Systematic work is being carried out in Astana against domestic violence. In 2024, significant progress was achieved thanks to new legislative measures, the introduction of technologies and the active involvement of social services. This work was described in detail at a briefing by the prosecutor of the Department for Supervision of the Legality of Pre-Trial Investigation and Criminal Prosecution Erasyl Zhumakanov and the head of the Department for the Protection of Women from Violence of the Astana City Police Department Gulmira Shrahmetova, the official website of the city administration reports.
In 2024, a new law on combating domestic violence came into force. The list of criminally punishable acts included intentional infliction of minor harm to health (Article 108-1 of the Criminal Code of the Republic of Kazakhstan) and assault (Article 109-1 of the Criminal Code of the Republic of Kazakhstan). These measures are aimed at strengthening the protection of women and children from aggressors.
Since the law came into force on June 16, 2024, 1,184 criminal offenses have been registered in Astana. Of these, 676 cases involved intentional minor harm to health, 238 of which were in the family and domestic sphere. Another 508 cases involved violence, 39 of which were registered in domestic conflicts.
The judicial system is actively considering such cases: by the end of the year, 142 cases were sent to court, of which 83 people were sentenced.
In 2024, new methods of combating domestic violence will be introduced in Astana. One of them is the “ODARA” project, which is designed to assess the risk of repeated violence.
The project is being implemented jointly with non-governmental organizations. Police officers conducted more than 15 thousand surveys among people prone to violence. As a result, 106 people with a high risk of relapse were identified and provided with assistance by state bodies and NGOs. The main reasons for violent acts were alcohol consumption (4,496 cases), jealousy (939 cases), and social instability (1,360 cases).
As part of the “Digital Police” project, local inspectors are equipped with video recorders, which allow them to immediately record incidents and prevent attempts to conceal offenses.
Law enforcement agencies, together with social services, pay attention to the protection of victims of violence. 384 people in need of protection were placed in crisis centers. In addition, more than 1,200 women and children were provided with psychological support and legal assistance.
An important part of prevention was active interaction with city residents and municipal services. Law enforcement agencies are urged to report cases of domestic violence to law enforcement agencies for immediate action.
Video calls via social messengers have been introduced to monitor potential offenders, which will allow for remote monitoring of the situation in families.
To assess and prevent the recurrence of violence, the "ODARA" program is planned to be expanded to all districts of the capital by 2025. It is also planned to open specialized correctional centers where aggressors can correct their psychological and social behavior. Cooperation with non-governmental organizations will also be strengthened to provide comprehensive support to victims.
One of the main areas will be working with families in difficult life situations, as well as strengthening control over the sale of alcohol at night, which should reduce the number of domestic conflicts.
