9 automobile checkpoints are being upgraded in Kazakhstan
A full-scale modernization of automobile checkpoints continues in Kazakhstan. To date, a total of 9 checkpoints on the border with China, Uzbekistan and Turkmenistan have been updated.
As part of the planned work, it is expected to increase the capacity up to 6 times a day, from an average of 170 to 960 vehicles, as well as reduce the border crossing time to 30 minutes. The modernization of 9 checkpoints is planned to be completed this year.
In addition, an automated electronic queue system has been introduced at all 10 automobile border checkpoints along the external border of the Eurasian Economic Union. You can use it on the Qoldau platform.kz and via the CargoRuqsat mobile app.
The implementation of the system made it possible to eliminate the physical accumulation of vehicles along roads of national importance and ensured transparency of the transportation process.
Key changes in public procurement from January 1, 2025
As part of the improvement of the public procurement system, on behalf of the President, Kazakhstan has developed a new Law "On Public Procurement", which entered into force on January 1, 2025. The document is aimed at optimizing the procedures for conducting tenders, improving the quality of purchased goods, works, and services, as well as supporting domestic manufacturers. In particular, the changes affected:
the terms of the competition have been shortened (discussion of the tender documentation from 5 to 2 working days; acceptance of applications from 15 to 5 working days; consideration of applications and summing up from 10 to 3 working days);
Public monitoring of construction-related work is being introduced. It is planned to make publicly available schedules of work, reports on the execution of contracts, and involve the public in monitoring the execution of contracts.;
A new procedure for appealing the results of purchases is being implemented. In order to conduct the procurement promptly and avoid delays in the procedures, complaints will be considered by the procurement organizer himself.;
In order to purchase minor purchases, the right of a single source of goods up to 100 MCI, works and services up to 500 MCI has been introduced. For rural akimats, the threshold for purchases from a single source has been increased from 3,000 to 4,000 MCI;
In order to support small and medium-sized businesses, the priority right to purchase goods, works and services, the cost of which does not exceed 50,000 MCI, has been established for this category of entities.;

domestic production on the web portal by establishing exemptions from the national regime in order to support the domestic market;
To promote competition and protect business, applications from suppliers who are government agencies and quasi-public sector entities will be automatically rejected by the web portal if there are at least two applications from suppliers who are private business entities.;
In order to develop non-price criteria and support local suppliers, the calculation of conditional discounts has been changed in the form of a territorial attribute (from 1% to 2%) and negative values (from 0.1% to 0.2%).
