In honor of the 140th anniversary of the birth of Mirzhakyp Dulatov, a discussion dedicated to his novel “Baqytsyz Jamal” was held 26.11.2025
At the Central Library named after Saken Seifullin, an event marking the 140th anniversary of the prominent Kazakh educator, poet, writer, teacher, and public figure Mirzhakyp Dulatov was organized, focusing on the discussion of his novel “Baqytsyz Jamal.”The event began with an overview of the book exhibition titled “Qalamy qaysar, rukhy ör – Mirzhakyp Dulatov.” Following this, the historical significance of Jamal’s character and the social issues raised in the novel were widely discussed among the attendees. In addition, a question-and-answer activity based on the novel was held in the format of selecting boxes.   Gulnar Akbakirova, a dedicated teacher of Kazakh language and literature from Secondary School No. 22 in Yñbek village, Taldykorgan, shared her thoughts on the work. Librarian Ayana Oteuli delivered an expressive reading of Jamal’s heartfelt monologue. Through the monologue, students were able to deeply feel the hardships of that era, the struggle of young women for freedom, and Jamal’s emotional outcry.  The discussion not only helped develop the students’ literary appreciation but also strengthened their respect for Kazakh literature. *Kyzylzhar-2 microdistrict in Shymkent has been connected to a full-fledged engineering infrastructure* 26.11.2025
The issue of the lack of engineering infrastructure, which has been relevant for several years in the Kyzylzhar-2 microdistrict of the Abay district of Shymkent, has been finally resolved. This spring, during a field meeting with residents of the metropolis, the residents of this area noted that the lack of drinking water, unstable electricity, and the lack of natural gas are the most pressing social problems. In response to the issue raised by residents, the city mayor gave an urgent task to the relevant structures and obliged them to deliver infrastructure networks in the shortest possible time. Thus, in April 2024, the construction of engineering networks began in the Kyzylzhar-2 territory. The project was intended to fully cover Alkap, Ordakent, Nurlykent, Syganak, Terenozek and Kolkent streets. The first phase of the project included the installation of the most necessary utilities — a water supply, electricity, and natural gas infrastructure. As a result, residents of the microdistrict, which previously relied mainly on transported water and experienced frequent power outages, have for the first time received stable and modern engineering infrastructure. Currently, 265 houses are provided with stable drinking water and electricity. In addition, a natural gas pipeline has been fully installed, enabling each house to be connected. According to experts, the upgraded engineering networks will significantly increase the comfort and safety of living in the microdistrict. Fire safety, sanitation, and energy sustainability have also been raised to a new level. The second phase of the project is planned to be implemented next year. This phase will provide the remaining part of the Kyzylzhar-2 microdistrict with the necessary infrastructure. When the project is fully completed, the microdistrict is expected to become a fully developed engineering area, increasing its social and economic potential. The head of the megapolis congratulated residents on the commissioning of the new infrastructure and noted that the contractors performed the work on time and with high quality. According to him, providing new microdistricts with engineering networks is one of the strategic development directions of Shymkent. The completion of work on Kyzylzhar-2 is a tangible result of a comprehensive policy aimed at improving the quality of life of the city's population. This project will not only create a comfortable environment for residents, but also give impetus to the urban development of Shymkent.
From deficit to development 26.11.2025
The Kyzylzhar-2 microdistrict in Shymkent is fully connected to a comprehensive utility infrastructure. In the Kyzylzhar-2 microdistrict of the Abay district of Shymkent, the problem of a shortage of engineering infrastructure, which had been relevant for several years, has been finally resolved. As a reminder, this spring, at a meeting between the city's mayor and residents, residents of this neighborhood cited a shortage of drinking water, unstable electricity supplies, and a lack of natural gas as the most pressing social problems. The mayor issued urgent instructions to the relevant agencies, tasking them with ensuring utility lines were connected to the neighborhood as quickly as possible. Construction of utility lines began on the Kyzylzhar-2 site in April 2024. Design work was carried out on Alkap, Ordakent, Nurlykent, Syganak, Terenozek, and Kolkent streets. During the first phase of the project, essential utilities—water, power, and gas lines—were installed. As a result, 265 homes now have a constant supply of water and electricity. Furthermore, the newly installed gas pipeline allows each home to be connected to natural gas. The second phase of the project is planned for implementation next year. This phase will provide the remaining portion of the Kyzylzhar-2 microdistrict with the necessary infrastructure. Upon full completion, the microdistrict is expected to have a fully developed utility infrastructure. The mayor congratulated residents on the commissioning of the new utility networks and noted that the contractors completed the work efficiently and on time. He stated that providing new microdistricts with utility networks is one of the strategic development areas of Shymkent.

