Compliance with cash discipline across regional markets

To ensure strict compliance with tax legislation, a joint explanatory campaign was conducted at the Dina wholesale and retail market in April 2026, by the state revenue authorities of EKR in collaboration with the Department of trade and consumer protection.
Special attention was drawn to the necessity for all market traders to officially register their business activities, register cash register machines (CRMs) with the mandatory issuance of fiscal receipts, and accept non-cash payments, including those made via payment cards (POS terminals).
To protect consumer rights and enhance the social protection of the region's population, trilateral memorandums of cooperation were signed among akimats, market administrations, and 31 regional markets (including 12 markets in Ust-Kamenogorsk), aiming to facilitate ongoing explanatory work regarding the mandatory use of CRMs and POS terminals.
Based on the results of monitoring compliance across Ust-Kamenogorsk markets in May and June 2026, it was established that certain individuals engage in retail trade in direct violation of the law, operating without registered CRMs and lacking POS terminals.
Consequently, the state revenue authorities have compiled formal administrative materials against 22 individual entrepreneurs regarding these established violations of cash discipline.
Explanatory initiatives in this direction remain ongoing, and we strongly urge all business entities to fulfill their tax obligations accurately and on time.
Dear goods/services consumers! Anyone possessing information regarding violations related to the use of CRMs and POS terminals is entitled to report these facts to the state revenue authorities at the trader's place of registration, provided the report is supported by video evidence.
