Today, an expanded board meeting of the Ministry of Culture and Information of the Republic of Kazakhstan was held. At the meeting, Minister of Culture and Information Aida Balayeva focused on the direction and goals of the work for 2025.
"2025 is a special year in ideological terms," ​​the minister said.
This year, a number of significant anniversaries and cultural events will be held. Among them are the 30th anniversary of the Assembly of the People of Kazakhstan, the 80th anniversary of the Great Victory, the 30th anniversary of the Constitution, and the Congress of Leaders of World and Traditional Religions. In addition, the 180th anniversary of Abai Kunanbayuly, the 190th anniversary of Shokan Ualikhanov, the 100th anniversary of Nurgisa Tlendiev and other anniversaries of prominent figures will be celebrated.
In addition to the above-mentioned anniversary and important events, there is a task to hold the anniversaries of famous personalities at a high level.
“A comprehensive plan has been approved for these events. However, the work to be carried out should not be formal. The essence and content of each event should be deep, the lessons learned,” said Aida Balayeva.
Large-scale events are planned within the framework of the 80th anniversary of the Great Victory. Also, the online platform “Tribute to the Heroes” will be launched. The portal contains information on the names of about 1 million Kazakhstani soldiers, as well as personal documents and photographs.
Aida Balayeva also noted the need to pay close attention to the issue of digitization of the industry. Digitization is a platform for new opportunities in the field of culture and information.
The ministry considers digitization as one of the main tasks for preserving and making cultural heritage accessible. The “E-museum” web portal will be launched, creating a virtual network of museums in Kazakhstan. This project will provide online access to historical and cultural heritage using 3D modeling technology.
Current issues related to the film industry are also constantly in the spotlight. One of them is the development of “Kazakhfilm”. According to the law signed by the President, now at least 30% of state funding will be directed to “Kazakhfilm”.
“What I would like to emphasize here is that every penny allocated from the state is accounted for and requested. Therefore, these funds will be allocated only to worthy works that have passed the examination,” said Aida Balayeva.
In 2024, for the first time, priority topics that correspond to our national interests and ideology were approved, and a new format of competition was held. Last year, 16 national films were released, and in 2025, 14 new films will be released.
In addition, special attention is being paid to the animation industry. In 2025, 10 animation projects will be created, and the production of Kazakh cartoons for children will increase.
The quality of TV series is also improving. In 2024, 41 series were produced and broadcast under state orders.
The ministry also pays attention to the issue of exporting national films and series abroad and plans to launch a national streaming platform.
In addition, work is underway to strengthen the legislation on issuing distribution certificates depending on the content of domestic and foreign films released for cinema distribution.
Work will continue to gradually improve the film industry.
Today, more than 58 thousand people work in about 8 thousand cultural organizations in the general field of culture. Last year, about 3 million spectators attended about 16 thousand events held in theaters, and more than 2 million people participated in events organized in museums.
At the same time, the minister said that attention should also be paid to the content of commercial events held in cultural organizations.
“Because the sacred stage is a place of taste and learning. That is why we must all treat it responsibly, without diminishing the dignity of noble art. Cultural centers should be free from political slogans and slogans and create conditions for true art to spread its wings,” said Aida Balayeva.
In addition, the minister noted that responsibility should be strengthened to prevent facts of causing discord within the country and inciting religious and interethnic hatred. Currently, there are about 4 thousand registered religious associations representing 18 confessions in the country. Therefore, it is appropriate to work together in this area to solve the spiritual problems of society.
Also, grant support for ethno-cultural associations contributes to the development of interethnic harmony and unity. Aida Balayeva said that it is necessary to work out the legal framework for this issue.
A new law "On Mass Media" was adopted to combat false information and increase the security of the information space. Last year, more than 67 thousand facts of violation of the law were identified on online platforms, and more than 18 thousand materials were deleted. The Ministry has taken up the organization of training courses for journalists on improving their skills, increasing media literacy, and fact-checking.
In 2025, the Central Asian Media Forum will be held, where topical issues of the media industry will be discussed.
Another important direction is the development of creative industries. The Head of State recently signed a law on the support and development of creative industries. Now the Creative Industries Development Fund will begin its work. Creative hubs are opening in each region. Today, 12 creative centers operate across the republic, and 8 more are planned to be opened in 2025.
The ministry continues to modernize the infrastructure in the field of culture. In 2024, 255 repairs and 45 construction works related to cultural facilities were completed in the regions of the country.
Repairs are underway at the National Museum, the Mukhtar Auezov Drama Theater, the Natalia Sats Theater and other cultural facilities.
In conclusion, the minister called on all industry specialists, public councils and journalists to actively participate in the implementation of large-scale plans for 2025.
“Strengthening the unity of the people and the sustainable development of our country are a common interest for all of us. So, let's continue to work together towards a common goal,” said Aida Balayeva.
