A high-level international meeting dedicated to the 30th anniversary of the Beijing Declaration and the 25th anniversary of UN Security Council Resolution 1325 "Women. Peace. Security" was held in Astana. These are the main international documents aimed at expanding women's rights and ensuring gender equality.
The meeting was attended by heads of state bodies of Central Asian countries, Deputy Speaker of the Majilis of the Parliament of the Republic of Kazakhstan Daniya Espayeva, Chairperson of the Constitutional Court Elvira Azimova, Regional Director of the UN Women Office for Europe and Central Asia Belen Sanz Luque, and representatives of civil society.
The Minister of Culture and Information of the Republic of Kazakhstan, Chairperson of the National Commission for Women's Affairs and Family and Demographic Policy under the President Aida Balayeva, speaking at the meeting, noted that since joining the Beijing Declaration in 1995, Kazakhstan has firmly adhered to the direction of forming a stable gender policy, combining national and international priorities.
“This process is based, first of all, on a system of clearly established institutional mechanisms. In 2022, a large-scale constitutional reform initiated by President Kassym-Jomart Tokayev restored the Constitutional Court and established the institution of the Ombudsman. I would like to emphasize the importance of these changes, because the strengthening of law enforcement institutions creates a reliable environment for promoting and protecting gender equality,” said Aida Balayeva.
For this purpose, the National Commission on Women's Affairs and Family and Demographic Policy under the President of Kazakhstan is working. In addition, by the Decree of the Head of State, an advisory institute on gender issues was established under the heads of regions in 2023. The main state body responsible for the formation and implementation of gender policy in Kazakhstan is the Ministry of Culture and Information. A special committee operates within the ministry.
Belén Sanz Luque, Regional Director of the UN Women Office for Europe and Central Asia, highly appreciated the gender policy of Kazakhstan and the countries of Central Asia. She noted the positive change and expressed confidence that the goals of the Beijing Declaration will be fully implemented in the world.
“I am pleased with the achievements you have made in expanding the rights of women and girls in the country. We are working to ensure that all women and girls are free, have opportunities and rights. "We highly appreciate your achievements within the framework of agreements agreed at the intergovernmental level," said Belén Sanz Luque.
The Beijing Declaration was adopted in 1995 at the Fourth World Conference on Women. The document set out strategic actions in 12 key areas to empower women and girls.
Resolution 1325 "Women. Peace. Security" was adopted in 2000 and is aimed at ensuring that women make effective decisions on issues of peace and security.
