The Government meeting chaired by Prime Minister Olzhas Bektenov considered the development of the road sector and the introduction of digital technologies in this sector. Minister of Transport Marat Karabayev, Minister of Digital Development, Innovations and Aerospace Industry Zhaslan Madiev reported on the current situation, as well as the head of the National Center for the Quality of Road Assets Bolatbek Aitbayev and a number of regional akims.
According to the Ministry of Transport, in 2024, 12 thousand kilometers of roads will be covered by construction and repair work, including 8 thousand kilometers of the republican road network and 4 thousand kilometers of local roads. Marat Karabayev informed the Prime Minister that major highway projects with a length of 7 thousand kilometers have been completed, and strategically important facilities have been put into operation: a bridge over the Bukhtarma reservoir, a road overpass bypassing the Shamalgan station, and the country's first tunnel in the Turkestan region. Traffic was also ensured on major highways such as Karaganda - Almaty, Taldykorgan - Ust-Kamenogorsk, Aktobe - Atyrau - Astrakhan, Kaztalov - Zhanibek and Onege - Saikyn. It was noted that according to the results of last year, the normal condition of republican roads reached 93%, and the condition of local roads reached 89%.
In accordance with the instructions of the Head of State on the annual renewal of roads, work is planned for 9.5 thousand kilometers by 2025, as well as the launch of projects to bypass the cities of Aktobe - Ulgaisyn, Karaganda - Zhezkazgan, Atyrau - Dossor, Kyzylorda - Saksaul, Saryagash, Kyzylorda, Petropavl, Rudny, Shymkent and Turkestan and the repair of 2.5 thousand kilometers.
The head of the National Center for the Quality of Road Assets, Bolatbek Aitbayev, reported during the Government meeting that in 2024, the coverage of the republican network facilities with expertise reached 100%, and the local network - 99%. As a result of the work carried out to assess the quality of road construction, contractor companies re-performed work for a total amount of 3.9 billion tenge at their own expense. This year, it is planned to conduct a 100% examination of facilities and test 10 thousand samples of road construction materials.
Work is being actively carried out on the diagnostics of highways with the introduction of artificial intelligence technologies, a large-scale transition to automated control and electronic transport documents is being carried out.
The Prime Minister noted the need to intensify work on increasing the potential of the road sector. "At an expanded meeting of the Government, the Head of State said that it is necessary to raise infrastructure development to a new level, including paying special attention to the transport and logistics sector. There are good results according to the results of last year, but the pace needs to be increased. We need to start preparing new projects aimed at strengthening Kazakhstan's position as a major transit hub in Central Asia," Olzhas Bektenov noted.
The importance of timely financing of highway projects and reserving land plots for these purposes was noted. The Prime Minister set the appropriate task for regional akimats. It was instructed to introduce a moratorium on the transfer of reserved lands and change their intended purpose. The Ministry of Industry, together with akimats, should formalize the documents of quarries involved in highway projects. The Ministry of Transport should work out the issue of legislative regulation of the urgent purchase of land for road construction for state needs.
The Prime Minister paid special attention to the development of the local road network. Olzhas Bektenov noted that the volume of financing from the local budget in the West Kazakhstan, North Kazakhstan and Abai regions is insufficient. The regional akims were instructed to monitor the issues of maintaining construction and reconstruction technologies, as well as the timing of project implementation.
During the meeting, the Prime Minister gave a number of instructions:
The Ministry of Transport should begin construction of the "Karaganda - Zhezkazgan", "Aktobe - Ulgaisyn" roads and the "Saryagash city bypass" from April of this year;
The Ministry of Transport, together with the akimats, should strictly monitor the condition of all roads and ensure timely elimination of defects, and accelerate the installation of automated systems for measuring the weight of heavy trucks;
The Ministry of Transport, together with the Ministries of Internal Affairs, Emergencies, Digitization, Culture and Information, should introduce specific algorithms to prevent mass road accidents;
The Ministries of Transport and Digital Development should ensure the launch of the "E-roads" digital platform in pilot mode by the end of this year to monitor the condition of republican, local and city roads
The Ministries of Transport and Digitalization should conduct an audit of all digital services on the market and ensure their active introduction into the transport and logistics sector.
