The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (hereinafter – the Committee) hereby informs as follows. By Order No. 782 of the Minister of Finance of the Republic of Kazakhstan dated 17 December 2025, amendments were introduced to Order No. 176 of the Minister of Finance of the Republic of Kazakhstan dated 16 March 2015 “On approval of the rules for transaction monitoring” (hereinafter – the Rules). Starting from 1 January 2026, taxpayers shall be guided by the updated Rules and new requirements for completion of reporting forms, namely:Reporting form 000.10.1 – “Export of crude oil and/or gas condensate”;Reporting form 000.10.2 – “Export of goods”;Reporting form 000.10.3 – “Cross-border transactions related to income from performed works and/or rendered services”;Reporting form 000.10.4 – “Cross-border transactions related to loans granted”;Reporting form 000.20.1 – “Import of goods”;Reporting form 000.20.2 – “Cross-border transactions related to expenses from received works and/or services”;Reporting form 000.20.3 – “Cross-border transactions related to loans received”. Submission of reporting forms must be submitted exclusively in electronic format. Currently, the Committee is carrying out work to implement in IS ISNA the functionality for accepting reporting forms in electronic format. The launch of the relevant functionality is planned in the near future. In this regard, pursuant to subparagraph 7 of paragraph 4 of the Rules, in the event technical errors are identified, the Committee extends the deadline for submission of reporting forms for a period not exceeding six months from the established deadline, namely until 15 November 2026. Therefore, administrative liability measures and penalties for late submission of reporting forms caused by the technical unavailability of IS ISNA shall not be applied. In accordance with paragraphs 1 and 2 of Article 110 of the Tax Code, all monetary settlements within the territory of the Republic of Kazakhstan must be conducted with the mandatory use of a cash register machine (CRM) equipped with data recording and (or) transmission functions, included in the official State Register, unless otherwise specified in this article. The following are exempt from the requirement to use a cash register:1) individuals;2) private bailiffs, lawyer and professional mediator;3) persons providing services to the public for transportation in public urban transport involving the issuance of tickets. The form of public urban transport tickets is approved by the authorized state body implementing the state policy in the field of transport, in coordination with the authorized body.;4) the National Bank;5) second-tier banks;6) religious associations;7) The national postal operators, except for monetary payments made in places without public telecommunications network;8) persons making monetary settlements using a special mobile application.Thus, the law establishes an exhaustive list of specific entities and circumstances under which the use of a cash register machines is not required.Non-profit organizations, such as Property Owners' Associations (POAs), are not included in this exempt list. Kazakhstani pension savings increased by 17.9% over the past 12 months.As of April 1, 2026, Kazakhstani pension savings exceeded 26.82 trillion tenge. Over the past 12 months, they have grown by approximately 4.08 trillion tenge (or 17.9%).Pension savings from mandatory pension contributions (MPCs) amounted to 25.12 trillion tenge as of April 1, 2026. Over the past year, their volume has increased by 3.25 trillion tenge, or 14.8%.Mandatory professional pension contributions (MPPCs) amounted to 741.14 billion tenge, representing a 13.4% increase over the past 12 months.A significant increase was also recorded in voluntary pension contributions (VPC), which increased by 23.1% and amounted to 10.09 billion tenge as of April 1, 2026.The amount of savings from mandatory employer pension contributions (MEPC), which have been deposited into the pension accounts of contributors (recipients) since January 1, 2024, also continues to grow. As of April 1, 2026, it reached 950.57 billion tenge, a 2.9-fold increase compared to the same period last year.ReceiptsThe total savings are made up of pension contributions and investment income. The number of individual pension account contributors (recipients) in the UAPF as of April 1, 2026, was 12.76 million, of which 11.32 million were under the mandatory pension fund (OPV), 774,400 were under the mandatory pension fund (OPV), and 473,070 were under the voluntary pension fund (DPV). According to representatives of the NCA team, for many years there have been problems in the accreditation system that market participants have spoken about: non-transparent procedures, a limited pool of expert assessors, outdated approaches to inspections, and corruption risks."Today, the national accreditation system is undergoing an important stage of transformation. Since the beginning of 2025, systemic changes have begun in the body's work. The first step was an open dialogue with the market. Two major industry forums were held in Almaty and Astana with the participation of over 500 people. According to system representatives, participants discussed the need for a 'reboot' of accreditation, and following the meetings, key problems were identified and possible solutions were proposed." Thus, since 2025, changes aimed at increasing the transparency of procedures and strengthening control have begun to be implemented in the system. As explained by the center, one of the main problems in the organization was the lack of transparency in laboratory accreditation. This concerns technical and testing laboratories that check the quality of products, construction materials, equipment, environmental indicators, and issue official conclusions.To solve this problem, the NCA began implementing photo and video recording during accreditation. Now inspectors must record equipment, premises, and the assessment process itself. Internal procedures and documents of the accreditation system have also been revised."Currently, the transparency and reliability of assessment procedures have been significantly increased, corruption risks have been minimized, the possibility of informal agreements between assessors and accredited entities has been eliminated, and control over the actual availability of equipment and testing conditions has been