The Ministry of Health has begun to implement the Concept of Inclusive Policy

The Ministry of Labor and Social Protection of the Population has started implementing the Concept of Inclusive Policy in the Republic of Kazakhstan for 2025-2030 (hereinafter referred to as the Concept). The document was signed by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov the day before.
It is important to note that the Concept was developed taking into account international experience, recommendations of the UN Committee on the Rights of Persons with Disabilities and suggestions from the public. Various experts from among public figures and activists were involved. A series of round tables were held with the participation of NGOs representing the interests of citizens with disabilities, a representative survey and a collection of proposals from across the country.
New approaches to the implementation of inclusive policies provide for the adoption of a set of effective measures aimed at realizing the rights, expanding the opportunities of persons with disabilities (hereinafter referred to as LSIS), and creating the necessary conditions for their full–fledged social integration into society.
The main conceptual innovation is the creation of conditions for the transition from a medical and social to a social and human rights model of disability.
The action Plan for the implementation of the Concept contains 52 measures affecting the competence of 20 central state and local executive bodies, as well as the Atameken National Chamber of Entrepreneurs. In general, work is envisaged in 13 areas: equality and non-discrimination, legal protection, improving the level of social protection, an inclusive labor market, health, habilitation and rehabilitation, inclusive education, involvement in public and political life, barrier-free environment and accessibility of services, safety in emergency situations and climate threats, personal and family life, cultural life, leisure, sports and others.
The implementation of the Concept will contribute to: improving national legislation; increasing the level of inclusiveness of the labor market and the quality of medical services; developing inclusive education; involving people with disabilities in political and public life; creating a barrier-free environment; developing an algorithm for actions that ensure safety and necessary assistance to people with limited mobility and people with disabilities in emergency situations, etc.
