8 детям с врожденными пороками сердца в Актобе сделали сложные операцииВ многопрофильной детской больнице Актюбинской области прошли мастер-классы с участием белорусских кардиохирургов по кардиохирургической коррекции врожденных пороков сердца у детей. Там актюбинские детские кардиохирурги совместно с зарубежными специалистами провели высокотехнологичные сложные операции для 8 детей с тяжелыми врожденными пороками сердца. Также были проведены обучающие семинары для врачей-кардиологов, реаниматологов-анестезиологов."В составе команды детских кардиохирургов, прибывших в нашу область, есть ведущие специалисты Республики Беларусь. Они совместно с актюбинскими кардиологами проводили сложные операции, которые длились по 8-9 часов. 8 детям с пороками сердца были прооперированы, двое из них из Западно-Казахстанской и Атырауской областей. Среди оперированных детей был ребенок младше 1 года", - сказал заместитель руководителя областного управления здравоохранения Муратжан Кажгалиев на брифинге в Региональной службе коммуникаций.В рамках мастер-класса в консультативно-диагностическом отделении областной многопрофильной детской больницы проведено консультативное обследование 35 детей с пороками сердца. Отметим, что данное важное мероприятие состоялось в рамках благотворительной деятельности корпоративного фонда «Жулдызай» в преддверии 10-летия службы детской кардиохирургии Республики Казахстан. Фонд уже 10 лет организует масштабные мастер-классы по различным направлениям здравоохранения в рамках проекта «Mumkindik». A round table on the topic "Babadan kalgan mura" was held at the Mukhamedzhan Tynyshbayuly Museum of History and Local Lore in Zhetisu region, dedicated to the ceremony of presenting the sword of Bakai batyr to the museum by his descendants. Bakai batyr fought in the 18th century in the war against the Dzungars as a centurion in the detachment of Raimbek batyr. В сентябре 2024 года в стране вступили в силу поправки по вопросам игорного бизнеса и лотерейной деятельности. В законодательство были введены нормы, направленные на снижение вовлеченности населения в азартные игры.Эти меры также направлены на усиление общественного доверия и прозрачности в деятельности государственных органов. В частности, был расширен список лиц, которым запрещено участвовать в азартных играх и заключать пари. Запрет распространяется на государственных служащих, включая военнослужащих, сотрудников специальных и правоохранительных органов, а также руководителей бюджетных организаций.Агентство по делам государственной службы по поручению Главы государства ведет системную работу по недопущению роста лудомании среди государственных служащих. В рамках этой деятельности проводятся обучающие семинары, разъяснительные встречи, тематические тренинги и информационные кампании. Прежде всего, Этический кодекс государственных служащих был дополнен нормой обязывающей их воздерживаться от посещения игорных заведений.Кроме того, в июле 2024 года в Закон «О противодействии коррупции» были внесены поправки, установившие новое антикоррупционное ограничение. Теперь государственные служащие обязаны соблюдать запрет на участие в азартных играх и пари, в том числе в игорных заведениях, на несанкционированных площадках и в онлайн-формате.Таким образом, законодательные требования значительно ужесточены. The President Kassym-Jomart Tokayev noted that wearing national clothes is a vivid reflection of our culture and an important element of preserving national identity. The Head of the State stressed that the traditional Kazakh style should be a part of our daily life, not just a festive wardrobe. Vehicle tax payers are individuals who have taxable properte rights.Unless otherwise established by this article, the vehicle tax shall not be paid by:       1) legal entities producing agricultural products, specified in Article 697 of this Code, as well as the head and (or) members of a peasant or farm enterprise – with respect to specialized agricultural machinery used in their own production of agricultural products and included in the list approved by the authorized body for the agro-industrial complex development in coordination with the central authorized body for state planning and the authorized body;      2) the head and (or) members of a peasant or farm enterprise applying a special tax regime for peasant or farm enterprises – with respect to cars and trucks used in activities subject to this special tax regime, within the limits of the following requirements:      one car with an engine having a capacity up to 2500 cc per one peasant or farm enterprise;      trucks with a maximum aggregate capacity of engines of 1000 kW per 1000 hectares of arable land (hayfields, pastures), with the 1:1 ratio per one peasant or farm enterprise.       In addition to the above,if the calculation of the number of vehicles results in more than one unit with the decimal part of 0.5 and greater, this value shall be rounded to the nearest integer, if the decimal part is less than 0.5 - it shall not be rounded.       