Foreign Ministers of Kazakhstan and Brazil Met in Rio de Janeiro 06.07.2025
Rio de Janeiro, 5 July 2025 – Deputy Prime Minister – Minister of Foreign Affairs of the Republic of Kazakhstan Murat Nurtleu, who arrived in Rio de Janeiro to participate in the BRICS Summit, held a meeting with the Minister of Foreign Affairs of Brazil Mauro Vieira.The parties reviewed key aspects of bilateral cooperation across political, economic, investment, energy, and cultural-humanitarian areas and identified potential areas of engagement within international organizations.Minister Nurtleu emphasized that Kazakhstan views Brazil as a key partner and reliable friend in Latin America. “This year marks 32 years since the establishment of diplomatic relations between our countries. These ties are characterized by a steady political dialogue, deepening economic exchanges, and active collaboration on the international stage,” he stated.Interlocutors stressed the importance of maintaining consistent dialogue and stepping up high-level exchanges as an effective tool for advancing mutual ties. In this regard, the Kazakh Foreign Minister invited his Brazilian counterpart to visit Astana.Special emphasis was placed on boosting economic interaction. Despite geographical distance, Brazil is Kazakhstan’s top trade partner in South America. In 2024, bilateral trade exceeded 257 million US dollars, and in the first quarter of 2025 alone, the turnover rose by 88%, reaching 104.2 million US dollars.The sides confirmed their shared interest in expanding joint efforts in priority sectors. “We are ready to strengthen our engagement in such areas as agriculture, manufacturing, transport, and logistics. MEASURES FOR CHILD SAFETY HAVE BEEN STRENGTHENED IN SHYMKENT 05.07.2025
In Shymkent, comprehensive preventive work is being carried out to prevent children from accidentally falling from the windows of multi-storey buildings. This year, 3 such incidents have been recorded so far: 2 children died and 1 child was injured. Last year, there were 4 incidents during this period (3 injuries, 1 fatality). In 2024, a total of 8 incidents were recorded, including 1 child died and 7 children were injured. Experts say that children under the age of 7 cannot fully appreciate the dangers of having a window open or covered with a mosquito net. The main cause of accidents is insufficient supervision by adults, especially when entrusting a child to older children or elderly relatives. In order to raise public awareness, 4 speeches were organized on local and national television channels, and 22 radio broadcasts were broadcast. In addition, a special video clip is being prepared. Since the beginning of the year, 159 house inspections have been conducted in crowded places and among residents of multi-story buildings, covering more than 2,650 people. 22 meetings have been held and more than 1,060 leaflets have been distributed. Specific recommendations were given at these meetings to prevent children from falling out of windows. In addition, explanatory work is being carried out regularly on social networks (WhatsApp, Instagram, Telegram), and the "5 Steps" memo developed by the Department is being sent to chat rooms of parents and home committees, along with district employees. Together with local executive bodies, 103 safety blockers have been installed on the windows of 62 houses since the beginning of the year. On June 26, an extraordinary meeting of the Commission for the Prevention and Elimination of Emergency Situations was held on the issue of "Measures to Prevent Children from Falling Out of Windows." Problematic issues were considered and instructions were given to strengthen the safety of children. According to the legislation, ensuring the safety of the child is the direct responsibility of the parents. Article 127 of the Code of Administrative Offenses of the Republic of Kazakhstan provides for administrative punishment for failure to fulfill these obligations. Also, Articles 119 and 141 of the Criminal Code of the Republic of Kazakhstan provide for criminal liability for failure to fulfill relevant obligations in cases where the life and health of the child are at risk. The Shymkent City Emergency Department recommends that residents not leave children unattended, install special locks on windows, and observe all safety measures. They discussed improving the methodology for assessing the investment climate, reflecting regional specificities, and the impact of non-tariff barriers on business activity. The Business Ready program, launched in 2024 as a replacement for Doing Business, includes Kazakhstan in its review starting in 2025. Government support: investing in the future 04.07.2025
Since the beginning of 2024, a grant financing program for social entrepreneurship entities has been successfully implemented in Kostanay region. As part of this initiative, entrepreneurs can receive up to 5 million tenge for the development of projects aimed at solving social problems. Financing is provided exclusively on a competitive basis, which ensures transparency and efficiency of selection. Special conditions for participation in the program are provided for entrepreneurs who are finalists of the "One Village, One Product" program. The participants of this initiative are engaged in the production of unique products exclusively from local raw materials, which contributes to the development of regional brands and rural entrepreneurship. One of the winners of the 2024 grant competition was the Unique School of Speed Reading and Intelligence Development LLP. This business project deservedly attracted the attention of the jury, because it is aimed at supporting one of the most vulnerable groups — children with autism spectrum disorders aged 1-4 years. The project was based on the introduction of the Denver Model of Early Intervention, a scientifically based approach that has proven effective in working with children with special needs. The goal of the program is to alleviate the symptoms of autism and accelerate the child's development in all key areas of life: social, emotional, speech and behavioral. Work with children is conducted in a playful way, which contributes to better adaptation, the formation of basic skills of self-service and interaction with the outside world. In addition, the center is actively working with parents.: They receive expert advice from specialists, training in effective strategies for interacting with their child, as well as constant feedback and support at all stages. Thanks to the grant, the entrepreneur was able to equip the center with modern equipment, purchase specialized toys and textbooks for working with children with special needs. Today, 45 children are taking classes at the Unikum Center, of which 15 are on the Denver model. A team of 12 specialists is working on the implementation of the program: speech pathologists, physical therapy coach, primary school teachers and others. In the near future, in accordance with the terms of the grant, it is planned to create additional jobs, which makes the project not only socially significant, but also economically useful for the region. Сегодня в Казахстане действует более 1000 социальных предпринимателей. Они не только развивают бизнес, создавая рабочие места и обеспечивая налоговые поступления, но и активно участвуют в решении социальных задач - помогают уязвимым группам населения, способствуют улучшению качества жизни в регионах.Актуальность темы и растущий вклад социального бизнеса стали основой для круглого стола, прошедшего в Астане под названием «Социальное предпринимательство: проблемы и перспективы». В дискуссии приняли участие представители государственных органов, Ассоциации социальных инноваторов, депутаты Мажилиса Парламента РК, а также сами предприниматели, реализующие социально ориентированные проекты на практике.О существующих механизмах государственной поддержки участникам рассказал вице-министр национальной экономики РК Асан Дарбаев. Он отметил, что социальные предприниматели могут воспользоваться инструментом портфельного субсидирования: льготная ставка по кредитам составляет 11,3%, а максимальная сумма займа - до 200 млн тенге.Кроме того, с 2024 года система предоставления государственных грантов была переориентирована в пользу именно социального предпринимательства. Теперь финансирование в размере до 5 млн тенге получают только социальные предприятия и финалисты проекта «Одно село – один продукт», вне зависимости от сектора деятельности. По данным на 30 июня, уже выдано 19 таких грантов на общую сумму 91 млн тенге. Всего же за 2024 год было предоставлено 290 грантов на 1,3 млрд тенге.Государственная поддержка также включает субсидирование ранее выданных кредитов. С момента запуска программы субсидии были предоставлены по 61 проекту, общий объем кредитования достиг 8,3 млрд тенге, из которых 617,1 млн тенге покрыты в виде субсидий.В завершение встречи Асан Дарбаев поблагодарил участников за конструктивный диалог и выразил готовность Министерства к дальнейшему взаимодействию. Стороны обсудили текущее состояние и перспективные направления взаимодействия в агропромышленной сфере.
