In the Republic of Kazakhstan, the state establishes a set of rights and benefits for individuals with disabilities aimed at compensating for disabilities, creating equal opportunities, and integrating them into society. The primary regulatory document is the Social Code of the Republic of Kazakhstan.Individuals with disabilities of groups 1, 2, and 3 are entitled to state social benefits. The amount of benefits depends on the disability group.Employed individuals with disabilities may receive additional payments from the State Social Insurance Fund if insurance contributions have been made on their behalf.Individuals with disabilities of group 1 who have mobility difficulties are provided with the services of a personal assistant.Benefits are available for caregivers of individuals with disabilities of group 1.Signature interpreter assistance is provided for individuals with hearing impairments as part of a rehabilitation program.Individuals with disabilities have the right to a medical and social assessment and the development of an individual habilitation and rehabilitation program (hereinafter referred to as an HARP), which are issued by medical and social assessment departments.As part of social rehabilitation, individuals with disabilities are provided with prosthetic and orthopedic assistance, special mobility aids, and technical assistive devices (deaf and blind, hygiene products).Spa treatment, rehabilitation centers, and the services of a personal assistant and a sign language specialist are also available.Individuals with disabilities are provided with social services and technical rehabilitation aids throughout the year, according to a priority list based on the date of application submitted and registered in the E-Social Services automated information system.To improve the quality of social services and the provision of rehabilitation aids, the Social Services Portal (hereinafter referred to as the Portal) was launched on January 1, 2021. This automated system enables individuals with disabilities to independently purchase rehabilitation aids and social services directly from suppliers at state-guaranteed prices. The Portal also offers the opportunity to purchase more expensive goods and services, subject to an additional payment by the individual upon their selection.The local budget provides the following additional assistance to individuals with disabilities:A monthly allowance of 8 MCI is paid to children with disabilities studying and being raised at home during their studies (September-May).A one-time social assistance is provided to individuals with disabilities of all groups to reimburse expenses related to:- travel to and from rehabilitation centers in the amount of 3 MCI;- the purchase of medications in the amount of actual costs, no more than 30 MCI;- surgical treatment in the amount of 50 MCI.Since last year, individuals with Group I disabilities and children with disabilities have been receiving social assistance to reimburse the costs of accompanying persons for spa treatment once a year in the amount of actual costs for accommodation and meals, but no more than 70% of the guaranteed amount.As part of the vocational rehabilitation of individuals with disabilities in the district, a quota of jobs is established annually at enterprises in the district, regardless of ownership. For those with more than 50 employees, the figure is 2%, for those with more than 100 employees, 3%, and for those with more than 250 employees, 4% of the total number of jobs, as approved by a resolution of the Akimat of the Kostanay Region.As part of employment promotion measures, individuals with all disabilities are entitled to a grant to start their own business in the amount of 400 MCI.Tax incentives:Individuals with disabilities, as well as parents (guardians, adoptive parents) of children with disabilities, and individuals recognized as "persons with disabilities from childhood," are not exempt from paying the personal income tax. Supervision of ongoing construction and repair works in Töretam settlement 28.11.2025

Simplification of procedures and acceleration of trade turnover: how customs administration works in KazakhstanThe movement of goods across the border of the Eurasian Economic Union (EAEU) requires mandatory customs administration.The priority task of the customs authorities is to create favorable conditions for the rapid and unhindered movement of goods across the border.Since 2018, Kazakhstan has been operating the ASTANA-1 electronic customs declaration system, which has greatly simplified this process. The declaration can be submitted electronically from anywhere in the country, at any time of the day, both independently and through customs representatives.Customs controls are carried out selectively, using a risk management system (RMS) based on the international practice of "green," "yellow" and "red" corridors. The "green" corridor means automatic release of goods without physical control, which minimizes the processing time. The "yellow" corridor involves documentary control, which takes up to 4 hours. Pension savings grew by almost 20% over the past 12 months 28.11.2025
As of November 1, 2025, Kazakhstani pension savings totaled 25.84 trillion tenge, an increase of 4.27 trillion tenge, or 19.8%, over the past 12 months.Savings from compulsory pension contributions (CPC) totaled 24.46 trillion tenge as of November 1, 2025, an 18.0% increase year-on-year. Pension savings from compulsory occupational pension contributions (COPC) reached 727.11 billion tenge, an increase of 14.7% year-on-year. Voluntary pension contributions (VPC) demonstrated the largest increase over the past 12 months: their amount increased by 30.0% to 9.56 billion tenge.As of November 1, 2025, the amount of pension savings from employer’s compulsory pension contributions (ECPC), received from 1 January 2024 into the pension accounts of contributors (beneficiaries), amounted to 642.07 billion tenge.  IncomesThe increase in savings is driven by pension contributions and investment income.Pension contributions to contributors' accounts for the first 10 months of 2025 totaled 2.64 trillion tenge (an increase of 17.2%, or 385.86 billion tenge, compared to the same period last year).Individual pension savings accounts (IPSAs) using the CPC system have received 2,157.36 billion tenge since the beginning of the year as of November 1, 2025 (a 9.5% increase compared to the same period last year), COPC accounts have received 111.11 billion tenge (an increase of 17.6%), and VPC accounts have received 1.96 billion tenge. Contributions from the ECPC system for the first 10 months of 2025 totaled 365.22 billion tenge. Pension benefits and transfersPayments for all types of contributions and transfers to insurance organizations from the UAPF for the first 10 months of 2025 totaled 1,539.97 billion tenge, exceeding the previous year's payment volume by almost 1.6 times, or 550.06 billion tenge.Old-age benefit payments as of November 1, 2025, increased by 18.5% over the 12 months to 203.37 billion tenge. The average scheduled monthly payment from the UAPF upon reaching retirement age was 35,728 tenge.From the beginning of the year through November 1, 2025, lump sum pension benefit payments (LSPBPs) totaling 919.55 billion tenge were made for housing improvements and medical treatment, inheritance payments totaling 54.14 billion tenge, payments related to permanent residence outside the Republic of Kazakhstan totaling 36.57 billion tenge, payments to persons with disabilities totaling 2.60 billion tenge, and funeral payments totaling 8.87 billion tenge. A total of 314.87 billion tenge was transferred to insurance companies. Number of pension savings accountsThe total number of pension savings accounts in the UAPF as of November 1, 2025, was 18.06 million (an increase of 1.13 million or 6.7% over the 12 months). The number of IPSAs of contributors (beneficiaries) in the UAPF as of November 1, 2025, was 12.68 million, including 11.27 million under CPC, 756,180 under COPC, and 462,230 under VPC. It should be noted that, in accordance with international practice, an IPSA is considered active if a contribution has been received into it at least once during the year. Over the first 10 months of 2025, CPCs were received on 7.03 million IPSAs, representing 57.5% of the 12.23 million IPSAs to which these contributions could have been made. This figure includes accounts opened before January 1, 2025, as well as new accounts opened during the reporting period.
