The work of the Project Office for the implementation of the National Project "Modernization of the Energy and Utility sectors" has begun. Deputy Prime Minister Kanat Bozumbayev held the first meeting of the Project Office for the implementation of the National Project "Modernization of the Energy and Utility Sectors".

The national project is aimed at reducing infrastructure accidents and ensuring uninterrupted provision of public services. To date, the depreciation of the energy and utility infrastructure of 87 monopolistic enterprises in the fields of heat, electricity, water supply and sanitation ranges from 65 to 100%. Thus, the Project Office has been tasked with reducing the wear of engineering networks by up to 40% and building new sources of electricity generation (an additional 7.3 GW).
The need for investments until 2029 for the modernization of utility networks will amount to 6.8 trillion tenge, 6.2 trillion for electricity generation. The funds of the STB, national financial development institutions and international financial organizations will be attracted. The creation of a financing mechanism for natural monopoly entities, consideration of applications for preferential financing or subsidies are entrusted to JSC NMH Baiterek. Monitoring and control over the progress of projects and construction and installation works are assigned to Kazcenter Housing and Communal Services JSC.
The national project pays special attention to the development of domestic industry with 100% utilization of existing enterprises with the creation of 27 new industries and jobs. The Ministry of Industry and Construction has been instructed to develop a specific list of goods, works and services produced by domestic producers, launch a single electronic procurement form with the introduction of a register of unscrupulous participants.
Separately, the meeting discussed support measures for the NHS category. Solvent segments of the population should pay for utilities at fair, market-based tariffs. Vulnerable segments of the population will be protected from tariff increases through an automated housing assistance system. The relevant ministries were instructed to work out the issue of setting the threshold for maximum allowable utility bills of up to 5% of the total family income for socially vulnerable groups, to unify the applicable standards for housing area and utility consumption per person to increase the number of recipients of housing assistance.
"Problems in the field of energy and utilities are among the most acute and require comprehensive and prompt solutions. I instruct the Ministry of National Economy, together with interested government agencies and organizations, to submit a detailed Roadmap for the implementation of the national project to the Government Staff within two weeks," Kanat Bozumbayev said.
The Deputy Prime Minister stressed that the successful implementation of the national project will require close cooperation between ministries, akimats and the private sector, as well as the active participation of citizens.
"In this regard, the Ministries of National Economy, Energy, Industry and Construction, together with the Ministry of Culture and Information, interested government agencies and organizations, need to conduct large-scale explanatory work among the population, the business community, and subjects of natural monopolies with a briefing for journalists in the third decade of January," Kanat Bozumbayev said.
