Arman Shakkaliev discusses prospects for trade and economic cooperation with Ambassador of the People's Republic of China to Kazakhstan Han Chunlin

The Minister of Trade and Integration of the Republic of Kazakhstan, Arman Shakkaliev, met with the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Kazakhstan, Han Chunlin, who recently began his diplomatic mission. The parties discussed the prospects for expanding trade and economic cooperation, as well as mutual cooperation in the field of international electronic platforms.
At the meeting, the two sides focused on the development of online trade. During the conversation, successful initiatives on the platforms of such leading Chinese marketplaces as JD.com, Alibaba and Douyin were reviewed. The national pavilion of Kazakhstan on the Alibaba platform, launched in 2022, brought together 290 Kazakhstani companies and presented more than 7,500 types of goods. The total sales volume on this platform exceeded 260 million US dollars. In 2023, the Kazakhstan pavilion on the JD.com platform was opened, presenting more than 60 types of products. The number of subscribers to the platform has exceeded 960 million, and sales of Kazakh goods on JD.com have increased from 1 million yuan in 2023 to 1.3 million yuan in 2024.
Arman Shakkaliev noted that the bilateral trade turnover reached a historic high in 2024. The minister said that he intends to actively diversify Kazakhstan's exports and expand the range of supplied products.
In turn, the Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to Kazakhstan, Han Chunlin, announced positive dynamics in trade relations.
“According to the General Administration of Customs of China, in 2024, the volume of bilateral trade between Kazakhstan and China reached 43.8 billion US dollars. Kazakhstan's exports to China amounted to 15.8 billion US dollars, an increase of 9%. "This trend confirms our confident step towards realizing our ambitious goal of doubling trade turnover in the future," the diplomat said.
The ambassador also proposed expanding cooperation in the fields of energy, agriculture, cross-border trade and services. He invited Kazakhstani entrepreneurs to participate in the China International Import Expo, which will be held in July this year.
"This year, we will organize seven specialized zones. They are a production unit, clean energy, smart vehicles, digital technologies, a healthy lifestyle, medicine and environmentally friendly products of the agricultural and industrial complex,” said Han Chunlin.
In addition, the parties discussed the creation of a modern infrastructure for online trade, including the development of warehouses.
To further strengthen bilateral cooperation, Kazakhstan will conduct a number of trade and economic missions in 2025 and participate in the largest exhibitions in China.
The Minister of Trade and Integration of the Republic of Kazakhstan Arman Shakkaliev, during a working visit to the Kostanay region, visited several facilities in the region and got acquainted with the development of the local industry.
The Minister visited the KIA automobile plant, where he got acquainted with the construction of a new production facility capable of producing 70 thousand cars per year. He also visited the KamLitkz plant, which produces cast iron automotive components for trucks. The Minister noted that such enterprises play an important role in the further development of the regional industry.
He also did not ignore the "Bayan Sulu" confectionery factory, which has become a symbol of Kostanay and is considered the pride of domestic production. Since 1974, the factory has been producing more than 240 tons of products per day, offering a wide range of confectionery products. In turn, Arman Shakkaliev proposed to introduce the factory's products to the Iranian market as part of the trade and economic mission of Kazakhstan to Tehran in February.
"Expanding the sales geography will help the factory increase its capacity and support the promotion of the "Made in KZ" brand in the international arena," the Minister of Trade noted.
The minister also visited the new factory of "Milkh" LLP, which produces products under the "Novy Den" brand, in addition to popular cheeses and cottage cheese. According to Arman Shakkaliev, there is a high demand for Kazakhstani dairy products. In this regard, the minister noted the importance of supporting domestic production.
In addition, he visited the "Sayakhat" market, which was renovated in accordance with the Road Map. Modernization will improve trade and consumer service conditions. This year, 3 markets in Kostanay will be renovated.
During his visit to Kostanay, the minister met with business representatives of the region and answered questions about state support for trade entities and tax reform. Arman Shakkaliev reported on measures of state assistance for trade entities, including subsidizing interest rates on loans for the construction and modernization of trade facilities. For this purpose, 5.27 billion tenge has been allocated from the budget. Currently, a pool of 22 projects has been created in Kostanay region by the "Damu" fund, 18 of which have been approved. Under 6 projects, entrepreneurs have received loans from second-tier banks for 529 million tenge, of which 57 million tenge are subsidized.
