Olzhas Bektenov checked the readiness of the North Kazakhstan region for the flood season

📌 During his working trip to the North Kazakhstan region, the Prime Minister visited the Sergeev waterworks, and also inspected the reconstruction of the 1st lifting pumping station and the dam embankment in the city of Petropavlovsk. These facilities play a key role in protecting settlements from floods and providing water to the local population. The purpose of the working trip is to monitor the implementation of the instructions given by the Head of State on coordinating preparations for the flood-prone period. Attention will be paid to the condition of hydraulic facilities and the introduction of modern digital solutions.
🔷 In the city of Sergeevka, representatives of key departments and services reported on the current work on repairing the waterworks. The Sergeev waterworks is the main regulator of the flow of the Yesil River. It continues to operate in cascade with the Petropavlovsk waterworks, creating a single water management complex that provides water supply to North Kazakhstan, partly Kostanay and Akmola regions, as well as guaranteed water supply to the Tyumen region of the Russian Federation. During last year's flood, the soil on the left bank was washed away as a result of the large amount of water and ice in the lower reaches of the Sergeev reservoir. There was no damage to the Petropavlovsk reservoir.
✔️ In 2024, the Government allocated 278.5 million tenge from the republican budget for the current repair of hydraulic structures and flood control measures at the Sergeev and Petropavlovsk reservoirs. More than 1.4 thousand m3 of large boulders were brought to these facilities to strengthen the embankments, dredging was carried out in the lower reaches near the Sergeev reservoir, and 940 m3 of soil mixture was excavated.
🔘 Shugayip Ibatullin, Director of the North Kazakhstan branch of the Kazsuchar RSE, reported that both reservoirs are currently in satisfactory condition and continue to operate in normal mode. This year, 14 additional events are planned.
🔘 In turn, the head of the Kazhydromet branch, Kymbat Mergalimova, said that the amount of precipitation will be above normal, especially in the southern and eastern regions. Heavy precipitation is expected in the middle and end of February, with a decrease in temperature in the first and second decade of the month. The risk of flooding remains high for areas located below the Sergeev reservoir.
"The Sergeev waterworks is a strategic facility in a flood-prone area, which is also responsible for providing water to the population. If the water level exceeds 2 meters, I will instruct the center and me personally to immediately notify them,"
— noted Olzhas Bektenov. It was instructed to continue strengthening water management facilities in the region, as well as actively introduce digital solutions, and conduct bathymetric surveys.
➡️ The Prime Minister was informed about the strengthening of control over the movement of heavy trucks along artificial structures, including the Sergeev and Petropavlovsk waterworks. For example, weight limits for heavy loads have been established, and mobile transport inspection stations are operating.

📌 In Petropavlovsk, the Prime Minister inspected the reconstruction progress and got acquainted with the new technological equipment of the 1st lifting pumping station, which was catastrophically shut down during last year's flood. The pumping station, built in the 70s, has not been repaired for 50 years.
✔️ As a result of the completed reconstruction, 2 pumps were installed that can work on dry land and under water. Also, electrical cables were laid underground to protect against external influences and mechanical damage. These measures will ensure stable electricity supply even in case of flooding.
🔘 As part of the working trip, the Prime Minister got acquainted with the preparation of anti-flood measures, the readiness of equipment and materials for protection against possible flood waters.
✔️ Currently, a feasibility study for the project on the reconstruction of the Petropavlovsk bypass with the construction of a signpost across the Ishil River has been developed. This road is part of the Central-Northern Transport Corridor, which connects Shchuchinsk, Kokshetau and Petropavlovsk with the border of the Russian Federation, including one of the two bridges across the Ishim River in the regional center. During the flood season, it serves as a protective dam, but in 2024, due to the rise in water levels, it overflowed and flooded the Podgora district.
✔️ In order to prevent such unfortunate incidents and ensure the safety of residents, it is planned to reconstruct the bypass road by building a bridge over the Ishim River. The project, worth 71 billion tenge, was financed from the republican budget in the first stage, and 18 billion tenge was allocated.
➡️ The Prime Minister was also introduced to technological capabilities with AI elements. In particular, the “Unified Drone Infrastructure” project. Today, this system is actively used to ensure public safety in Almaty. Starting this year, it is planned to launch it to monitor the flood situation in the North Kazakhstan Region, and then expand it to other flood-prone regions.
Also, unmanned aerial vehicles will be used to quickly transmit information, which will allow for quick receipt of information from the spot. This will allow for a correct assessment of the situation and coordination of the actions of services.
