National Fund for Children: Over $41.84 million allocated for housing and education 31.03.2026
From February 1, 2024, to March 1, 2026, 252,842 applications totaling over $41.84 million were processed and transferred to authorized operators for subsequent crediting to applicants' bank accounts. Of these, 158,774 applications totaling approximately $26.35 million were processed for housing improvements, and 94,068 applications totaling $15.49 million were processed for education.As a reminder, recipients of target savings (TS) can use the entire amount or a portion of it, with any unused balance retained in the target savings account (TSA). The most popular sub-purposes for using funds to improve housing conditions were: replenishing a housing construction savings account for further accumulation (155,126 applications completed, totaling $25.79 million); making a down payment for a mortgage loan to purchase a home (1,247 applications, totaling approximately $193,160); and acquiring a home through civil law transactions (final settlement), totaling 893 applications, totaling $134,320.The most popular sub-goals in terms of paying for education were: payment for educational services of educational organizations located in the Republic of Kazakhstan in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (86,258 applications were completed for a total of 14.44 million US dollars), replenishment of an educational savings deposit under an agreement on an educational savings deposit (5,402 applications were completed for a total of approximately 704.23 thousand US dollars), payment for educational services of foreign educational organizations in installments (for each academic period or academic year) or in full at one time (for the entire period of study) (1,955 applications were completed for a total of approximately 280.81 thousand US dollars).Detailed information on TS payments for improving housing conditions and/or paying for education, broken down by authorized operators and regions, is available on the enpf.kz website.As a reminder, Kazakhstani children received the next payment of $130.71 per child in 2025, $129.38 per child in 2024, and $100.52 per child in 2023. Children under 18 receive annual payments from the National Fund as targeted benefits, which are recorded in their accounts opened with the UAPF. According to law, the amounts accrued to young Kazakhstanis remain part of the National Fund's assets and continue to be invested. Kazakhstanis have accumulated more than 26.87 trillion tenge in pension accounts 31.03.2026
      The volume of pension savings of Kazakhstanis as of March 1, 2026, exceeded 26.87 trillion tenge, having increased by more than 4.19 trillion tenge or 18.5% over 12 months.Pension savings from compulsory pension contributions (CPC) amounted to 25.23 trillion tenge as of March 1, 2026. This represents a year-on-year increase of 3.35 trillion tenge (or 15.3%).Pension savings from compulsory occupational pension contributions (COPC) amounted to 746.91 billion tenge, representing a 12-month increase of 14.8%.Voluntary pension contributions (VPC) demonstrated significant annual growth of 24%, reaching 10.09 billion tenge as of March 1, 2026.Employer’s compulsory pension contributions (ECPC), which will be transferred to contributors' (beneficiaries') pension accounts starting January 1, 2024, are also increasing. As of March 1, 2026, it amounted to 879.18 billion tenge, an increase of 2.8 times compared to the same period last year.IncomeThe total savings volume is provided by pension contributions and investment income. In the first two months of 2026, 571.83 billion tenge in contributions were received into individual and notional pension savings accounts, an increase of 15.0% (or 74,501.45 billion tenge) compared to January-February of the previous year.As of March 1, 2026, 446.35 billion tenge were received into individual pension savings accounts (IPSAs)  as CPC (an increase of 7.3%), 26.89 billion tenge into COPC (an increase of 20.0%), and 347.0 million tenge into VPC. Contributions from the ECPC system for the year totaled 98.25 billion tenge.Net investment income received by contributors since the beginning of the year has exceeded 523.88 billion tenge.Pension benefits and transfersPension benefit payments for all types of contributions and transfers to insurance companies from the UAPF for January-February 2026 reached 237.13 billion tenge.The volume of old-age benefits amounted to 42.32 billion tenge. The average monthly benefit scheduled from the UAPF upon reaching retirement age was 38,735 tenge.Lump-sum pension benefit payments (LSPBP) for housing improvements and medical treatment since the beginning of 2026 amounted to 86.26 billion tenge, inheritance payments amounted to 26.86 billion tenge, payments related to leaving Kazakhstan for permanent residence amounted to 6.67 billion tenge, payments to persons with disabilities amounted to 665.93 million tenge, and funeral payments amounted to 1.63 billion tenge. A total of 72.73 billion tenge was transferred to insurance companies. IPSA numberThe total number of pension accounts in the UAPF as of March 1, 2026, was 18.39 million (an increase of 1.03 million or 5.9% over the 12 months). The number of individual pension savings account contributors (beneficiaries) in the UAPF as of March 1, 2026, was 12.75 million, of which: 11.31 million were CPC accounts, 771,330 were COPC accounts, and 471,510 were VPC accounts. Online platforms - tax agents and rural support: results of the 10th meeting of the Project Office 31.03.2026
At the 10th meeting of the Project Office for the Implementation of the Tax Code, chaired by Deputy Prime Minister - Minister of National Economy Serik Zhumangarin, the next pool of issues related to the application of new tax regulations was considered.One of the key issues was the work of Internet platform operators who do not participate in settlements between customers and buyers, but are required to act as tax agents. It was raised by Timur Zharkenov, Deputy Chairman of the National Chamber of Entrepreneurs "Atameken" and representatives of the Kazakh taxi and cargo transportation platform Aparu.As business representatives noted, there are two main models of operation of Internet platforms on the market today: transactional and P2P. In the transactional model, payments pass through the platform — the operator sees the cash flows and performs the functions of a tax agent. Large services, such as Indriver, operate according to this scheme.In the P2P model, settlements occur directly between the customer and the contractor, without the involvement of the platform. In this case, the operator is not the source of the payment and is unable to perform the functions of a tax agent.In the previous Tax Code, there was an exception for such platforms, but in the new document it was abolished, and the requirement became mandatory for everyone. The business proposed to return to the previous norm, noting that self-employed drivers can independently pay social security payments through