Time of changes: 9 districts of East Kazakhstan Oblast are adapting to the new working regime.
10.04.2025 16:48:50 220Since the beginning of this year, several districts of the East Kazakhstan Region have switched to a new work schedule. The Katonkaragay district was the first to test this change - as a pilot project. Soon, 8 more districts were added to this system: Zaisan, Tarbagatay, Ulan, Kurchum, Markakol, Samar, Bolshoy Naryn and Altai.
According to the new rules, state institutions and enterprises in these districts will work from 08:00 to 17:30. The lunch break is set from 12:00 to 13:30. And schools, kindergartens and medical institutions will continue to work according to the previous schedule, since their working hours are established in this format.
In the Altai district, these changes affected not only state structures, but also the social sphere. The chairwoman of the district maslikhat Larisa Grechushnikova noted that this new system is very convenient for residents:
It has been six months since the maslikhat of the Altai district switched to a new work mode. Since the employees have small children, they need to be taken to kindergarten at 8:00, they also need to be taken to school, and some live in private homes and have to get up early. In addition, industrial enterprises also start working at 8:00. Therefore, there is no difference in the work schedule between budgetary organizations, civil service and industrial enterprises. This is very convenient,” said Larisa Grechushnikova.
Zinaida Natarova, a methodologist at the Dostyk House, also supported the decision.
- “I support this decision, because for me, as a resident of the private sector, the extra hours spent on the garden plot are very important,” she said.
Altai District Governor Renat Kurmambayev also supported this innovation, noting that the residents of the district fully approved the change in working hours:
“Meetings on changing the work schedule were held in all settlements of the Altai District. The population supported the initiative to optimize working hours. These measures are aimed at improving the physical condition of employees and creating comfortable conditions for citizens,” said Renat Kurmambayev.
The main goal of this innovation is to optimize work processes and improve coordination between districts. Taking into account the natural features of the region (early sunrise and sunset), this decision will allow for the effective use of daylight. This, in turn, will increase labor productivity and improve the quality of life of residents.
The new work schedule has also come into force in the Ulan District. Meetings were held with local authorities, farm managers, and heads of educational institutions in this area. The akim of the Ulan district, Arman Bekbosynov, noted that the new schedule was unanimously supported by the population:
“From today, a new work schedule has been introduced in our district. Meetings were held in 16 rural districts of the Ulan district with heads of farms, representatives of the state revenue department, police and defense departments, as well as civil servants and educational institutions. Regional departments and their deputies also participated in these meetings. A proposal to start the working day at 08:00 was made and was unanimously supported. Industrial enterprises and large agricultural structures will also work according to this schedule, which will make the work schedule of budgetary organizations more convenient. Schools, kindergartens and medical institutions will retain their previous work schedule,” said Arman Bekbosynov.
“The new work schedule will allow you to pay more attention to household chores and garden care,” says Svetlana Klyuchnikova, librarian of the Ulan district.
The new work schedule is also convenient for the population. As Rustem Aliyev, an employee of a local poultry farm, said:
– It is now convenient for our family to go to work and the children to school at the same time, we all go out at the same time, and in the evening we do housework, spend time with the children, and find time for our family.
This step is aimed at improving the organization of labor in the East Kazakhstan region, increasing the quality of life, and creating a harmonious working environment for all residents.