The Unified Accumulative Pension Fund (UAPF, the Fund) offers contributors a wide range of services for building their pension capital and is actively working to expand their offerings and improve the quality of service. The 24/7 availability of the Fund's services on its website and mobile app is an important factor in increasing contributor interest in their savings. From January 1, 2025, to October 31, 2025, the Fund provided 36.7 million services to the population. Of these, 22.2 million were provided electronically, and 13.3 million were automated. Thus, the share of services provided automatically, electronically, and remotely amounted to 97.8% of the total. 795,100 services were provided in person, including 775,500 directly at the Fund's offices.As a reminder, all pension accounts are opened in the UAPF automatically upon receipt of the first contribution. Targeted requirements are also automatically accrued to citizens of the Republic of Kazakhstan under the age of 18, and target savings accounts (TSA) are opened to record and pay out target savings to adult recipients of target savings under the National Fund for Children program.During the reporting period, the total number of automatically opened individual pension savings accounts (IPSAs) for all types of individual pension contributions, as well as notional pension savings accounts (NPSAs) for accounting employer’s compulsory pension contributions (ECPCs) transferred by employers from their own funds, and target savings accounts (TSA, opened to account and pay out target savings to recipients of target savings under the National Fund for Children program) amounted to 1.4 million.The most popular service is obtaining statements from IPSA, NPSAs, and TSAs. Since the beginning of the year, 24.2 million statements have been issued for all account types, 20.4 million of which were electronic and 3.3 million automatically. UAPF reminds everyone that accessing account status information through your personal account is the most convenient, reliable, and efficient way to monitor your pension savings. The service operates online 24/7, allowing you to receive up-to-date information at any time and from anywhere. Account status information is available not only through the UAPF mobile app and personal account on the UAPF website, but also through the egov.kz portal or the e-government mobile app. This provides additional convenience for users who prefer to interact with government services through a single platform. UAPF notes that, starting in 2025, the annual automatic mailing of statements will no longer be provided. However, receiving information on pension savings by mail will still be possible upon submitting a request to the UAPF address.In addition to receiving a statement in their personal account on the website and in the mobile app, contributors (beneficiaries) have the opportunity to use services such as making changes and additions to their details, obtaining a certificate of account availability, submitting an application for the appointment of pension benefits in connection with the establishment of a disability of groups 1 or 2 indefinitely or in connection with reaching the age of fifty through voluntary pension contributions, tracking the status of a benefit application, transferring a portion of pension savings to an investment portfolio manager (IPM), projecting a future pension using a pension calculator, creating a personal pension plan, etc. For example, since the beginning of the year, 67.1 thousand applications from contributors for the transfer of a portion of pension savings to the IPM trust management have been accepted, 64.4 thousand of which were in electronic format.Over the nine months since the beginning of 2025, 114,000 applications for account changes were received, 107,000 of which were submitted at the Fund's offices.When seeking services from UAPF specialists, contributors typically receive additional consultations and advice on savings management. The Fund is actively educating the public about the importance of pension savings. As part of its outreach efforts, 43,600 road shows were held, attended by 892,300 people. The number of materials published in the media based on UAPF announcements amounted to 35,500. The number of inquiries received from contributors and beneficiaries via feedback channels (call center, website consultations, instant messaging, social media, and other communication channels) amounted to 434,000.As a reminder, any company can request an on-site presentation and consultation on the funded pension system by simply calling the call center at 1418 or through the Fund's website or mobile app.UAPF consulting services are available via instant messaging (chatbot on WhatsApp and Viber at +7 777 000 14 18), the call center at 1418 (toll-free within Kazakhstan), the corporate website enpf.kz, and the UAPF's official social media pages: Instagram, Facebook, VKontakte, Telegram, and Odnoklassniki.   