The third Voluntary National Review on Sustainable Development Goals (SDGs) was presented at a meeting of the Coordinating Council for Sustainable Development, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumangarin.Stephen O'Malley, Acting Permanent Coordinator of the United Nations in Kazakhstan, noted that the presented document is not just a report, but a reflection of Kazakhstan's deep commitment to the UN 2030 Agenda and an opportunity to tell the world about the country's progress, lessons and ambitions.«Kazakhstan is one of the few countries that conducts this review every three years, which clearly demonstrates its leadership in monitoring progress on the SDGs and promoting transparency», - he stressed. - The recently opened United Nations Regional Center for Sustainable Development Goals for Central Asia and Afghanistan in Almaty is a demonstration of Kazakhstan's commitment to the implementation of the SDGs both in the country and in the region. From the point of view of the United Nations, conducting such reviews is a real partnership, a call to action.The UN fully supports the Government of Kazakhstan.Vice Minister of National Economy Asan Darbayev informed that the third document pays special attention to the localization of the SDGs – the transfer of global goals to the level of regions and local communities. Another key feature of the 2025 Review was the active participation of civil society, the scientific and expert community in its work.- Since the submission of the second Voluntary National Review, significant results have been achieved in improving the institutional framework for the implementation of the SDGs: in 2023, a Parliamentary Commission was established to monitor the implementation of national goals and objectives in the field of sustainable development of Kazakhstan. A Strategy has been adopted to achieve the country's carbon neutrality until 2060. To ensure effective monitoring of the Sustainable Development Goals, national SDG indicators have been updated, their total number today reaches 200, - Asan Darbayev said. Assel Sarsenbayeva, Chairman of the Board of the Institute of Economic Research, stressed that the Review was prepared in accordance with the principle of the SDGs «leaving no one behind» and reflects the assessment of their implementation by both the government and civil society. She provided information on the implementation of priority goals, determined taking into account the opinion of the population.«For the purposes of sustainable development and in response to global challenges, the government is taking systematic measures to support business and train personnel in accordance with the requirements of the labor market», - Assel Sarsenbayeva said.According to her, civil society believes that the Social Code has strengthened the foundations of social policy. Kazakhstan is one of the ten countries with the fastest decline in maternal mortality (according to WHO estimates). Progress is being made in the field of gender equality both at the State level and in the private sector, where large companies are implementing gender strategies and anti-harassment policies. The growth of the legal culture leads to new requirements for the judicial system, and society rightly expects its further improvements.Summing up the results of the Coordination Council, Serik Zhumangarin noted that the implementation of the principles of the Sustainable Development Goals is primarily aimed at improving the quality of life of the population, adopting the best international standards, which generally contributes to strengthening the country's reputation in the international arena.The Council members approved the third Voluntary National Review of Kazakhstan. An operational task force for locust pest control conducted a field visit in the Zharkainsky District. 28.05.2025
Planned activities are being carried out in the Akmola region to protect agricultural lands from locust insects. This year, chemical treatments will cover an area of 226.5 thousand hectares, including 89.0 thousand hectares funded by the republican budget and 137.5 thousand hectares funded by the regional budget.Recently, an operational field task force on locust pest control convened in the Zharkainsky District. The event was attended by Murat Balpan, Deputy Akim of Akmola Region; Zhasulan Kozhabekov, Head of the Akmola Regional Territorial Inspection of the Committee of State Inspection in the Agro-Industrial Complex of the Ministry of Agriculture of the Republic of Kazakhstan; Nurbek Sadykov, Head of the Akmola Branch of the Republican Methodological Center for Phytosanitary Diagnostics and Forecasts; as well as local agricultural producers.During the event, specialized sprayers for treating agricultural lands, vehicles for monitoring locust pest outbreaks, and unmanned aerial systems (drones) for surveying large areas were demonstrated. All equipment was shown in operation — drones were flying in real time, and specialists presented monitoring and treatment protocols."The majority of chemical treatments are concentrated in the Zharkainsky District, which poses a serious threat to agricultural crops. Specialists have previously identified locust pest hotspots. Today, these areas were shown to the members of the operational task force. Currently, the pests are in the larval stage, so chemical treatments will be carried out in these territories in the near future," noted Nurbek Sadykov, Head of the Regional Branch of Phytosanitary Diagnostics and Forecasting.This year, unmanned aerial systems of the Republican State Enterprise on the Right of Economic Management "Phytosanitary" are being used for the first time in the Zharkainsky District to treat agricultural lands covering 5,000 hectares. The capacity of one drone is up to 50 hectares per day.To date, 3,800 hectares in the district have been treated with funding from the republican budget. Due to the complex terrain, treatments were conducted using hang gliders: 2,310 hectares in the Prigorodnoye village area and 1,490 hectares in the Valikhanov rural district.Murat Balpan, Deputy Akim of Akmola Region, emphasized the importance of promptness and responsibility in implementing anti-locust measures.“We have a clear task not to allow the spread of the pest. This requires coordinated work of all services, the use of modern technologies, and constant monitoring of the situation. Prime Minister of the Republic of Kazakhstan Olzhas Bektenov arrived in Kostanay region on a working visit. As part of the visit, the head of government visited the city of Arkalyk, where special attention was paid to the implementation of the President's instructions aimed at modernizing the transport, energy, educational and medical infrastructure.Accompanied by the Akim of the region Kumar Aksakalov, the Prime Minister inspected key facilities where active renovation and construction work is currently underway.⸻Development of transport infrastructureOne of the priority areas has become the transport connectivity of the region. An airport restoration project is being implemented in Arkalyk. It is planned to build a modern terminal, reconstruct the runway, apron and taxiway. The airport will be able to receive aircraft such as AN-24, Q400 and CRJ 200 and provide a capacity of up to 70 passengers per hour.A project for the construction of the Center-West highway, which will pass through Arkalyk and connect the capital with the Trans-Caspian international route, was also presented. This transport corridor will increase connectivity between regions and strengthen the city's logistics potential.⸻Modernization of the heat supply systemModernization of heat power facilities continues in Arkalyk. To date, 17 km of heating networks have been replaced, and another 9.9 km are planned to be updated this year. The transition from fuel oil to coal has significantly reduced costs and ensured a stable heating season without emergency shutdowns. The work is being carried out in stages in order to further reduce the wear and tear of heating networks.⸻Development of social infrastructureAs part of the national project "Comfortable School", a new general education institution for 300 students was commissioned in Arkalyk. The educational institution is equipped with a modern material and technical base: a digital library, a STEM laboratory, robotics rooms and creative studios.Plans to strengthen higher education are being implemented. Arkalyk Pedagogical University named after Ybyrai Altynsarin is expanding its infrastructure. One of the buildings is being reconstructed to create a modern educational space. The project will increase the number of students from 2.6 to 5.2 thousand, as well as expand the range of educational and scientific programs.In healthcare, a major overhaul of the maternity hospital building of the Arkalyk Regional Hospital is underway. The roof, water supply, heating, and sewerage systems are being updated, and interior finishing is being carried out. The overall readiness of the facility is 70%. After completion of all work, the maternity hospital will be equipped with new medical equipment and brought into line with modern standards.⸻Arkalyk is a city with growth potentialThe visit of the Prime Minister confirmed the attention of the Government to the development of the Turgay region. The city of Arkalyk is strengthening its position as one of the centers of infrastructural and social renewal.
