We provide the following explanation regarding the information on the audit results and the 5.3 billion tenge. During the 2020 pandemic, the Head of State instructed to allocate funds to support employment, create jobs, and prevent a sharp increase in unemployment throughout the country.
In the Karaganda region, funds were used to repair social facilities, roads, and housing and communal services systems within the framework of the "Employment Roadmap".
The loan terms were as follows: the money was provided for 12 years, at an annual interest rate of 6.1%, repayment begins in 2030.
In addition, in 2020, funds were allocated through the issuance of government bonds within the framework of the affordable housing construction under the "Shanyrak" project. At the same time, these funds were not taken into account in the total loan limit for local executive bodies, since the government issued a separate permit during the pandemic.
As Karaganda Su LLP explained, the current legislation of the Republic of Kazakhstan does not prohibit the placement of the company's temporarily free cash funds in a short-term bank deposit. In 2024, the LLP was inspected by the Supreme Audit Chamber (SAC) and the Audit Commission of the Karaganda region, among the questions was a question regarding the use of funds for budget lending. No violations were recorded in any of the inspections regarding the placement of temporarily free funds on deposit.
As reported by Teplotransit Karaganda LLP, a total of 16.6 billion tenge was attracted for the reconstruction of heating networks from 2015 to 2022. Payment of the principal under the loan agreements concluded since 2021 began. In 2021-2024, 527 million tenge was paid. In 2024, one violation was made for untimely loan repayment due to the lack of funds in the tariff estimate. Today, there are no violations of the law.
