the Table Tennis Center under construction in the city of Kostanay."The President has set us a clear task — to develop mass sports, to introduce as many children and youth to physical activity as possible. We must create an infrastructure that is accessible, modern and motivating," Kumar Aksakalov said.The center with a total area of 2.6 thousand square meters includes a sports hall with 12 tennis tables, spectator stands for 100 seats and an administrative and household complex. The capacity is up to 150 people. КРЕМ: Новых повышений коммунальных тарифов в IV квартале не будет 08.07.2025
В рамках принятого Правительством Республики Казахстан решения о пересмотре темпов роста регулируемых тарифов Комитет по регулированию естественных монополий Министерства национальной экономики сообщает, что ранее запланированные повышения тарифов будут частично перенесены на более поздние сроки.В четвёртом квартале 2025 года утверждение новых повышений по регулируемым коммунальным тарифам не планируется. Более того, предусмотрено снижение темпов их роста:по электро- и теплоснабжению — с 35% до 20%,по водоснабжению, водоотведению и газоснабжению — с 50% до 30%.Сдержать рост тарифов позволит перенос части ранее запланированных корректировок, привлечение долгосрочного финансирования, пересмотр операционных расходов субъектов естественных монополий, а также применение временных компенсирующих тарифов и перерасчётов за тепловую энергию за прошедший отопительный сезон.Изначально в 2025 году прогнозировалось влияние роста тарифов на инфляцию на уровне 1,32 процентного пункта. В связи с принятыми изменениями инфляционное давление будет сокращено на 0,5 п.п. и составит 0,82 п.п.Принятые меры направлены на поддержку покупательной способности граждан, стабилизацию ценовых ожиданий и устойчивое функционирование инфраструктуры. В дальнейшем повышение тарифов будет осуществляться сбалансированно с учётом социальной чувствительности и приоритетов государственной экономической политики.Как сообщалось ранее, в рамках реализации новой тарифной политики, направленной на модернизацию инженерной инфраструктуры, были предусмотрены поэтапные повышения тарифов на коммунальные услуги. Current questions about UAPF Payments of pension savings from UAPF according to the schedule: how they are calculated and where to apply 08.07.2025
1) Who is entitled to receive scheduled pension benefit payments from UAPF?In accordance with the Social Code of the Republic of Kazakhstan, monthly pension payments from compulsory pension contributions and (or) compulsory occupational pension contributions (hereinafter referred to as COPC) according to the established schedule from UAPF are made to persons who have pension savings in UAPF:- who have reached retirement age (men - 63 years old, women - 61 years old (since 2028, the age will increase annually by 6 months until reaching 63 years old in 2031));- upon reaching 55 years of age, for which COPC have been paid in total for at least 84 calendar months at the time of applying for pension benefit payment, subject to termination of employment in jobs with harmful working conditions, the professions of which are provided for in the list of industries, jobs, professions of workers approved by the authorized state body;- who have a disability of group 1 or 2, established indefinitely,Payments from UAPF are made in the manner determined by the Government of the Republic of Kazakhstan.2) How are scheduled pension benefits calculated? Payments are calculated according to the schedule as follows: in the first year of receiving payments, the amount of pension savings is multiplied by the pension savings payment rate of 6.5% and divided by 12. In subsequent years, the amount of the monthly pension benefit is increased by the pension payment indexation rate of 5%. In this case, the monthly pension payment from the UAPF is made in the amount of at least 70% of the subsistence minimum (hereinafter - SM) established for the relevant financial year by the law on the republican budget (in 2025, the SM is 46,228 tenge).For beneficiaries of certain categories: persons with disabilities of groups 1 or 2, established indefinitely, as well as those who worked in harmful and hazardous industries, whose savings are formed through compulsory occupational pension contributions in total for at least sixty months, the Methodology provides for correction factors that increase the amount of the monthly pension benefit. For persons who meet more than one of the above conditions, the adjustment factor with the highest value is applied.When calculating and making pension benefit payments to persons who have reached the age of 55 and paid COPC for them for at least 84 months in total:- the threshold of at least 70% of the minimum wage for making a pension benefit payment is not applied;- adjustment factors are not applied;- the balance on the individual pension savings account in the amount of less than 70% of the minimum wage is not subject to payment together with the amount of the next pension benefit.It should be noted that pension payments from UAPF are made until the pension savings are exhausted.If the amount of pension savings on the date of payment from UAPF does not exceed twelve times the minimum pension established by the law on the republican budget for the relevant financial year (in 2025, 753,252 tenge = 62,771 x 12), the payment is made in a lump sum.3) Where and when to apply for payment of pension savings from UAPF in connection with reaching retirement age? To assign pension benefits from the UAPF at the expense of mandatory types of pension contributions in connection with reaching the retirement age, as well as the assignment of a basic and solidarity pension from the state budget, beneficiaries must promptly contact the State Corporation "Government for Citizens" (CSC) at their place of residence. This can be done 10 days before reaching the retirement age. All types of pension benefits by age are made from the date of application. In this case, the day of application is considered to be the day of registration of the application and the necessary documents in the CSC, provided that the recipient has reached the retirement age, if he applied earlier - the day of application is considered to be the day of reaching the retirement age. Timely application is especially important for receiving benefits from the budget, for the assignment of which it is necessary to verify the work experience based on the documents submitted by the beneficiary. Pension benefits at the expense of budget funds are made for life, and from the UAPF - until the depletion of the benefiary's pension savings.4) Is