Parents of special children once again met with the akim of Karaganda region Ermaganbet Bulekpayev. At the final, fourth meeting this year, issues of accessibility of education, medical care, employment, cultural leisure and sports activities for children with disabilities were raised. Heads of regional administrations, akims of cities and districts participated in the discussion.
The number of children with special educational needs is growing in the region. If there were about 15 thousand such children in December 2023, today there are almost 20 thousand of them.
An office of psychological and pedagogical correction in Balkhash and an additional PMPK in Karaganda have recently been opened. The Kazakhstan Khalqyna Foundation has installed adapted sports and children's playgrounds in 10 special educational institutions.
– This year, for the first time in the region, a state educational order was implemented for special psychological and pedagogical support for special children. We managed to reach 300 people," says Gulbakyt Zhunusova, Head of the Department of Education. – Two support rooms have been opened in secondary schools in Shakhtinsk and Temirtau. There is a sensory integration room in secondary school No. 5 in Karaganda.
The issue of opening an Autism Center in Temirtau and expanding the rehabilitation center in Karaganda is being considered.
In 2025, invataxi should be available in all cities and districts for people with mental disabilities over the age of 18.
The number of sports sections for children with special needs is increasing every year. Next year, it is planned to cover about 600 people in cities and districts with sports activities through the state social order.
The parents made a proposal to include AFC in the mandatory curriculum of the Karaganda university, which trains physical education teachers. The Department of Education promised to consider this issue.
This year, new play areas have been installed in Karaganda for children with disabilities. So far, they are only in Central Park and Duduk. Next year, the same sites should appear in other areas of the city. Ermaganbet Bulekpayev instructed the akims of cities and districts to organize similar play spaces in their settlements.
– Akims and heads of departments should constantly meet with parents of special children and find out their needs. I want to thank my parents for their active participation and colleagues, even though I often criticize them. We must deal with all the issues that were raised today. The consciousness that everyone is equal should be formed in society. Special children and adults should walk freely in public places and just live like everyone else," the head of the region emphasized.
Oksana Yugai, co-founder of the Batyl Zhurek Public charitable Foundation, noted that meetings with the akim of the region help to resolve parents' issues.
"The real result is noticeable," she says. – Cities and districts have been connected. There are fewer questions, but they are still there. We need a school for children with mental disabilities in Karaganda. We really need tutors in boarding schools, but this is a matter for the ministry. The most important thing is that the government hears us.