second-tier banks. At the same time, the transition to a transactional model, according to business estimates, will lead to an increase in the cost of services due to additional social payments (about 4% per year) and bank commissions.As noted by Vice Minister of Finance Yerzhan Birzhanov, the government is consistently building a system of full digitalization and coverage of all participants – banks, aggregators and marketplaces – in the tax administration circuit. A return to the previous practice of self-payment of taxes by the self-employed may reduce the transparency of cash flows and receipt of social payments.According to the Ministry of Finance, over the three years of pilot integration with CGD systems, 27 out of 33 operators have already been operating as tax agents.Vice Minister of Labor and Social Protection of the Population Bakhtiyar Zhazykpayev noted that since the launch of the employment platform, more than 400 thousand unique payments have been made, of which only pension contributions amounted to 3.7 billion tenge. Abandoning the current approach may lead to a decrease in these revenues.After listening to the positions of the parties, the Deputy Prime Minister instructed government agencies, together with Atameken and business, to further develop support measures without changing the basic logic of the Tax Code and to re-submit the issue to the project office for consideration.Issues related to personal subsidiary farms and agricultural cooperatives were considered separately.The first is the procedure for confirming the status of a personal subsidiary farm (LPH) when selling surplus products (milk, meat, etc.) to reduce personal income tax. Despite the preservation of the norm itself in the Tax Code, the relevant certificate was excluded from the register of public services due to the risks of abuse and use in gray schemes when sales volumes exceeded the real possibilities of private farms.The second issue concerned corporate income tax rates of 6% for agricultural cooperatives and 3% for agricultural producers. In fact, such a burden was applied earlier, according to the previous Tax Code, due to tax reductions (at base rates of 20% and 10%, respectively). However, the difference in rates may deter the creation of cooperatives that combine farmers' resources for processing, storing and marketing products.At the same time, the Auyl Amanaty program provides for measures to stimulate cooperation, in particular, preferential loans of up to 8,000 MCI. In 2023-2025, 18.5 thousand micro-loans were issued in the amount of 130.9 billion tenge, which allowed creating more than 21.3 thousand jobs. More than 50 families received housing in the Kostanay region 31.03.2026
Over 50 families in the Kostanay district have received new apartments. The keys to the housing were handed over in the under-construction "Astana" microdistrict.This microdistrict is one of the actively developing residential complexes. In recent years, several apartment buildings have been erected here, and engineering and social infrastructure is developing dynamically. The transferred apartments were delivered fully ready for occupancy.Overall, this year, hundreds of thousands of square meters of housing are planned to be commissioned in the regional center and districts. The "Astana" microdistrict is a clear example of this work. The houses here are built in accordance with modern requirements and are focused on creating comfortable living conditions.The apartments were provided in buildings No. 2, No. 6, No. 8, and No. 10. Thessaloniki, March 30, 2026 – The Ambassador of Kazakhstan to the Hellenic Republic, Timur Sultangozhin, paid a working visit to the Region of Central Macedonia, where he held a series of meetings with business leaders and visited key industrial enterprises across the region.During the visit, the Ambassador was briefed on the operations of companies active in a range of sectors, including elevator manufacturing, paints and coatings, food production, cosmetics, medical equipment, and retail. Particular focus was placed on identifying opportunities to develop partnerships with Kazakh counterparts.He also held substantive discussions with the leadership of the Thessaloniki Chamber of Commerce and Industry and the Business Association of the Industrial Zone of Thessaloniki on ways to strengthen business ties between Kazakhstan and Greece. Nairobi, March 30, 2026 — The Embassy of the Republic of Kazakhstan in the Republic of Kenya took part in the Diplomatic Charity Bazaar, which was held in Nairobi on March 29.More than 20 embassies, as well as several charitable and non-governmental organizations of Kenya, participated in the fair.Visitors to the bazaar were offered dishes of traditional Kazakh cuisine prepared by the spouses of the Embassy staff. Baursaks, chak-chak, and Kazakhstani chocolate were especially popular among the guests.As part of the concert program, Embassy staff performed the national dance “Kara Zhorga”.All proceeds from the fair were donated to a Kenyan charitable foundation to support social projects in the country. The selection procedure for civil service positions will change from April 1. 30.03.2026
The changes are envisaged by the Agency's order of December 8, 2025, "On Certain Issues of Filling Administrative Public Positions" and are aimed at simplifying competitive procedures, reducing selection timeframes, and increasing the transparency of personnel processes.Competitive procedures are conducted digitally through the external internet portal eqyzmet.gov.kz of the integrated information system "E-kyzmet."It should be noted that this mechanism has already been implemented in the Kostanay region and has been in effect since January 1, 2025.To participate in the competition, candidates must pass a test on their knowledge of the state language and the legislation of the Republic of Kazakhstan, as well as a personal assessment. Testing can be completed in advance of the competition announcement or during the application period through their personal account on the portal.The received test certificates and personal assessment results will be valid for one year, allowing candidates to participate in civil service competitions without re-testing.The new procedure also provides for the optimization of the selection stages. Personal qualities will be assessed outside the competition, with the five candidates with the highest scores advancing to the next stages.Depending on their position level, candidates undergo different stages of the selection process. For example, candidates for management positions must write an essay and undergo an interview, while candidates for executive and lower-level positions must complete practical tasks aimed at assessing their professional skills.Candidates for lower-level positions will also undergo psychometric testing (EQ, SQ, IQ), which assesses their level of social and emotional intelligence, as well as their logical thinking skills.Another important change is the significant reduction in the timeframe for competitive procedures.
