Dear Gulmira Mauthanovna, congratulating you on your upcoming professional holiday-the day of digitalization and information technology workers of the Republic of Kazakhstan, on the eve of the holiday I would like to conduct an interview with you as a specialist in the field of digitalization.
Today, according to the requirements of the time, not a single direction can be imagined without the participation of the IT industry, since when did the development of this industry begin in general, let's look at its brief history?
Indeed, at the moment, our life cannot be imagined without digital technologies.
If I briefly dwell on the development of the IT industry, then in the 1970s the American company IBM launched the very first microprocessor. The output of the microprocessor contributed to the emergence of standalone computers, that is, it was a truly revolutionary step in computing technology.
Later, since the beginning of the 1990s, the World wide web (World wide web) began to develop, which led to the emergence of the internet as a mass phenomenon. The advent of the internet has opened up many new possibilities: e-mail (e-mail), online stores, search engines, social media, etc.have appeared.
The massive introduction of mobile technologies in the 2000s was one of the most important steps in the development of the IT industry. In 2007, Apple introduced the first Iphone, which opened the era of smartphones and tablets.
At the same time, during these years, the cloud computing infrastructure began to develop. Companies such as Amazon Web Services, Google Cloud, and Microsoft Azure have started offering cloud solutions.
Mobile devices and cloud technologies have allowed people to easily and easily access documents, emails, work tasks, and video conferencing without being tied to the office or home from anywhere.
In recent decades, the IT industry has been experiencing a new wave of revolutionary changes thanks to advances in artificial intelligence, machine learning and Big Data Analysis.
These technologies are used in various fields, up to medicine, finance and education.
Thus, I would divide the development of the IT industry into 4 main stages.
In September this year, our Minister zh. Madiyev said in the media that "our country has strengthened its position in the field of digital governance around the world, that is, this year we rose to 24th place in the global ranking of e-government according to the United Nations UN E-Government Survey Report 2024", whether this is a good indicator, what can you say about it (what big projects have been implemented, Corporation, creation of centers..., digital transformation)?
I believe that taking the 24th position in the global e-government rating is a good indicator for our country.
I would also like to note that according to the indicator" quality index of online services " we occupy the 10th place among 193 countries of the world.
Currently, the country has achieved great success in the field of digitalization. In particular, 50 million in 2023. the service was provided online, and 92% of these services are available to our citizens from home. 4.6 million people use the Egov mobile application every month, and digital documents that you do not need to carry with you are available in this application.
In addition, the project of a digital map of the family based on artificial intelligence was implemented. This project provides public services by sending targeted notifications about social assistance to citizens. Within the framework of this project, more than 30 public services have been converted to a proactive format.
The Smart Data Ukimet project, which combines more than 90 state databases into a single data warehouse, has been implemented, which allows you to make data-based decisions and provide proactive services adapted to the needs of each citizen.
If you talk about the industry in which you serve. What initiatives are being taken to promote it, what changes and innovations are there in relation to the industry?
As for the field of digital transformation policy, our department is currently working intensively on the development of a draft Digital Code. The digital code is a set of rules and norms governing the use of digital technologies aimed at organizing interaction in the digital space.
As you know, any legislative process consists of successive stages, the observance of which is mandatory. The draft digital code was developed with the participation of the expert community, business and government agencies, is currently under consideration by the government apparatus and the deadline for adoption is scheduled for the end of 2025.
At the same time, the norms that allow the transition to a platform model of digitalization were adopted within the framework of the law "on amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of state control and statistics, protection of the population, registration of legal entities and Prevention of excessive legislative regulation" (the law was signed on July 5, 2024).
In October 2024, amendments and additions were made and adopted to more than 20 by-laws aimed at implementing the above law.
The adopted norms promoted the transition to a platform model of digitalization, as well as the integration of services and processes into a single ecosystem.
It turns out that your work experience in the civil service is almost 9 years, what should be your opinion as a specialist in your field, the new identity of a civil servant? What do you mean by" honest man – honest work – honest income"?
I consider a civil servant of a new nature to be an educated, professional person who adheres to spiritual and moral values, who is able to put his personal development in the foreground, who is able to show its results in practice.
I understand that" an honest person – honest work – honest income " is the three main qualities that are found in a person who, with professional knowledge and pure labor, selflessly provides quality, conscientious services to the people, who have achieved success with hard work for the benefit of the country.
You are a professional in your field who has been promoted from an expert to a deputy director of the department in our ministry on the principle of meritocracy, and in general, do you think that this promotion will be carried out on time or earlier?
What recommendation would you make in connection with work experience at the stage of promotion to a senior position?
My parents constantly say that everything has its time, everything happens in its time. We are a people who love gratitude. Therefore, I cannot say that my promotion to the civil service was carried out early or late. I believe that the will of God was fulfilled in due time.
As for work experience at the stage of promotion to a managerial position, I believe that at the moment the requirements for moving to a managerial position in central government bodies are complex.
As an example, the qualification requirements for a candidate for the position of head of the department in a central state body must have at least five years of work experience. This is the only factor that hinders the transition of modern qualified and educated young people to senior positions.
In this regard, I think that in order to attract qualified and educated young people to the civil service, it is necessary not only to provide them with a good salary and a social package, but also to provide them with opportunities for professional development and revise the qualification requirements, including work experience.
What place are you a native of, when, where did you start your career, who is in your family, what is your favorite activity (hobby) outside of work?
I am a native of the city of Zaisan, East Kazakhstan region. I started my career in 2015 after graduating from L. N. Gumilyov Eurasian National University as a teacher of special disciplines at the College of Management in Astana.
I have a family – my parents, my brother, I was brought up in a small, simple family.
Outside of work, I like to play sports, including running, as well as read books and watch podcasts for different directions on the youtube platform.
