The Department of State Revenues for East Kazakhstan Region informs that, in connection with the entry into force of Decision No. 96 of the Board of the Eurasian Economic Commission dated July 21, 2026, “On Amendments to Decision No. 378 of the Customs Union Commission dated September 20, 2010,” the following document type classifiers have been introduced effective August 22, 2026:

− 07053 — License for pharmaceutical and/or medical activities (for the Republic of Kazakhstan);

− 07054 — Certificate of receipt of notification on the commencement or termination of activities or certain actions, issued for the wholesale sale of medical devices (for the Republic of Kazakhstan);

− 07055 — Contract for the supply of medicines and medical devices concluded in accordance with the regulatory legal act in the field of healthcare of a Member State of the Eurasian Economic Union (for the Republic of Kazakhstan);

− 07056 — Permit for the import of medicines and/or medical devices registered and not registered in the Republic of Kazakhstan (for the Republic of Kazakhstan);

− 07057 — Registration certificate for medicines and/or medical devices in the territory of the Republic of Kazakhstan (for the Republic of Kazakhstan);

− 07058 — Confirmation of the intended use of goods issued by the authorized body of a Member State of the Eurasian Economic Union (for the Republic of Kazakhstan).

In accordance with Resolution No. 1204 of the Government of the Republic of Kazakhstan dated December 31, 2025, classifiers 07053 or 07054, as well as 07056 or 07057, shall be provided in Box 44 of the customs declaration.

In accordance with Resolution No. 1203 of the Government of the Republic of Kazakhstan dated December 31, 2025, the following shall be provided in Box 36.4 of the customs declaration:

− when selecting the “ЗС” benefit classifier — 07053, 07055, 07057, 07058;

− when selecting the “СН” benefit classifier — 07053, 07055, 07058, 07056;

− when selecting the “ЗГ” benefit classifier — 07053, 07055, 07058, as well as 07056 or 07057;

− when selecting the “ГС” benefit classifier — 07053, 07058.

Thus, when declaring medicines and medical devices, codes 07053 or 07054, as well as 07056 or 07057, must be indicated in Box 44 of the customs declaration. In Box 36.4, the applicable sets of codes are determined by the declared benefit (ЗС, СН, ЗГ, ГС) in accordance with Resolutions No. 1204 and No. 1203, respectively.
