In order to improve regional policy and ensure balanced social and economic development of the regions, a project office was established under the chairmanship of Deputy Prime Minister Kanat Bozumbayev. It included all central government bodies, akimats, deputies of Parliament and experts.
During the first meeting, members of the project office discussed measures to implement new approaches to regional development, paying special attention to unlocking the potential of the regions.
"It is necessary to fully utilize the potential of the regions, while directing funding to the regions with the greatest infrastructure problems. It is necessary to give the regions maximum autonomy in financing projects, including taking into account their focus on achieving the final result. "It is also necessary to encourage regions for over-fulfilling tax revenues," said Kanat Bozumbayev.
In addition, the participants of the meeting discussed measures to prevent disparities in the development of regions, the development of new strategic documents, as well as the lack of autonomy of district and village akims in making decisions in local areas. To develop local self-government, deputies of the Amanat party, together with the State Service Agency, proposed launching the “School of Akims” project.
“For the effective implementation and high-quality selection of villages where projects will be implemented, regional akimats, together with the sub-group for the development of local self-government, should conduct screening, identifying the specialization of each village, developing specific plans for the construction of the necessary infrastructure and assistance in the sale of products,” Kanat Bozumbayev instructed.
The Vice Prime Minister gave instructions on improving the legislation in the field of local self-government.
“Inter-sectoral coordination between state bodies is weak. This practice must be eliminated. It is necessary to carry out coordinated implementation of regional and sectoral policies. "The implementation of budget programs and investment plans should be carried out synchronously," Kanat Bozumbayev noted.
State bodies were instructed to conduct an audit of departmental regulatory legal acts on all proposed measures for the implementation of the developed measures to improve regional policy within a month.