strengthened," reported the NCA. Photo and video recording began to be applied in areas where mobile measuring instruments are used. In the future, as NCA employees reported, they plan to make this requirement mandatory for all organizations undergoing accreditation.The center also states that it has revised its approach to selecting experts. The NCA claims that previously the same specialists could participate in the work, while the new mechanism involves random selection of experts and updating the registry."Previously, the system had a limited pool of expert assessors, which made it difficult to attract new specialists. To update the expert pool, they began attracting new employees and professional organizations. Additionally, 20 memorandums were signed with international educational and scientific institutions, universities, and industry associations," reported the NCA.For the first time in the history of the accreditation body, the "20 New Assessors" project has been launched, which involves attracting new specialists from various industries. Work is currently underway with 35 candidates. Simultaneously, the NCA implemented random selection of technical experts. According to center representatives, such a mechanism should reduce the risk of bias and eliminate the constant involvement of the same specialists.The organization notes that recently they have adjusted internal documents, implemented checklists for assessment, begun digitizing part of the processes, and developed a unified registry of documents issued by laboratories and certification bodies.Among the changes are laboratory equipment identification via QR codes, remote inspections, and automatic calculation of accreditation costs."One of the problems was the use of the same equipment by several laboratories at once. Sometimes equipment would only physically appear in the laboratory during the inspection. To solve this problem, we implemented an identification system: each device is assigned a unique QR code linked to its serial number. This allows tracking the equipment and eliminating the practice of its use by different laboratories. To date, such identification has already been carried out for 17 entities."Also, according to NCA representatives, remote assessment of laboratories using digital tools is now being implemented. It is assumed that this format will make accreditation procedures more transparent.The center claims that the reforms were agreed upon with the business community, and the necessary legislative amendments have already received government approval. The NCA also notes that the organization has strengthened its presence at the international level. The center is a member of the Asia Pacific Accreditation Cooperation. The National Accreditation Center has received the right to host the APAC General Assembly in 2031 in Astana, which confirms the trust of the international professional community.In the opinion of representatives of the current team, it is these reforms that could have become the reason for resistance from some employees. In order to enhance the social protection of citizens and implement the principle of fair taxation, the legislation of the Republic of Kazakhstan provides a number of tax benefits for persons with disabilities. In 2026, tax benefits for persons with disabilities in Kazakhstan have significantly changed with the introduction of the new Tax Code. The investment income of Kazakhstani citizens is generated both through the management of pension assets by the National Bank of Kazakhstan (NBK) and by private Investment Portfolio Managers (IPMs).As a result of the NBK's investment activities in managing pension assets derived from Mandatory Pension Contributions (MPC), Mandatory Professional Pension Contributions (MPPC), and Voluntary Pension Contributions (VPC), the amount of accrued investment income for the first 3 months of 2026 amounted to271.4 billion tenge, with an additional 34.1 billion tenge generated from Mandatory Employer Pension Contributions (MEPC).In turn, as of April 1, 2026, income generated from IPMs investment activities for 2026 amounted to 1.56 billion tenge.It should be noted that asset managers implement a balanced investment policy, investing in various types of financial instruments across currencies, countries, sectors, and issuers. Investment income is generated from various sources: income in the form of returns on securities (as well as interest on deposits and other instruments), and through market and currency revaluation of financial instruments and assets held under external management, etc. Thus, the level of investment income depends on a number of factors: the dynamics of the market value of instruments in the portfolio, fluctuations in exchange rates, the inflation rate, dividend payments, and other conditions. Returns may increase or decrease over different periods, which is reflected in the total amount of contributors' pension savings. The primary reason for the decrease in investment income on pension assets managed by the NBK since the beginning of the current year is the negative currency revaluation of foreign currency assets resulting from the strengthening of the tenge against the US dollar — from 505.53 to 478.77 tenge per US dollar.Despite financial market volatility, positive investment income and real returns on pension savings are ensured in the medium and long term. The cumulative investment return from the inception of the funded pension system in 1998 to April 1, 2026, amounted to 1,184.74%, while inflation for the entire period was 970.03%. As of April 1, 2026, the net investment income earned by the NBK since April 1, 2014 (following the consolidation of pension assets into the UAPF) reached 10.54 trillion tenge. Taking into accountthe payouts made, its share in the total volume of contributors' (beneficiaries') pension savings stands at 40.7%, which demonstrates the significant role of investment activities in the structure of citizens' savings.It is important to note that the returnon pension assets over specific short-term periods is not an indicator of management efficiency, as income in the form of interest on financial instruments and other transactions accrued over a short period does not always offset fluctuations in the value of securities and exchange rates during that same period. Therefore, it is advisable to conduct an objective analysis of investment income over a longer time horizon.
