National Guard Servicemen Prevent Attempt to Deliver Prohibited Substances to a Penal System Facility 19.02.2026
In the city of Atyrau, thanks to the vigilant and professional actions of servicemen of Military Unit 5546 of the Batys Regional Command of the National Guard of the Ministry of Internal Affairs of the Republic of Kazakhstan, in cooperation with officers of the Department of the Penal Enforcement System (DUIS), an attempt to deliver a prohibited substance to the territory of a penal system facility was prevented.The incident occurred on 17 February 2026 at 2:05 p.m. at the vehicle checkpoint of the facility.During the inspection of a KamAZ truck, carried out with the use of a service detection dog, servicemen of the inspection group conducted a comprehensive search of the vehicle. As a result of the vigilance and professionalism of the personnel, a package containing a green-colored substance with a specific odor, concealed in a hidden manner inside the glove compartment, was discovered and seized.The service dog named Elsa promptly indicated the possible presence of prohibited content, which served as grounds for a more thorough inspection and the subsequent seizure of the substance.The inspection group included Corporal Nurasyl Abdresh and specialist canine handler Private Almat Duisenov. Their coordinated actions made it possible to promptly stop the attempted illegal delivery of prohibited substances to a restricted facility.At present, an investigation is underway to determine the circumstances of the incident and identify those involved in the offense. At the invitation of the Israeli side, a group of specialists from Kazakhstan participated in the training program “Innovative Approaches to Special Education”.The program was implemented in cooperation with the Ministry of Education of Israel and the Ministry of Regional Cooperation of Israel based on the provisions of the Memorandum of Understanding on the Training of Children with Special Educational Needs, signed in November 2025 in Astana between the Ministry of Education of Kazakhstan and the Ministries of Regional Cooperation, Education, Foreign Affairs, and the Agency for International Development Cooperation of Israel.The international course “Innovative Approaches to Special Education” was held in Haifa, Israel, at the Golda Meir International Training Center MASHAV – Carmel (MCTC). Tuleumagambetov and S. Kurmanbayev provided information about the activities of the Kazakh oilfield services company, which is an operator in the field of drilling and repairing oil and gas wells with its head office in Aktau. Since January 2026, work has been underway in Georgia to provide services for the decommissioning and repair of oil wells up to 4,000 meters deep as part of an international project involving an Indian customer company. At the invitation of Fatima Zougah, Member of the House of Councillors of the Parliament of the Kingdom of Morocco, the Ambassador of Kazakhstan, Saulekul Sailaukyzy, visited the city of Ifrane and the province of the same name in the Fès-Meknès region, located in the Middle Atlas, where she held a number of engaging and substantive meetings.The visit began with a tour of the Cultural Center of the city of Azrou. This was followed by familiarization visits to the agricultural cooperative “Assafae” and the National Center of Hydrobiology and Fish Farming.
