Japan Reforms Its Official Development Assistance (ODA) System

Japan has updated its ODA legislation to use the budget more efficiently and attract private investment to address global challenges: climate change, poverty reduction, and human rights protection.

📅 As of April 2025, a new law has come into force, granting JICA the following powers:
— Support the issuance of bonds, including green projects
— Provide credit guarantees for small businesses
— Receive loans from international financial institutions
— Return or reallocate unused funds

Japan considers ODA a key diplomatic tool — especially in promoting the concept of a "Free and Open Indo-Pacific" in response to China's growing regional influence.
