S. Zhakupova reported on the events planned by the Ministry of Labor within the framework of the Year of Working Professions
09.01.2025 19:20:28 572Minister of Labor and social protection of the population Svetlana Zhakupova spoke at a meeting of the Government of the Republic of Kazakhstan about a set of measures planned for 2025 in order to fulfill the instructions of the head of state to hold the Year of working professions.
At the beginning of the speech, the minister noted that working professions remain the basis of the Kazakh labor market. 4.8 million people, or 52% of all working citizens, have vocational or technical education. This is about 2.3 million people, they work in the specialty of 2.2 thousand workers. The high demand for such specialists is confirmed by a large number of vacancies – over the past year it amounted to more than 270 thousand vacancies. Working personnel are more in demand in such areas as transport, trade, industry, agriculture.
"Our forecasts, developed on the basis of actuarial models, show that in the coming years the need for working personnel will only increase. In the next 6 years, it is planned that the total demand for personnel will be 1.6 million people, of which more than half will belong to workers with vocational education, of which about 400 thousand are working specialties. These include drivers of specialized equipment, plumbers, welders, workers of construction specialties and technical directions," Svetlana Zhakupova said.
According to him, in order to effectively plan the training of personnel, including working professions, an innovative project navigator has been developed.
"The platform already makes it possible to predict the need for personnel, as well as synchronize the demands of the labor market with the training of specialists in vet organizations.
Based on the indicators of job creation, the size of the wage fund, timely payment of wages and social contributions, we can evaluate the effectiveness of projects. To date, 755 investment projects with the creation of 150 thousand jobs are being monitored," Svetlana Zhakupova said.
The minister noted that the analysis revealed a significant gap between the needs of the labor market in different regions and specific graduates of college students (vet). The largest gap is observed in the construction industry and industry. At the same time, there is an uneven distribution of personnel shortages by region.
We have also completed integration with the information systems of the Ministry of Finance, and after receiving data from them, we will be able to synchronize the training of personnel with projects implemented at the expense of the state budget, – added The Head of the Ministry of Labor.
To ensure the quality of Personnel Training, 1.6 thousand professional standards for working professions have been updated. On their basis, 87% of educational programs have been updated. Using the standard of the European Union countries, an electronic skills bank has been created, which includes more than 12 thousand skills.
"This year, another 100 professional standards are being developed and updated.
The assessment of qualification recognition began on the basis of 4 independent centers. This year we plan to open 5 more such centers, including 2 according to international standards," Svetlana Zhakupova said.
To choose a professional career and manage your own career trajectory, the Career Compass project is being implemented.
At the request of employers, vocational training and on-the-job training are actively developing. This year, about 12 thousand people will take such courses.
For the acquisition of practical skills by students, a functionality has been launched on the Electronic labor exchange that allows you to find a place for industrial practice.
Today, 643 courses are available on the online training platform, 410 thousand people have been trained.
According to the action plan for the year of working professions, it is planned to develop a Mentoring Institute, hold a job fair and train students and TVE students in job search and employment skills.
The head of the Ministry of Labor also spoke about the measures implemented by the department together with social partners to strengthen the protection of the rights of employees.
Improving the mechanisms for the Prevention of occupational injuries through digital monitoring in the field of Occupational Safety and health, the introduction of an integrated assessment of occupational risks with the assignment of a risk class to enterprises, as well as strengthening the requirements for training and testing the knowledge of those responsible for Occupational Safety and health and specialized organizations.
"We also plan to consider the issue of strengthening administrative responsibility for violations of Occupational Safety and health," Svetlana Zhakupova added.
To ensure transparency and legality of labor relations, it is planned to introduce mechanisms for declaring Labor Relations, which provide for the placement of the staffing table by employers, the transfer of procedures for concluding labor and collective agreements to electronic format.
As part of cooperation with the International Labor Organization, a joint action plan will be implemented to promote the principles of decent labor, which provides for recommendations for improving legislation.
"Last year, we approved a methodology for setting the minimum wage, taking into account international standards. This year we plan to ratify the convention of the International Labor Organization No. 131 "on the establishment of the minimum wage with special consideration of developing countries".
For the implementation of these measures, the ILO Project Office will be created, the directions of its work have already been determined," Svetlana Zhakupova said.
In conclusion, the head of the ministry noted that in recent years the Ministry has created a developed system of support for citizens and business in the field of Labor. It integrates a wide range of online services and solves a wide range of tasks, from job search and ensuring safety at work to the development of professional skills, including working professions.
"One of the most important projects in the field of working professions is the digital map of the Enterprise. This will allow us to identify risks in enterprises in advance and implement preventive measures in real time. The model uses data on more than 60 indicators, such as financial, social and labor. This allows us to pay special attention to working professions associated with high risk.
Combining the digital map of the enterprise with the digital map of the previously created Family opens up new opportunities. The employer can automatically identify risks, taking into account the social well-being of employees at the enterprise. For example, if a worker needs housing, his family has many children, or there is a member in it who has been granted the status of a person with a disability, the employer can find out this and provide appropriate support.
For business, the digital map of the Enterprise is a tool for the practical implementation of the principles of social responsibility aimed at improving the well-being of employees," the minister concluded.
