On January 23, 2025, the Republic of Kazakhstan held a ceremony to defend the Fourth National Report on the Implementation of International Obligations in the Field of Protection of Human Rights and Freedoms within the framework of the 48th Universal Periodic Review (UPR) session of the Working Group of the UN Human Rights Council in Geneva.
The main document on the implementation of international obligations of the Republic of Kazakhstan in the field of human rights was presented by a delegation led by the Minister of Justice, Yerlan Sarsembayev.
The Kazakhstani delegation included deputy heads and officials of the Prosecutor General's Office, Court Administration, Ministries of Internal Affairs, Culture and Information, Foreign Affairs, Labor and Social Protection of the Population, Health and Education.
The Kazakhstani delegation introduced the participants of the event to the main achievements of the Republic of Kazakhstan in the field of human rights over the past five years and the main priorities of the state's development.
Yerlan Sarsembayev noted that since the submission of the third report in November 2019, Kazakhstan has achieved significant success in the field of human rights by implementing a number of important initiatives aimed at further democratizing our country was held.
Administrative Justice was launched in order to improve judicial proceedings. Over the past 3 years, it has proven its effectiveness, ensuring fair, efficient and accessible justice. Currently, there are draft laws in Parliament aimed at expanding the scope of Administrative Justice. Currently, courts satisfy up to 60% of claims for appeals against their decisions, actions and inaction of state bodies and officials.
In addition to the restoration of the Constitutional Court and the adoption of the Administrative Procedure Code, Kazakhstan has carried out reforms in the judicial system, including the introduction of the institution of administrative justice to protect citizens' rights, and has also reformed the activities of law enforcement agencies in order to increase their transparency and accountability.
During the interactive dialogue following the speech of the head of the Kazakhstani delegation, the UN Member States presented relevant recommendations on improving the legislative mechanism and practice of human rights protection.
The official delegation of the Republic of Kazakhstan answered questions from participants in the defense of the National Report.
Delegations of foreign states noted the progressive progress of the Republic of Kazakhstan in developing legislative, practical and other measures in the field of human rights protection and implementing the guiding principles of the main international documents in the field of human rights protection.