UAPF was founded on August 22, 2013 on the basis of GNPF APF JSC. The founder and shareholder of the UAPF is the Government of the Republic of Kazakhstan represented by the State Institution Committee of State Property and Privatization of the Ministry of Finance of the Republic of Kazakhstan. Trust management of UAPF pension assets is carried out by the National Bank of the Republic of Kazakhstan. In accordance with the pension legislation, the UAPF attracts compulsory pension contributions, employer’s compulsory pension contributions, compulsory occupational pension contributions, voluntary pension contributions, as well as carries out enrollment and accounting of voluntary pension contributions formed at the expense of the unclaimed amount of guaranteed compensation for the guaranteed deposit, transferred by the organization carrying out mandatory guarantee of deposits, in accordance with the Law of the Republic of Kazakhstan "On mandatory guarantee of deposits placed in second-tier banks of the Republic of Kazakhstan", ensures the implementation of pension benefits. Waste management concept reviewed 26.11.2025
A meeting was held under the chairmanship of Akim of the district Berik Sarmenbayev, on the agenda of which the concept of all types of waste management for 2026-2030 was discussed. - In the village of terenozek in 2024, 475.5 million were allocated from the regional budget. a solid waste landfill was built and put into operation for tenge. Today, 7 employees work at the landfill, 10 tons of waste are sorted daily. 6521 tons of solid household waste were collected in settlements, including 2855 tons of it were sorted. Work in this direction should be carried out regularly. This is due to the fact that sorting and processing of waste ensures the cleanliness of the environment, – said Berik Abdygapparovich. At the Mazhilis, the head of the district instructed the akims of settlements and rural districts to ensure that waste landfills meet the requirements. He also warned that sanitation under the environmental campaign" Clean Kazakhstan " should be constantly under strict control. Joint Initiatives with the UN Discussed at the Foreign Ministry of Kazakhstan 26.11.2025

Al-Farabi's book was successfully inaugurated in Ha Noi 26.11.2025
On 24 November 2025, the Embassy of Kazakhstan in Viet Nam held a gala event at Ha Noi University, dedicated to the Kazakh President's State of the Nation Address; the 35th Anniversary of Kazakhstan's State Sovereignty, and the 1155th birth Anniversary of Al-Farabi, renowned medieval philosopher and scholar of the Muslim World, born in Kazakhstan. Hence, the Ceremony of Inauguration of Al-Farabi’s "Treatise on the Need to Strive for an Excellent State" was held.At the Opening Part, the documentary about the historic visit of Ho Chi Minh, the first President of Vietnam, to Kazakhstan in 1959, as well as a short video about the state visit to Kazakhstan of H.E. Comrade To Lam, General Secretary of the Communist Party of Vietnam Central Committee, held on 5-7 May 2025, was shown.This important event was attended by H.E. Tunisia’s Trade Policy Review Held Under Kazakhstan’s Chairmanship at the WTO 26.11.2025
Geneva, 25 November 2025 – On 25 and 27 November, the fourth Trade Policy Review of Tunisia is being held at the headquarters of the World Trade Organization under the chairmanship of H.E. Ambassador Kairat Torebayev, Permanent Representative of the Republic of Kazakhstan to the WTO and Chair of the Trade Policy Review Body.The delegation of Tunisia, led by H.E. Mr. Samir Abid, Minister of Trade and Export Development, presented updated information on the implementation of its economic reform agenda, including the application of the Investment Incentives Code, efforts to improve the business climate, the expansion of digital solutions in customs administration, the enhancement of transparency in public governance, and the reform of state-owned enterprises. WTO Members commended Tunisia’s commitment to the multilateral trading system as well as its efforts to facilitate trade and strengthen transparency.During the discussions, Members addressed issues related to the increase in import tariffs and instances where applied duties exceeded bound commitments under the World Trade Organization, the efficiency of import licensing procedures and the timely submission of notifications, as well as progress in negotiations on a Deep and Comprehensive Free Trade Area with the European Union and the development of African regional integration. Distinguished colleagues, Ladies and gentlemen,It is a great pleasure to welcome all of you to today’s briefing.Kazakhstan and the European Union enjoy a solid, long-standing strategic partnership grounded in mutual respect, shared interests and goals, and a commitment to the law based international order, grounded in the principles of the United Nations Charter.This December, we will celebrate the 10th anniversary of the signing of the Enhanced Partnership and Cooperation Agreement between Kazakhstan and the European Union