On the sidelines of the 42nd Session of the ICAO Assembly, Chairwoman of the Civil Aviation Committee of the Ministry of Transport of the Republic of Kazakhstan, Ms. Saltanat Tompieva, and Permanent Representative of the Republic of Kazakhstan to ICAO, Mr. Timur Tlegenov, held a meeting with Assistant to the Vice-Minister for International Aviation of Japan, Ms. Rieka Nakayama, and Permanent Representative of Japan to ICAO, Mr. Toshiyuki Onuma.During the meeting, the parties discussed air transport relations between the two countries. It was noted that the existing legal framework between Kazakhstan and Japan allows for the operation of regular air services.Given the growing interest in strengthening business, tourism, and cultural exchanges, the Kazakh side expressed its interest in resuming direct air services with Japan.The Japanese side emphasized the importance of joint efforts to restore air connectivity and further deepen cooperation between the two nations. As an initial step, it was proposed to establish close cooperation between Air Astana and Japanese airlines All Nippon Airways and Japan Airlines. To date, commercial (interline) agreements have already been signed between the carriers.The meeting took place in a constructive and friendly atmosphere.Background:An interline agreement is the primary form of cooperation between airlines, allowing passengers to purchase a single ticket covering multiple flight segments operated by both Air Astana and partner airlines.Such agreements enable passengers to access an extended route network. On the sidelines of the 42nd Session of the ICAO Assembly, the Kazakh delegation held negotiations with the leadership of the European Union Aviation Safety Agency (EASA) and EUROCONTROL.The Kazakh delegation was represented by Ms. Saltanat Tompieva, Chairwoman of the Civil Aviation Committee of the Ministry of Transport, who headed the delegation at the 42nd ICAO Assembly, and Mr. Timur Tlegenov, Permanent Representative of the Republic of Kazakhstan to ICAO.EASA was represented by Ms. María Nieves Rueda García, Director for Strategy, Safety Management, Sustainability, and International Cooperation.The EUROCONTROL delegation was headed by Director General Mr. Raúl Medina.During the meetings, the parties discussed cooperation between Kazakhstan and these organizations in the areas of flight safety, air traffic management, as well as the exchange of experience and training of Kazakh specialists in European educational institutions.Kazakhstan expressed its intention to sign an agreement allowing the country to become a full member of EUROCONTROL and to apply common European rules in the fields of air navigation, routing, and the collection of charges. A joint meeting of the permanent commissions of the district maslikhat was held. The meeting was attended by maslikhat deputies, heads of departments, and specialists responsible for relevant sectors.The agenda included the following issues:ьReturning unused agricultural lands to state ownership based on the 2024 results;Work carried out to support and develop small and medium-sized businesses within the framework of the “Auy̆l Amanaty”program in the Tugyl rural district;The activities of the District Department of Employment and Social Programs for 2024;Work done in 2025 by the District Center for the Provision of Special Social Services for lonely elderly people and persons with disabilities;The 2025 activities of the Tarbagatai District Semi-Stationary Social and Medical Rehabilitation Center for children with psychoneurological disorders; And the current state of youth issues and the implementation of state youth policy in the district.Special attention was given to youth employment, vocational training, and the promotion of volunteerism and public engagement among young people.Regarding the issue of returning unused agricultural lands to state ownership based on 2024 results, K. Zhumazhanova, head of a sector of the district’s agriculture, land relations, and entrepreneurship department, and A. Baidullaeva, chief specialist, reported that extensive work had been done. They identified several land plots that were either unused or misused and noted that work in this direction continues regularly. It was also emphasized that lands transferred to state ownership will be reallocated through competitive procedures.G. Nogaybayeva chief specialist of the Tugyl rural district, reported on the work done to support and develop small and medium-sized businesses within the “Auy̆l Amanaty”program. She stated that, within this program, efforts to improve the infrastructure of tourist sites in Tugyl village would continue in order to promote tourism development.M. Sygaeva, head of the department for social services to lonely elderly people and persons with disabilities under the district’s Center for the Provision of Special Social Services, delivered a report.In discussing support for citizens in difficult life situations, it was noted that M. Nugymanova, a specialist from the same department, not only fulfilled her professional duties but also personally provided financial assistance from her own funds to a resident of Kabanbai village. Her act of kindness and compassion was commended by the deputies as a shining example of humanity and generosity.M. Duysenova, director of the Tarbagatai District Semi-Stationary Social and Medical Rehabilitation Center for children with psychoneurological disorders, reported on the 2025 activities. She noted that the center continued its systematic work aimed at improving children’s quality of life and social adaptation. Since the beginning of the year, 22 children received comprehensive social, medical, and educational assistance. Services were provided by a team of specialists including a speech therapist, defectologist, psychologist, and physical therapy instructor. Additionally, physiotherapy, therapeutic massage, and hippotherapy sessions were conducted on a regular basis.During the discussion, deputies and participants shared their opinions and gave recommendations to the representatives of the responsible departments.Based on the meeting results, relevant resolutions were adopted, and their implementation will be monitored by the chairpersons of the joint standing commissions. Large-scale fairs in Kazakhstan ensure stable prices for essential products 15.10.2025
Last weekend, agricultural fairs were held across the country. Ninety-five venues were organized across all regions of Kazakhstan, where over 1,400 domestic agricultural producers presented their products. The key feature of these fairs is the sale of socially important food products directly from farmers, without intermediaries or markups.Beef was the most popular product among buyers. A total of approximately 170 tons were sold across the country. The capital led the sales volume, with residents purchasing approximately 60 tons of meat at prices ranging from 3,100 to 3,500 tenge per kilogram. In Almaty, 25 tons of beef were sold at prices ranging from 3,100 to 4,000 tenge. Prices were significantly lower in the regions. In the West Kazakhstan region, beef sold for 2,500 to 2,800 tenge per kilogram, in the Kyzylorda and Turkestan regions for 2,500 tenge, in Pavlodar from 2,300 to 2,600 tenge, and in North Kazakhstan from 2,700 to 3,200 tenge per kilogram.Potatoes were also in high demand. Over 400 tons were sold throughout the country. Depending on the region, prices ranged from 100 to 230 tenge per kilogram.Agricultural fairs will continue. About 1,700 fairs are planned for the fourth quarter. They will be held on Saturdays and Sundays, as well as on all public holidays. Participation remains free for domestic producers, and trading spaces are provided free of charge.Agricultural fairs remain an effective tool for supporting farmers and keeping prices down.
