Starting from March 26, 2025, the Centers for Population Service (CPS) in the East Kazakhstan region will adopt a new work schedule, as announced by the Branch of the State Corporation "Government for Citizens" for the region.From now on, the CPS in the region will be open Monday through Friday, from 08:00 AM to 5:00 PM, with no lunch break. The second meeting of the Expert Council under the Ministry of National Economy was dedicated to discussing the financing of the real sector of the economy. It was attended by 20 people, half of whom were independent experts.As Vice-Prime Minister – minister of national economy Serik Zhumangarin noted, the active start of financing the real sector of the economy is the third stage of economic reform aimed at increasing Kazakhstan's GDP. The first is the adoption of the new Budget Code, the second is work on the draft Tax Code.Vice-Minister of national economy Arman Kasenov spoke about the government's main initiatives for financing projects in the real sector of the economy.Currently, the ratio of investment to GDP is at the level of 14-15% and is objectively low. To achieve higher rates of economic growth and the task set by the Head of State – to bring GDP to $450 billion by 2029 – investments should increase by 2,75 times, from $40 billion in 2024 to $103 billion in 2029. And this needs to be ensured through initiatives that the government is now proposing – to allocate 1 trillion tenge through Baiterek Holding to provide business lending for 8 trillion tenge», - said the vice-minister.In addition to increasing the volume of investments in investment projects, the vice-minister outlined another, no less important problem – the lack of a sufficient number of high-quality investment projects.The problem of financing is a partial problem. Another significant one is the shortage of quality projects. This is also noted by international financial development institutions. And when we talk about increasing project financing from $40 billion to $103 billion, we understand that the task is not only in finance, but also in the quality of investments», - emphasized Arman Kasenov.The main points of growth are high-performance export-oriented projects. These are metal processing, oil and gas, agriculture and food production, petrochemistry and coal chemistry, and others.Head of Baiterek Holding Rustam Karagoishin spoke about the holding's financing model, which includes 60% market funding and 40% budget lending. In 2025, the total volume of financing from Baiterek will amount to 8 trillion tenge, of which 3,75 trillion tenge will be provided in national currency at a rate of 12,6%, 2.25 trillion also in national currency at a market rate, and 2 trillion in foreign currency.Our main task is to unify rates at 12.6% for the final consumer. This unification will allow second-tier banks to participate in almost all areas where Baiterek is present today, - Rustam Karagoishin noted. - Over time, when the base rate decreases to an acceptable level, banks will take the lion's share of financing the economy. And Baiterek and other development institutions will become a kind of instrument for large-scale niche projects focused on export.Many questions and suggestions were voiced by independent experts. In particular, CEO of AERC Zhanibek Aigazin asked how the priority of projects for preferential financing is determined and how they are evaluated from the point of view of return on investment and contribution to GDP growth. The share of the manufacturing industry in GDP is 12%, and this share is not growing significantly, despite our efforts. He suggested paying special attention to the development and expansion of infrastructure capacity, which, in his opinion, will have a greater overall effect on the economy, since we all use infrastructure.Serik Zhumangarin replied that agriculture, mining, and trade provide the greatest return on investment in terms of GVA today. Transport and warehousing are emerging as active growth drivers. Priority in financing through Baiterek will be given to projects for creating high value-added products in metallurgy, petrochemistry and coal chemistry, food production, IT, AI, logistics and others. Sarreguemines, Forbach, Metz, March 19-20, 2025 – As part of a working visit to the Grand Est region of France, Kazakh researcher, historian, Professor Gulnara Mendikulova, in collaboration with the Consulate General of Kazakhstan in Strasbourg, held a series of meetings and negotiations with representatives of local authorities, archival institutions, and public organizations. The primary objective of these discussions was to identify burial sites of Soviet Kazakh soldiers who perished in this region during World War II.During discussions with the City Hall of Sarreguemines and members of the patriotic association Souvenir