O. Anafin reported on social support measures for low-income Kazakhstanis
25.01.2025 13:15:06 616Vice Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Olzhas Anafin spoke at a press conference held at the Government about state social support measures for low-income Kazakhstanis. This category of citizens is provided with housing and social assistance to cover utility bills and targeted social assistance aimed at getting families out of difficult life situations.
Housing assistance is provided to citizens whose expenses for paying utility bills and maintaining housing exceed the permissible maximum share of expenses for these purposes established by local representative bodies. The maximum permissible share does not exceed 10%.
This type of assistance is provided at the expense of local budget funds, regardless of social status, in the event of having only one dwelling.
Applications for housing assistance can be submitted through the electronic government portal (egov.kz) or through public service centers.
"In 2024, local executive bodies provided housing assistance to 17.5 thousand families or 41.2 thousand people for a total amount of 592 million tenge. This year, 1.5 billion tenge has been allocated from local budgets for housing assistance to 41.9 thousand recipients,” said Olzhas Anafin.
To pay for additional utilities and purchase solid fuel from local budgets, one-time and monthly social payments are provided to certain categories of citizens. The list of categories of recipients, the maximum amount of social assistance and the deadlines for applying for it are established by local executive bodies and approved by decisions of local representative bodies.
“These payments are not provided in all regions and will depend on the capabilities of local budgets. In 2024, 5.3 billion tenge was allocated for these purposes for 181.2 thousand recipients. According to local executive bodies, 2.6 billion tenge is allocated for social assistance to certain categories of citizens in 2025 for 193.7 thousand recipients.
It is important to note that, in accordance with the established criteria, a citizen can simultaneously receive housing assistance and social payments,” said Olzhas Anafin.
Targeted social assistance (hereinafter referred to as TSA) is provided to low-income families with an average per capita income below the poverty line (35% of the regional median income, but not less than 70% of the regional minimum subsistence level).
“When tariffs increase, the increase in prices affects the non-food part of the minimum subsistence level (55% food, 45% non-food part). Thus, the increase in the cost of utilities will lead to an increase in the standard of living and, accordingly, to a change in the poverty line, which will affect the amount of TSA.
The Ministry of Labor and Social Protection of the Population is ready for these changes. Targeted social assistance will be provided to all Kazakhstanis with incomes below the poverty line. "In 2024, 39.5 billion tenge was spent on paying the social security fund for 413.7 thousand members of 78.1 thousand families, while this year 132.9 billion tenge was allocated for these purposes for 1 million people," Olzhas Anafin noted.
As previously reported, the main goal of the social security fund is to provide support in the form of cash payments and to help families get out of difficult life situations by involving able-bodied family members in active measures to promote employment.
The social security fund provides for the following:
- quarterly social assistance to citizens whose income does not exceed the poverty line;
- monthly additional payment in the amount of 1.5 MCI for each child of low-income families with children from one to six years old;
- providing grants to families intending to find a job, start their own business, send them to advanced training courses (if necessary), etc. through employment assistance.
Currently, Kazakhstanis can apply for the appointment of a CEC to the Career Center, the akim of the rural district at the place of residence, or through the electronic government portal (egov.kz).