and its Member States.Kazakhstan thus became the first among Central Asian countries to sign and ratify this “new generation” agreement.It serves as a comprehensive framework for our political, economic, and sectoral cooperation across 29 areas.We value our engagement with the EU as our leading trade and investment partner, but also as a key partner on many global challenges, from climate change and connectivity to regional security and sustainable development.I would like to point out a very dynamic political dialogue that we have established with the European Union.Kazakhstan’s President Kassym-Jomart Tokayev held bilateral meetings with Presidents of the European Council António Costa and European Commission Ursula von der Leyen last April in Samarkand.Our leaders participated in the Central Asia – European Union Summit, where the partnership between the two regions was elevated to a strategic level.Last September, President Tokayev met with António Costa on the sidelines of the 80th session of the United Nation’s General Assembly in New York.In addition, next week Brussels will host the 22nd meeting of the Kazakhstan–EU Cooperation Council at a ministerial level .The leaders will review EPCA implementation and discuss our rapidly expanding agenda, including trade, investment, humanitarian ties, and political dialogue that will continue at the highest level in the very near future.The meetings in Samarkand and New York, in Astana and Brussels underscored shared priorities: expanding cooperation in connectivity, critical minerals, digital innovation, agriculture, and education.Over the recent years, we have witnessed how Kazakhstan’s relationship with the EU has continued growing stronger and more dynamic.Despite geopolitical turmoil and global economic instability, the EU remains Kazakhstan’s largest trading and investment partner, with the bilateral trade volume nearing 50 billion US dollars in 2024. In fact, Kazakhstan accounts for 90% of the EU’s trade turnover with Central Asia. This year it also remains central to our economy and strategic partnerships.Since Kazakhstan’s independence, the EU has invested more than 200 billion dollars into Kazakh economy, and about 4,000 European companies operate successfully in our country.We reaffirm our determination to further diversify and expand these ties, creating new opportunities for our businesses and citizens.Particular attention is paid to expanding access to the EU market for agricultural products of Kazakhstan.Kazakhstan remains a reliable and responsible partner of the European Union, contributing significantly to Europe’s wider energy security.Kazakhstan supplies around 13% of the EU’s oil consumption and approximately 16% of its uranium needs, making us a stable pillar in Europe’s diversified and resilient energy architecture.In this regard, we reaffirm our commitment to ensuring the continued, secure, and uninterrupted supply of Kazakh oil to the EU market.In our talks, particular attention is being devoted to the Middle Corridor – a vital and strategic route connecting Asia and Europe.As global supply chains undergo transformation, the importance of this Trans-Caspian route becomes ever more evident.Located at the heart of Eurasia, Kazakhstan serves as a key bridge between East and West.As President Tokayev stated in his State-of-the-Nation Address last September, the development of transport and logistics infrastructure has become one of our national priorities.13 international transport corridors crossing Kazakhstan – 5 railways and 8 motorways – carry around 85% of overland freight between Asia and Europe.Over the past 15 years, we have invested more than 35 billion dollars in the modernization of the transport sector, resulting in its sustained growth.By 2030, Kazakhstan will invest an additional 15 billion dollars to further strengthen connectivity, including new rail links to China and Afghanistan (with further access to the market of Pakistan), and, as well as the construction and modernization of 13,000 kilometres of highways.Air connectivity is also expanding, with Kazakhstan now having direct air connections to 30 countries.Not stopping there, we are ready to expand air traffic with the European Union under the Open Skies policy.Digital transformation and large-scale implementation of artificial intelligence remain central to our vision.The upcoming “Smart Cargo” platform will integrate customs and logistics processes, contributing to Kazakhstan’s goal of becoming a fully digital state.Speaking in details about the Transcaspian International Transport Route, the Middle Corridor has already demonstrated significant growth.Its current capacity stands at 6 million tons per year. By the end of 2024, cargo volumes had increased by 62% year-on-year, reaching 4.5 million tons.It is expected to reach 5.2 million tons this year.By 2028, we aim to expand the corridor’s capacity to 10 million tons annually.Positive developments in the South Caucasus, meaning ongoing preparations for