NEW CONSTITUTION: HUMAN RIGHTS ARE THE HIGHEST VALUE OF THE STATE 24.02.2026
The Constitution of the Republic of Kazakhstan defines the person and his/her rights as the main core of state policy. The Constitution clearly states that “the highest value of the state is the person and his/her life, rights and freedoms.” This constitutional principle means that the main task of the state is to protect human rights and ensure the freedoms of citizens. That is, state authorities and all state institutions must be guided primarily by the rights and legitimate interests of citizens in their activities. This norm is the main pillar of the formation of a state based on the rule of law. The recognition of human life, dignity, rights and freedoms as a high value is aimed at ensuring justice and the rule of law in society. This is an important guarantee that every citizen is equal before the law and that his rights are protected. In addition, this principle strengthens the mutual responsibility between the state and the citizen. While the state is obliged to protect the rights of citizens, citizens are obliged to comply with the law and contribute to the development of society. Thus, the establishment of human life, rights and freedoms as the highest value in the New Constitution is an important constitutional norm that determines the main direction of the development of Kazakhstan as a democratic, legal and social state.
NEW CONSTITUTION: A GUARANTEE OF HISTORICAL PARTNERSHIP AND NATIONAL UNITY 24.02.2026
The preamble to the Constitution of the Republic of Kazakhstan states: “We, the united people of Kazakhstan, preserving the continuity of the thousand-year history of the Great Steppe, adopt this Constitution.” These lines are an important statement that defines the substantive and ideological basis of the Constitution. This norm expresses the common aspiration to create a modern legal state, based on the historical roots and spiritual values of the country. The rich heritage of the Great Steppe, the tradition of statehood and the continuity of the struggle for independence are clearly reflected in the text of the Constitution. The use of the concept of "one people of Kazakhstan" in the Preamble is an important principle that expresses the equality and unity of the country's citizens. It shows that all citizens, regardless of nationality, language, or religion, are united in a common historical responsibility and a common future. The adoption of the Constitution is a reflection of the will of the people and a decision aimed at forming a solid legal foundation for a sovereign state. The principle of preserving historical continuity strengthens national identity and lays the foundation for the stable development of the state. Thus, this statement, enshrined in the New Constitution, is a strategic and important principle aimed at taking a firm step into the future while respecting the country's past.
NEW CONSTITUTION: THE PEOPLE OF KAZAKHSTAN ARE THE SOLE SOURCE OF STATE AUTHORITY AND THE OWNER OF SOVEREIGNTY 24.02.2026
The Constitution of the Republic of Kazakhstan, defining the basic principles of state power in the country, clearly establishes the special status of the people of Kazakhstan. The Constitution clearly states that "the people of Kazakhstan are the sole source of state power and the bearer of sovereignty." This norm represents the main basis of the democratic nature of the state. That is, all power in the country arises from the will of the people and is directed to serve the interests of the people. The legality and legitimacy of state power are directly related to the will of the people. This constitutional principle ensures the right of citizens to participate in the governance of the country. This is an important legal basis that determines the decisive role of the people in the life of the state. In addition, this norm strengthens the accountability of state bodies to the people and contributes to strengthening mutual trust between the authorities and society. Recognition of the people of Kazakhstan as the source of state power is a concrete manifestation of sovereignty. This principle is aimed at strengthening the country's independence, developing the rule of law, and ensuring stability in society. Thus, the determination of the people of Kazakhstan in the New Constitution as the sole source of state power and the owner of sovereignty is an important and historically significant decision on the path of the country's democratic development.
NEW CONSTITUTION: STATE LANGUAGE STATUS – THE BASIS OF NATIONAL UNITY 24.02.2026
The status of the state language is clearly and precisely defined within the Constitution of the Republic of Kazakhstan. The Constitution states that "the state language of the Republic of Kazakhstan is the Kazakh language", and its special place in the life of the country is constitutionally established. Determining the status of the state language is one of the main features of an independent state. The Kazakh language is used as the main language in the spheres of state administration, legislation, judicial proceedings and administrative work. This norm is aimed at strengthening the integrity of the country, preserving national identity and ensuring social harmony. The new Constitution prioritizes increasing the role of the state language in public life. It lays a legal foundation for the development and expansion of the use of the Kazakh language in the activities of state bodies and organizations. It also clearly states that citizens are guaranteed the free mastery and use of languages. The constitutional confirmation of the status of the state language is a strategic step towards the future of the country. It is an important decision towards the glorification of national values, preservation of historical continuity, and strengthening of independence. Thus, the clear indication of the state language in the New Constitution is an important component of Kazakhstan's development as a legal state.

New Constitution and quality of education: meeting held in Shymkent 23.02.2026
Meetings with labor collectives of various sectors on the interpretation of the new Constitution of the Republic of Kazakhstan continue in Shymkent. The next meeting of the working group with representatives of the pedagogical community was held at the D. Kunayev comprehensive secondary school. The meeting widely discussed issues of improving the quality of education, introducing unified educational standards, and state support for science. This educational institution, which opened in early 2024, is now becoming a model for the effective implementation of business social responsibility. The founder of the school, a deputy of the city maslikhat of the VII and VIII convocations, Laziz Sulaimanov, noted that the private education sector should prioritize quality first and foremost. – The school for 2,500 students has all the conditions for receiving quality education. The educational process is conducted in one shift, two free meals are organized, more than 50 clubs operate. Special attention is paid to personnel policy: teachers undergo a strict commission selection. Close ties with the parent association allow for the formation of an effective educational environment. These principles are consistent with the priorities set out in the new Constitution, – said L. Sulaimanov. Bakhadyr Narymbetov, chairman of the city maslikhat and member of the Constitutional Commission, spoke about the systematic changes in the education sector. According to him, today 46 percent of the city's schools and almost 90 percent of kindergartens belong to the private sector. – The new Constitution provides for the introduction of a single standard of education for all educational institutions of the country, regardless of their form of ownership. This will allow reducing the quality gap in preschool and secondary educational institutions, – said B. Narymbetov. Attention was also drawn to the additions made to Article 33 of the new Constitution. According to this norm, the development of science, innovations, and education becomes one of the priority areas of state activity. – The main strength of Kazakhstan is its highly intellectual human capital. In an era of rapid development of artificial intelligence and digital technologies, the consolidation of science at the constitutional level paves the way for systematic support and targeted financing of innovative projects, – the chairman of the maslikhat noted. At the end of the meeting, the participants expressed their support for the new document, expressing their common opinion that the introduction of new education standards and the development of scientific potential will not only strengthen the internal stability of the country, but also contribute to increasing the prestige of Kazakhstan in the international intellectual space.
