Acting Akim of Zhanaozen, Maksat Mukash, introduced to the city’s administrative staff the newly appointed Head of the Akim’s Office of Zhanaozen, Rasul Zhumabekuly Abishayev.

Rasul Zhumabekuly Abishayev was born in 1987 in Zhanaozen, Mangystau Region. He holds a higher education degree and graduated from the Kazakh Ablai Khan University of International Relations and World Languages with a degree in Regional Studies.

He began his career in the civil service as a Leading Specialist at the Zhanaozen City Department of Entrepreneurship. He subsequently served as Chief Specialist at the Zhanaozen City Department of Housing and Communal Services, Passenger Transport and Highways, Head of the Zhanaozen City Internal Policy Department, and Akim of Kyzylsai Village.

Since 2023, he has held the position of Head of the Zhanaozen City Department of Entrepreneurship and Agriculture.

Effective from June 22, 2026, Rasul Zhumabekuly Abishayev has been appointed Head of the Akim’s Office of Zhanaozen.