there a service for advance reminders about timely registration of pension benefits? Future pensioners (potential beneficiaries), whose phone numbers are registered in the egov mobile citizens database, receive an SMS notification from number 1414 2 months before reaching retirement age about the possibility of timely contacting the nearest branch of the State Corporation to receive services for the appointment of pension benefits with a link to the list of documents on the egov.kz website. That is, government agencies send out relevant notifications to process pension benefits within the specified timeframes, since payments are not assigned for the missed period.It is also worth noting that in order to provide a proactive service for making pension benefit payments from UAPF to persons who have reached retirement age, have pension savings in UAPF and have not applied for their payment, UAPF conducts an annual reconciliation together with the State Corporation for the presence of assigned pension benefits by age and state basic pension benefit at the expense of budgetary funds for these citizens. Based on the results of the annual reconciliation, when identifying persons who have assigned pension benefits from budgetary funds, UAPF makes pension payments to them within the framework of the relevant agreement concluded with the State Corporation, i.e. without an application.5) Where should I apply for payment of pension savings in connection with the establishment of disability of group 1 or 2 indefinitely?For payment of pension savings in connection with the establishment of a permanent first or second group disability, you must contact the UAPF departments either through your personal account on the website (enpf.kz) or in the UAPF mobile application using an electronic digital signature.Please note that UAPF has organized on-site services for persons with permanent first or second group disability. Kazakhstan’s First National Urban Forum Launches a New Urban Agenda 08.07.2025
Kyzylorda, July 8, 2025 – The Ministry of Foreign Affairs of the Republic of Kazakhstan, the Akimat of Kyzylorda Region, and the United Nations Human Settlements Programme (UN-Habitat) organized the First National Urban Forum of Kazakhstan (NUF2025). The event took place at the “Öner Ortalygy” venue, bringing together representatives of central and local government bodies, international organizations, the expert community, and the private sector.Held under the theme “First National Urban Forum – A New Chapter for the Urban Agenda,” the Forum marked the launch of Kazakhstan’s national urban policy development. New technologies in the Almaty region 08.07.2025
An innovative electronic tabulation system has been introduced in the Almaty region, already delivering significant results!Now, kindergartens are equipped with technology that allows parents and staff to track attendance through QR codes and Face ID. This advancement has not only improved transparency and convenience but also resulted in substantial savings for the regional budget.As part of operational optimization and improved accountability, 29 private kindergartens have been closed. Previously, more than 2 billion tenge were allocated annually to fund these institutions.Within just a few months of launching the system, 1.2 billion tenge in budget funds have already been saved. The expected annual savings may exceed 2 billion tenge.The new system operates on the principle of full digital transparency: every child’s attendance is recorded automatically, data is available to parents in real time, and manual input is eliminated. Fraud is virtually impossible thanks to biometric identification.“This is not just a technological innovation — it’s a tool for restoring order. The system enables real-time attendance monitoring and eliminates any manipulation. Rio de Janeiro, July 7, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu continued his participation in the 17th BRICS Summit by speaking at the session titled “Environment, COP30, Global Health.”During the session, participants discussed a wide range of issues related to environmental protection, preparations for the United Nations Framework Convention on Climate Change (COP30), and the strengthening of global healthcare systems.In his remarks, the Minister of Foreign Affairs of Kazakhstan emphasized the importance of joint efforts to preserve ecosystems, protect forests, restore the Aral Sea, and curb the melting of glaciers.Highlighting the need to shift from response to prevention of climate threats, Minister Nurtleu called for the development of early warning systems, improved disaster preparedness, and enhanced multilateral coordination. In this regard, he presented Kazakhstan’s initiative to leverage national satellite technologies for climate monitoring and disaster forecasting.The Minister also devoted particular attention to global health issues. Kazakh side called on states to join the Global Coalition for the Development of Primary Health Care, which traces its origins to the 1978 Almaty Declaration – a landmark international document in the field of health.In conclusion, Minister Nurtleu stated: “Our countries are rich in resources, expertise and potential. But most of all – we are rich in shared interest. Kazakhstan stands ready to do more with BRICS – for people and for our planet. Let us act together – and act early. Rio de Janeiro, July 6, 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu represented for the first time Kazakhstan as a partner country at the 17th BRICS Summit.The opening day of the Summit was attended by heads of state and government, high-level representatives of BRICS member and partner countries, as well as the heads of international organizations.The participants emphasized the need to strengthen multilateralism, ensure a just world order, and promote sustainable development. Key messages focused on the importance of expanding the representation of the Global South in global governance. Concerns were expressed over the escalation of armed conflicts, rising protectionism in international trade, and increasing geopolitical tensions.In his remarks, the Kazakh Foreign Minister underscored Kazakhstan’s commitment to promoting a just, inclusive, and sustainable world order based on the principles of the UN Charter and international law. “Astana pursues balanced and multivector foreign policy – building bridges, not walls – and fostering partnerships with all nations,” said Minister Nurtleu.The head of the Kazakh delegation expressed support for enhancing the role of Middle Powers from Asia, Africa, and Latin America in global decision-making processes.