the signing of the peace treaty between Armenia and Azerbaijan, further strengthen the Corridor.During President Ilham Aliyev’s visit to Kazakhstan last October, a historic announcement lifted all transit restrictions to Armenia.The first shipments of Kazakh grain have already reached their destination – a concrete step that builds trust, strengthens regional ties, and reminds us that connectivity is also a path to peace. As we can see, the Middle Corridor is evolving beyond a mere transport route. It is becoming a strategic partnership platform that connects economies, technologies, and people.These joint efforts strengthen Eurasia’s connectivity and align with the EU’s Global Gateway and China’s Belt and Road initiatives, which we view as complementary to each other.Moreover, we see many mutually beneficial opportunities in terms of possible synergy between the EU’s Trans-European Transport Network policy (TEN-T), and the efforts of Central Asian countries to develop transport connectivityWe would like to call on the EU, its member states as well as financial institutions to move faster and focus on practical implementations of the 2023 EBRD report findings on both hard and soft infrastructures in Central Asia.Kazakhstan is committed to working closely with the European Union and all regional partners to ensure that the Middle Corridor evolves into a modern, efficient, safe, and sustainable artery of cross-regional trade.Another forward-looking dimension of our cooperation is our work on critical raw materials and the broader green and digital transitions.Kazakhstan possesses both natural potential and strong political will to develop this sector in a responsible and mutually beneficial way.Kazakhstan can supply 21 of the 34 elements identified in the EU’s Critical Raw Materials Act, with more deposits under preparation for future extraction.We already export copper, chromium, titanium, phosphorus, beryllium, tantalum, and manganese to the European market.Our joint work under the 2025-2026 Road Map – including the Sarytogan Graphite Project’s inclusion onto the EU’s list of Strategic Projects – demonstrates how seriously both sides take this agenda.Our cooperation with the EU on CRM value chains is emerging as one of the most promising areas – an area that will support Europe’s industrial resilience while enabling Kazakhstan to modernize its economy.I would also like to highlight the importance of inter-parliamentary cooperation, which forms the democratic backbone of our political dialogue.Last week, Brussels hosted the 22nd meeting of the Parliamentary Cooperation Committee, which was productive and encouraging.It demonstrated once again that our partnership is strengthened not only by governments but also by the active engagement of legislators, experts, and civil societies on both sides.Equally important are the people-to-people contacts that serve as the living bridge between our nations.Education, cultural exchange, academic mobility, and youth cooperation are essential pillars of a lasting partnership.In this context, we warmly welcome the decision by the EU Member States to grant the European Commission mandates to negotiate visa facilitation and readmission agreements with Kazakhstan.This decision represents a significant step toward bringing our peoples even closer, enabling greater mobility, more opportunities for students and professionals, and deeper mutual understanding.Ladies and gentlemen,Today Kazakhstan and the European Union have built a mature, confident, and future-oriented partnership.It is a partnership rooted in shared values, enriched by mutual interests, and guided by a common vision of regional and global stability.As we look to the next decade of cooperation, we remain committed to working hand-in-hand with the European Union – expanding our strategic dialogue, strengthening economic ties, enhancing regional connectivity, and nurturing the human bonds that sustain every successful partnership.I am confident that, together, we will continue to transform our shared goals into concrete achievements for the benefit of our peoples.Thank you.Source : https://www.gov.kz/memleket/entities/mfa-brussels/press/news/details/1112461?lang=kk
Kazakhstan and Oman expand cooperation in the healthcare sector 26.11.2025
Muscat, November 25, 2025 – The Ambassador of the Republic of Kazakhstan to the Sultanate of Oman Aidarbek Tumatov held a meeting with the Minister of Health of the Sultanate of Oman, Hilal bin Ali Al Sabti.During the meeting, Ambassador Tumatov emphasized the importance of further strengthening bilateral cooperation in the field of healthcare. He noted that the number of Omani citizens choosing Kazakhstan for medical services, treatment, and sanatorium-based rehabilitation within the framework of medical tourism has been steadily increasing.Minister Hilal Bin Ali Al Sabti, in turn, expressed his interest in expanding the partnership between the two countries in the medical sphere. He warmly recalled his visit to Astana in 2017, during which he familiarized himself with the work of the capital’s cardiac center, highlighting the high professionalism of Kazakh surgeons and the impressive development of cardiac surgery in the country.The parties discussed prospects for cooperation in pharmaceutical production and the exchange of experience on the implementation of nuclear medicine systems, which use radioactive isotopes for disease diagnostics and treatment. Meeting at the Embassy with Kazakhstani Specialists Studying “Water Governance” in Hungary Within the Framework of a Dual Master’s Program 26.11.2025
