Upbringing, education and safety: work is underway in the Abai region to create favorable conditions for every child

Large-scale reforms and initiatives aimed at protecting children's rights are being implemented in the Abai region. President Kassym-Jomart Tokayev emphasizes the importance of creating conditions for a happy and safe childhood for every child. In this regard, large-scale legislative and strategic measures are currently being implemented to protect children's rights.
Given that children make up a third of the country's population — 6.8 million people - the State is making significant efforts to strengthen the system for protecting their rights, ensuring their well-being and safety. These measures are aimed at creating conditions in which every child can develop, learn and grow in a harmonious environment. The main goal is to build a society in which the happiness and safety of children will become a priority for everyone. An important initiative of the adopted three laws was the creation of an institute of mentors for the adaptation of children left without parental care in society.
So, in February 2024, amendments were made to the Law "On the Rights of the Child", providing for the introduction of a mentoring institute for orphans and children left without parental care. In the field of Abai, such children are assisted by 5 individual and 7 corporate mentors who assist in professional orientation, socialization and leisure activities. In December, a law was passed introducing the institution of a "professionally hosted family." This initiative allows children who find themselves in a difficult life situation to be raised at home, and professional parents receive an allowance of 10 MCI per child and up to 70 MCI.
Responsibility for violence against children has been tightened, and the work of the 111 contact center, which provides emergency assistance, has been fixed at the legislative level. Administrative responsibility for bullying has been introduced, and the disembarkation of children from public transport is prohibited.
Starting from the 2026-2027 academic year, children from socially vulnerable segments of the population studying in private schools will be provided with free meals and textbooks. There are 22 guardianship and trusteeship specialists in the Abai region, however, an additional 15 specialists are required to ensure a regulatory load distribution.
"Since February 2024, the Meirim campaign has been held in the region, aimed at supporting orphaned children and children left without parental care. To date, 222 children have been assigned to various collectives of state institutions and organizations, and more than 37 million tenge has been transferred to the accounts of 144 children," said Deputy akim of the region Abai Zhasulan Sarsebayev.
In the Abai region, the rate of enrollment of children in additional education was 92.4%. More than 11 thousand children are engaged in creative circles outside and on the territory of educational institutions, as well as over 6 thousand in sports sections. Extracurricular enrollment in 309 secondary schools was 50,666 students (49.3%): 20,773 children (20.3%) were enrolled in 1,129 clubs, and 29,893 children (29%) were enrolled in 1,760 sports sections. For the development of military-patriotic education in the region, there are 234 clubs and 59 classes of "Zhas sarbaz". Environmental clubs are active, as well as school museums and local history groups. In the summer of 2024, 12 health camps hosted more than 5,000 children. To eliminate the shortage of out-of-town camps, a new camp is being built in the village of Kengirbai as part of a comprehensive socio-economic development Plan.
"All educational institutions in the region are equipped with modern security systems, including video surveillance cameras, alarm buttons and turnstiles. More than 23,000 cameras have been installed as part of the connection to the national video monitoring system. Family and Child Support Centers have been established in the region, where psychologists, social educators, and guardianship officials work. Work has been organized to use rural clubs and Cultural Centers for additional education. In 2024, assistance was provided for 113 appeals, each of which was promptly resolved," said Deputy Akim of the region Abai Zhasulan Sarsebayev.
More than a thousand measures to prevent bullying, drug addiction and extremism were carried out in the region during the year. In August 2024, a training seminar on the protection of children's rights was organized for specialists of the region.
The Abai region continues to work on creating favorable conditions for every child. The upbringing, education and safety of the younger generation is the main priority, because children are the future of the country.
