RESULTS OF THE YEAR: creation of a comfortable urban environment, implementation of the "Taza Kazakhstan" campaign, successful yard improvement projects

The city of Almaty is steadily moving towards creating a comfortable urban environment, implementing large-scale programs aimed at improving the environmental situation, landscaping and improving the quality of life of citizens. As part of creating a comfortable urban environment, financing of landscaping and landscaping projects in Almaty will increase by 40% from KZT 121.6 billion in 2024 to KZT 170.5 billion in 2025.
New Rules for the protection and care of green spaces: Since January 2023, the akimat of the city has been actively implementing new Rules for the protection and care of green spaces in Almaty, and in July of this year these rules were updated to ensure a comfortable urban environment.
The rules for the protection and care of green spaces were adopted as part of the implementation of the instructions of the Head of State on the creation and landscaping of new recreational areas in Almaty.
The rules for the protection and care of green spaces in Almaty have introduced a norm for the mandatory construction of an irrigation system. Over the past 2 years, 500 km of automatic irrigation lines have been installed, and another 290 km will be installed in 2025, which will cover about 1 million trees. As a result of the application of new approaches to planting and maintaining green spaces, the death of seedlings decreased from 30% in 2022 to 10% in 2024.
"Taza Kazakhstan" campaign: As part of the large-scale "Taza Kazakhstan" campaign, weekly clean-up days were held in all districts of Almaty in the autumn and spring period. In addition, local actions were held to collect plastic for recycling, provide seedlings for citizens, contests for young people to protect the environment, and much more.
Restoration of the status of "Almaty-the garden city": Since the beginning of the year, a large–scale greening campaign has been held within the framework of the "Almaty is our common Home" campaign.
It is worth noting that as part of the fulfillment of the instruction of the Head of State on the revival of the status of "Almaty – garden city", a Roadmap for planting 2.5 million green spaces by 2030 has been approved. 650,000 trees were planted in Almaty in 2024. Starting in 2025, large-scale seedlings will be massively used during planting by the Almaty Akimat. Thus, 27 thousand seedlings with a height of 4 and more than 6 meters will be planted.
The "facade to facade" principle: For the first time in Almaty, 11 streets with a length of 49 km will be improved in 2025-2026 according to the "facade to facade" principle, and 37 streets with a length of 94.2 km will be transformed by 2030.
At the same time, in 2025-2026, 11 streets with a length of 49.2 km will be covered by comprehensive landscaping in Almaty. Almaty is the first city in the country to introduce an international standard for creating a comfortable urban environment.
As of today, the development of the PSD of projects for the transformation of the pr has been completed. Dostyk (from al-Farabi Ave. to Abai Ave.) and Pushkin St. (from Gogol St. to Rayymbek). Construction is scheduled to begin in March 2025 (3.7 billion tenge).
National participation budget: in the period 2022-2024, 938 projects totaling 39.1 billion tenge were implemented in Almaty under the BNU program. The annual limit for the implementation of projects within the framework of the BNU will amount to 17 billion tenge, and for the first time, up to 200 million tenge per district is allocated for the maintenance of previously implemented BNU projects.
As part of the program, new pedestrian and embankment areas, squares, playgrounds and landscaped courtyards are being created from the abandoned territories of the city.
Yard cleaning and landscaping: In Almaty, for the first time, the practice of integrated maintenance of yard territories has been introduced, which provides for sanitary cleaning, repair of landscaping elements and maintenance of green areas in one contract. For the comprehensive maintenance of more than 4,000 courtyards of the city, financing has been increased from 24.8 billion tenge in 2024 to 27 billion tenge in 2025.
Control over sanitary cleaning of territories has been tightened in the megalopolis – Almaty contractors responsible for the cleanliness of streets, parks and courtyards are strictly responsible for improper performance of their duties.