If the calculation of the number of trucks results in less than one unit, one truck with the smallest engine capacity is subject to exemption;      3) state institutions and state secondary education institutions;      4) public associations of persons with disabilities meeting the requirements of paragraph 1 of Article 289 of this Code - one car with an engine capacity of not more than 3000 cubic centimeters and one bus;      5) veterans of the Great Patriotic War, veterans equated in benefits to veterans of the Great Patriotic War, and veterans of military operations on the territory of other states, persons awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, as well as persons who worked (served) for at least six months from June 22, 1941 to May 9, 1945 and were not awarded orders and medals of the former USSR for selfless work and impeccable military service in the rear during the Great Patriotic War, heroes of the Soviet Union and heroes of Socialist Labor, persons awarded the titles of “Khalyk kaharmany”, “Kazakhstannyn Yenbek Eri”, awarded the Order of Glory of three degrees and the Order “Otan”, mothers of many children, awarded the title “Mother Heroine” or awarded the pendant “Altyn alka” or “ Kumis alka” – with one motor vehicle, which is the object of taxation;      6) persons with disabilities that have  motorized wheelchairs and cars in ownership- one motor vehicle, which is the object of taxation.       The provisions of subparagraphs 1), 2) and 4) of part one of this paragraph do not apply if such vehicles are provided for use, transferred into trust management or leased out.Individuals shall make tax payment to the budget at the place of residence no later than April 1 of the year following the reporting tax period.A taxable period for the vehicle tax calculation is a calendar year from January 1 through December 31.Source : https://www.gov.kz/memleket/entities/kgd-zhambyl/press/news/details/969986?lang=kk

How the law works today         The purpose of the law is not only to write off debts, but also to increase financial literacy of the population, protect citizens from pressure from creditors and encourage responsible attitude to loans.What changes have already been made?               In August 2024, the first amendments were made to the law on bankruptcy of citizens aimed at eliminating the shortcomings identified during the year of law enforcement practice. In particular, the delay period is not taken into account if the amount of debt is less than one monthly calculation index, and when transferring debt to collectors, the deadline is calculated from the moment of the last payment.              The procedure for restoring solvency is now available even without delays and property - if you have a stable income. The debtor is allowed to travel abroad after the approval of the plan.             The financial manager is obliged to form a register of creditors even in the absence of applications from them, and his remuneration is paid after the completion of the procedure. Regulations have also been introduced to prevent conflicts of interest on the part of the manager.What will change in 2025          The Mazhilis is already considering additional amendments aimed at optimizing the procedure and protecting the rights of debtors. Among them:Cancellation of the requirement to settle debt on loans concluded before January 1, 2025. This is especially important for those who cannot contact the lender.The debtor's right to terminate the out-of-court procedure at any stage. Today there is no such possibility, and practice has shown the need for this step.A clear consolidation of the powers of the financial manager in the law, which will eliminate legal uncertainty.Complete termination of all obligations after bankruptcy, including those that are not reflected in the databases of the credit bureau.The procedure becomes more accessible             The amendments make the procedure more accessible, understandable and fair. Citizens receive a real mechanism for debt relief, and the state is a tool for regulating credit policy against the background of the growing debt burden of the population.               Taking into account the new law enforcement experience and feedback from citizens, it is expected that the changes will take effect before the end of 2025. Vienna, April 2, 2025 – On the initiative of Kazakh side a thematic seminar was held at the United Nations office in Vienna to discuss preparations for the third session of the Preparatory Committee (PrepCom) for the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The seminar was traditionally organized by the Permanent Missions of Kazakhstan, Austria, and Switzerland, with moderation by renowned international expert, Tariq Rauf.Kazakhstan’s chairmanship of the second PrepCom session in Geneva in 2024 played a key role in restoring positive negotiation dynamics, establishing a constructive foundation for future discussions within the PrepCom framework. The main outcome of this session was the Chairman’s Working Paper, which outlined the factual status of NPT implementation and highlighted the most urgent issues regarding the three pillars of the NPT.In his address, Kazakhstan’s Permanent Representative to the International Organizations in Vienna, Mukhtar Tileuberdi, reaffirmed Kazakhstan’s steadfast commitment to the goals and principles of the NPT, which faces unprecedented challenges amid the current complex and unpredictable geopolitical landscape. He urged delegations to engage in constructive dialogue, improve treaty adherence, strengthen confidence-building measures, and seek pragmatic solutions to further fortify the NPT regime.The seminar also focused on the peaceful uses of nuclear energy.
