Kostanay's fleet has been updated by 81% 30.03.2026
Regional Head Kumar Aksakalov inspected the new buses of PC "Altair".To date, the regional center has a developed route network comprising 38 routes. Daily, 187 buses operate on the lines, of which 73% are vehicles with a service life of no more than 7 years.Over the past 3 years, 90 new buses have been acquired through leasing, including 28 units last year. This year, the carrier PC "Altair" purchased 12 new Yutong brand buses on a 5-year lease at 7% through the Industrial Development Fund."Updating public transport and developing passenger transportation remain a priority in forming a comfortable and accessible urban environment. In recent years, with state support, systematic modernization has begun: carriers are acquiring modern buses through leasing mechanisms. As a result of the bus fleet renewal, the share of public transport with a service life of less than 7 years has increased by 8% and reached 81%," noted the regional akim.According to the regional head, the task is not merely to increase the number of buses, but to qualitatively change the entire system: ensuring regularity of service, improving comfort levels, covering socially significant facilities and new residential areas with transport.Furthermore, carriers are required to strictly adhere to schedules, ensure discipline, and improve the culture of passenger service. It is worth noting that today residents have access to modern digital services — through mobile applications, they can track bus movements in real-time, plan routes, and save time.Source : https://www.gov.kz/memleket/entities/kostanay/press/news/details/1190084?lang=kk

The Interregional Forum “Dala Carbon Forum 2026” Held in the Burabay District 30.03.2026
Kazakhstani farmers may gain a new source of income by entering the global carbon market. The monetization of sustainable agricultural practices, including soil carbon sequestration, became a key topic of the IV Interregional Environmental Forum Dala Carbon Forum 2026, held in the Akmola Region with the participation of the regional head, Marat Akhmetzhanov.Forum participants discussed the potential for integrating more than 200 million hectares of Kazakhstan’s land into the international carbon trading system. It was noted that global markets are already prepared to invest in projects related to carbon sequestration, including the use of No-Till technologies. However, for the full launch of this mechanism in Kazakhstan, it is necessary to establish a transparent regulatory framework, as well as implement monitoring, reporting, and verification (MRV) systems. The practical significance of this agenda is especially high for agricultural regions, where land degradation affects production sustainability. Marat Akhmetzhanov emphasized the region’s readiness to become a pilot platform for implementing climate projects based on farming enterprises.“We are open to innovation, understanding that the future lies in new technologies. However, to fully participate in environmental projects, it is necessary to develop clear mechanisms for both farmers and investors,” the regional head noted.Vice Minister of Ecology and Natural Resources Mansur Oshurbayev highlighted that natural ecosystems are becoming an important investment resource, and the development of voluntary carbon markets opens access to green finance. A key priority is to create conditions for issuing carbon offsets recognized at the international level.According to the forum organizer, Chairperson of the ECOJER Association Council, Lazzat Ramazanova, a crucial condition is a transparent system for attracting international capital, clear market regulations, and the removal of administrative barriers.During the forum, practical issues related to farmers’ participation in carbon projects were also discussed, including methods for measuring accumulated carbon, access to international verification for small farms, securing initial financing, and training specialists in digital monitoring.Special attention was given to international rules for carbon credit trading and registration mechanisms, which will ensure the competitiveness of Kazakhstan’s carbon units in global markets. As a result of Dala Carbon Forum 2026, a package of recommendations was developed for the Government of the Republic of Kazakhstan. Participants concluded that with the rapid development of the institutional framework, carbon offsets could become a new sustainable export niche for Kazakhstan. It is worth noting that farmers in the Akmola Region began participating in carbon certification programs last year. This allows them to generate additional income through carbon sequestration on their land. Large agricultural enterprises, including those in the Tselinograd and Astrakhan districts, have actively joined the initiative. The total land area involved in the program has reached 100,000 hectares.Source : https://www.gov.kz/memleket/entities/aqmola-tourism/press/news/details/1189926?lang=kk

In Kazakhstan, the procedure for applying the minimum price level for imports from EAEU countries has changed 30.03.2026
The Department of State Revenues informs that, from January 1, 2026, Kazakhstan has introduced an updated mechanism for determining and applying the Minimum Price Level (MPL) when calculating Value Added Tax (VAT) on imported goods from the Eurasian Economic Union (EAEU) countries. The new procedure is established by Article 518 of the Tax Code of the Republic of Kazakhstan and approved by the Order of the Acting Minister of Finance No. 658 dated October 31, 2025.Purpose of the Minimum Price LevelThe minimum price level is used when calculating VAT on certain types of imported goods from EAEU countries. The main purpose of this mechanism is to prevent cases of undervaluation of imported goods and ensure correct tax calculation. The MPL is determined as the average between the prices of Kazakh producers and the cost of imported goods. The calculation of the minimum price level is carried out quarterly.Procedure for determining the Minimum Price LevelTo calculate the MPL, the State Revenue authorities use official statistical data. The authorities send requests to the state statistics bodies four times a year — by February 28, May 31, August 31, and November 30 — to obtain information on the average prices of producers for the three months preceding the reporting month. Based on the data received, minimum price levels are calculated and published on the official website of the Committee of State Revenues: https://kgd.gov.kz/.Goods subject to MPLCurrently, the list includes 35 types of goods. These include certain products that were previously subject to undervaluation upon import, such as:selected food products, construction materials, metal products, certain types of industrial products, selected categories of consumer goods.Application of the Minimum Price Level on importsChanges have been introduced in the procedure for VAT reassessment. One of the new measures is a change in the mechanism for responding to cases of undervaluation of imported goods. Previously, when such cases were detected, the State Revenue authorities sent desk audit notifications to taxpayers. Starting in 2026, the procedure has changed: the authorities automatically recalculate VAT on imported goods and reflect the corresponding amounts in the taxpayer’s account. The Department of State Revenues recommends that taxpayers take these changes into account when conducting foreign economic activity and declaring the value of goods imported from EAEU countries.Source : https://www.gov.kz/memleket/entities/kgd-vko/press/news/details/1189679?lang=kk