Budapest, 20 November 2025 - The Embassy of Kazakhstan in Hungary hosted a meeting between Ambassador Abzal Saparbekuly and Kazakhstani master's and doctoral students participating in the dual degree program jointly implemented by the Kazakh University of Water Management and Irrigation and Corvinus University of Budapest.          The group includes employees of various government agencies of the Republic of Kazakhstan. The Kazakhstani specialists were accompanied by Professor Dr Márton Krasznai, Executive Director of the Central Asian Studies Centre at Corvinus University.          During the meeting, the parties discussed the development of water-related education, strengthening international cooperation, training specialists in the field of water governance, and promoting water diplomacy.          Ambassador Abzal Saparbekuly emphasised the importance of  participation of Kazakhstani students in European educational programs, noting that competencies in water resources management directly contribute to improving the effectiveness of Kazakhstan’s national water policy and expanding international cooperation.          It was also noted that the program aligns with the instruction of the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, to strengthen the human capacity of the water sector, including the development of expertise in water diplomacy, international negotiation processes, and the management of transboundary basins.          Background: Under the dual degree program between the Kazakh University of Water Management and Irrigation and Corvinus University, 13 Kazakhstani master's students are studying water management, water diplomacy, and water governance - modern international approaches to sustainable water resources management.          The academic program develops skills in water policy analysis, strategic planning, and interstate cooperation in transboundary basins. Special attention is given to European water governance models, which rely on scientific data, regulatory instruments, institutional coordination, and stakeholder engagement.          Classes are conducted at Corvinus University of Budapest, one of Europe’s leading centers for training specialists in natural resources, water policy, and international water management. Students study: EU water governance models; international water law and transboundary agreements; mechanisms for preventing and resolving water conflicts; methods of open governance and stakeholder engagement; and tools for monitoring and evaluating water policy.          In addition, experts from the Ministry of Energy of Hungary and the national water company participated in the academic process, presenting practical case studies and modern institutional models of water systems management.          An important component of the program was practical training dedicated to the management of the Danube Basin — one of the most successful examples of international cooperation in the field of water resources. Geneva, November 23, 2025 – The delegation of the Republic of Kazakhstan, headed by Permanent Representative of the Republic of Kazakhstan to the United Nations Office and other International Organizations in Geneva Erzhan Kazykhan, participated in the 11th Session of the Conference of the Parties (COP11) to the WHO Framework Convention on Tobacco Control, held in Geneva from 17 to 22 November 2025.Kazakhstan reaffirmed its unwavering commitment to the objectives of the Convention and supported the decisions adopted by consensus, aimed at strengthening measures to protect the environment and public health (Article 18), the liability of the tobacco industry (Article 19), sustainable financing of national tobacco control programmes, and a complete ban on the use and sale of tobacco and nicotine products in United Nations premises.The delegation of Kazakhstan welcomed the constructive nature of the discussions and emphasized the importance of seeking balanced approaches that take into account national contexts and ensure sustainable implementation of the Convention for all States Parties.The Republic of Kazakhstan confirms its intention to remain an active and responsible Party to the Convention, continuing the consistent implementation of its provisions at the national level in close partnership with WHO and other States Parties.Source : https://www.gov.kz/memleket/entities/mfa-geneva/press/news/details/1112464?lang=kk