Français in Forbach, historical archival documents provided by the French side were examined.Professor Mendikulova also visited the Bains Saint Jean prisoner-of-war camp, as well as the departmental archives in Metz, where documents were discovered containing information about prisoners of war from the Kazakh SSR, including Babkov Vasily, Mukhamed Rakhimov, Morsabayev Sadvakas, and others.Additionally, a meeting was held with representatives of the National Office for Veterans and War Victims in Metz, where discussions focused on further cooperation in researching the fates of Kazakh prisoners of war.French colleagues, including E. Portugal and historian-publicist F. Vilmouth, expressed their willingness to continue joint efforts in locating burial sites, as well as exchanging expertise and information for the systematization of a comprehensive database. The gypsy moth is a quarantine pest capable of causing significant damage to forest plantations. It prefers deciduous trees, especially birch and aspen. Its spread is facilitated by warm winters and transportation through logs and timber materials.      Its life cycle consists of four main stages: egg, larva (caterpillar), pupa, and imago (adult moth). Females lay eggs in clusters on tree bark and other surfaces, which helps their survival in unfavorable conditions. Caterpillars are the primary pests, actively feeding on tree leaves for 6-8 weeks while passing through 5-6 developmental stages.     Pupation and the emergence of adult moths start in early July and finish by late July – early August. Full development requires 900-1000°C (effective temperature above +5°C) or 600-700°C (effective temperature above +10°C).     After the adult moths emerge (July–August), a new life cycle begins. The species overwinters in the egg stage. It is resistant to cold temperatures and harsh conditions. Astana, April 5, 2025 — Minister of Energy of the Republic of Kazakhstan Yerlan Akkenzhenov participated in the 59th meeting of the Joint Ministerial Monitoring Committee of OPEC+ (JMMC), held in the format of a videoconference.During the meeting, the Committee reviewed data on the conformity by the participating countries of the OPEC+ Agreement for January-February 2025, noted the overall conformity for the OPEC+ countries, and discussed current trends in the global oil market.The Committee appreciated the additional voluntary cuts by 8 countries in order to maintain market stability and noted the critical importance of achieving full compliance and compensation.Kazakhstan also participated in a meeting on April 3, during which eight countries implementing additional voluntary cuts conducted a joint assessment of the market situation. From March 28 to April 3, 2025, the Kazakhstan Hand-to-Hand Combat Championship for men was held in the city of Almaty.Among the participants was a serviceman of the National Guard of the Republic of Kazakhstan — Corporal Ruslan Qazybay, senior specialist (senior gunner) of the 1st crew of the grenade launcher unit, fire platoon, 3rd operational battalion of military unit 6655.Competing in the weight category up to 66 kg, Corporal Qazybay demonstrated a high level of physical preparedness, fighting spirit, and skill. Thanks to his determination and professionalism, he confidently advanced through all stages of the tournament and earned a silver medal in a tense final bout.— I am proud to represent the National Guard at the national level. I would like to thank the Main Command for their trust and support, which allows us not only to fulfill our service duties but also to grow in the sports field. Kazakhstan was elected as a member of the Commission from the Asia-Pacific Group, securing the majority of votes from ECOSOC Member States.The Commission on Narcotic Drugs is the UN’s principal policymaking body on drug-related matters. It monitors the implementation of international drug control treaties, analyzes global trends and issues recommendations to enhance international cooperation in addressing the world drug problem.Kazakhstan’s election reflects recognition of its active role and consistent contributions to global efforts to combat the drug threat. Brasília, May 14, 2025 – The Embassy of Kazakhstan in Brazil hosted a meeting between Ambassador Bolat Nussupov and the head of Rondonia’s representation office in Brasilia, Secretary Ms. Sheila Schneider.The agenda of the talks focused on expanding regional cooperation between Kazakhstan and the Brazilian state of Rondonia in the areas of economy, trade, agriculture, and the mining industry. Particular interest was shown in the potential for expanding agro-industrial cooperation with companies located in the state.Taking into account Brazil’s federal structure, regional cooperation is an important element in strengthening bilateral relations.
