New Constitution and quality of education: meeting held in Shymkent

Meetings with labor collectives of various sectors on the interpretation of the new Constitution of the Republic of Kazakhstan continue in Shymkent. The next meeting of the working group with representatives of the pedagogical community was held at the D. Kunayev comprehensive secondary school. The meeting widely discussed issues of improving the quality of education, introducing unified educational standards, and state support for science.
This educational institution, which opened in early 2024, is now becoming a model for the effective implementation of business social responsibility. The founder of the school, a deputy of the city maslikhat of the VII and VIII convocations, Laziz Sulaimanov, noted that the private education sector should prioritize quality first and foremost.
– The school for 2,500 students has all the conditions for receiving quality education. The educational process is conducted in one shift, two free meals are organized, more than 50 clubs operate. Special attention is paid to personnel policy: teachers undergo a strict commission selection. Close ties with the parent association allow for the formation of an effective educational environment. These principles are consistent with the priorities set out in the new Constitution, – said L. Sulaimanov.
Bakhadyr Narymbetov, chairman of the city maslikhat and member of the Constitutional Commission, spoke about the systematic changes in the education sector. According to him, today 46 percent of the city's schools and almost 90 percent of kindergartens belong to the private sector.
– The new Constitution provides for the introduction of a single standard of education for all educational institutions of the country, regardless of their form of ownership. This will allow reducing the quality gap in preschool and secondary educational institutions, – said B. Narymbetov.
Attention was also drawn to the additions made to Article 33 of the new Constitution. According to this norm, the development of science, innovations, and education becomes one of the priority areas of state activity.
– The main strength of Kazakhstan is its highly intellectual human capital. In an era of rapid development of artificial intelligence and digital technologies, the consolidation of science at the constitutional level paves the way for systematic support and targeted financing of innovative projects, – the chairman of the maslikhat noted.
At the end of the meeting, the participants expressed their support for the new document, expressing their common opinion that the introduction of new education standards and the development of scientific potential will not only strengthen the internal stability of the country, but also contribute to increasing the prestige of Kazakhstan in the international intellectual space.
