The Year of Working professions: the transformation of technical and vocational education has begun in Kazakhstan

By decree of the Head of State, 2025 has been declared the Year of Working Professions. In order to increase the prestige of working professions and reform technical and vocational education, the Government approved the Republican Plan for the Year of Working Professions, and the Ministry adopted a Roadmap for the transformation of Technical and Vocational Education for 2025-2027.
It should be noted that plans have been developed in all regions of the country to hold the Year of the Working Profession, including measures to increase the prestige of working professions, the quality of personnel training, and expand interaction with employers.
Currently, the vocational education system in Kazakhstan includes 772 operating colleges, which have 565,000 students. According to the results of 2024, the volume of state orders in technical and vocational education amounted to 143 thousand places. The scholarship of students has increased by 2 times.
The action plans include: an atlas of new professions and competencies, taking into account regional specifics, the transformation of technical and vocational education, the training of internationally certified specialists, job creation, protection of the rights and raising the status of working professions. Together with enterprises, 1,000 specialized classes will be opened in schools.
"The career guidance reform will allow students to learn about new requirements in the labor market, assess career prospects in specific sectors of the economy, and make the right choice of profession. The career guidance service in schools will be strengthened, which will fully cover the professional diagnosis of students. The experience of teaching high school students practical skills and the first working profession at colleges has also been introduced," said Kazakh Minister of Education Gani Beisembayev.
The state has adopted a new standard for per capita financing of colleges. The average amount of funds allocated for the education of one student is 437 thousand tenge, and from the new academic year for colleges that have achieved specific indicators it will increase by more than 2 times and amount to 912 thousand tenge on average.
"Training competitive specialists, fully providing educational institutions with modern material and technical equipment, and professional development of teachers is our top priority," the minister said.
It is planned to actively involve business structures and investors to develop a system of dual education and specialist training based on a targeted order from enterprises.
Currently, 518 enterprises provide patronage over colleges, their number is planned to increase to 4 thousand. Taking into account the requirements of professional standards, state educational standards and WorldSkills standards, about 8 thousand educational programs have been developed. This year, colleges and their employers are developing more than 2 thousand educational programs, 1.5 thousand teachers will be trained at the production base.
The transformation of the vocational education system includes the internationalization of 10 colleges in Kazakhstan. The exchange of experience with foreign colleges will allow students to improve their knowledge in educational institutions within the framework of academic mobility, as well as improve the professional competencies of teachers.
As part of the Year of Working Professions initiated by the Head of State, a National Competence Center will be established in Astana to support and develop students of technical and vocational education.
"The center will contribute to the development of professional competencies and skills of students, and will also become a base for staff retraining, advanced training, and WorldSkills championships," said Gani Beisembayev.
One of the key events of the Year of Working Professions will be the holding of the first championship of professional skills among the Turkic–speaking countries Turkiskills - 2025 in Aktau.
